This work examines the philosophical foundations of information ethics and their potential for application to contemporary problems in U.S. foreign intelligence surveillance. Questions concerning the limits of government intrusion on protected Fourth Amendment rights are examined against the backdrop of the post-9/11 period. Changes to U.S. foreign intelligence surveillance law and policy are analyzed by applying the traditional ethical theories commonly used to support or discount these changes, namely utilitarian and contractarian ethical theories. The resulting research combines both theoretical elements, through its use of analytic philosophy, and qualitative research methods, through its use of legislation, court cases, news media, and scholarship surrounding U.S. foreign intelligence surveillance. Using the U.S.A. PATRIOT Act, the Foreign Intelligence Surveillance Act (FISA) and the Terrorist Surveillance Program as case examples, the author develops and applies a normative ethical framework based on a legal proportionality test that can be applied to future cases involving U.S. foreign intelligence surveillance. The proportionality test developed in this research, which is based on a modified version of the Canadian Oakes Test, seeks to balance legitimate concerns about collective security against the rights of the individual. As a new synthesis of utilitarian and contractarian ethical principles, the proportionality test laid out in this book has potential for application beyond U.S. foreign intelligence surveillance. It could act as a guide to future research in other applied areas in information policy research where there is a clear tension between individual civil liberties and the collective good of society. Problems such as passenger screening, racial and ethnic profiling, data mining, and access to information could be examined using the framework developed in this study.

Since the 9/11 attacks, the number of intelligence courses and related curricula have soared. Many instructors look for interactive learning tools because they add immeasurable value to the student’s understanding of the intelligence enterprise. Such tools, however, take time and effort to develop and are not circulated among faculty. This is the first textbook to offer in one volume original simulations, exercises, and games designed by academics and intelligence professionals from several countries. These innovative methods are meant to enhance the learning experience and provide an international perspective to the topics and approaches discussed in class. Intelligence simulations and games are presented in ready-to run formats, from easy instructions to result recordings matrices, to minimize preparation time for both instructors and students. Exercises, such as cyber attack simulation, information sharing, ethical scenarios and more, expose the student to the many subtle aspects of the intelligence enterprise through active role-playing in simulations and game exercises. Tokyo Rose / An American Patriot explores the parallel lives of World War II legend Tokyo Rose and a Japanese American woman named Iva Toguri. Trapped in Tokyo during the war and forced to broadcast on Japanese radio, Toguri nonetheless refused to renounce her U.S. citizenship and surreptitiously aided Allied POWs. Despite these patriotic actions, she foolishly identified herself to the press after the war as Tokyo Rose. An examination of U.S.-monitored English language radio transcripts from Japan between December, 1941 and April, 1942 shows only one innocuous broadcast by a female. Yet in April, 1942 a news correspondent with the U.S. Navy reported that sailors in the Pacific theater routinely listened to Tokyo Rose's propaganda.This book assembles for the first time a collection of images from American pre-war popular culture that provided impetus for the legend. It analyzes the wartime situation of servicemen, which caused their imaginations to create the mythical femme fatale even though no Japanese announcer ever used the name Tokyo Rose. Using interviews conducted over decades, this dual biography also explores Toguri's character and decisions by placing her story and conviction for treason in the context of U.S. and Japanese racial views, Imperial Japan, and Cold War politics. New research findings prompt a different perspective on her sensational trial, the most expensive in U.S. history up to that time. Misguided strategy by Toguri's defense attorney and her deceptive testimony about a key event led to the jury's verdict as surely as the perjury suborned by prosecutors.

This new and final edition is a follow-up to the author’s first book, Anticipating Surprise (University Press of America, 2002) and the Handbook of Warning Intelligence (Scarecrow Press, 2010). The first book was an abridged version of Grabo’s 1972 manuscript, of which only 200 pages were allowed to be published by the government. The second book was published after it was agreed that the last 10 chapters would remain classified. These final 10 chapters have recently been released by the government and complete the manuscript as it was originally intended to be published by the author in 1972.The Handbook of Warning Intelligence was written during the cold war and was classified for 40 years. Originally written as a manual for training intelligence analysts, it explains the fundamentals of intelligence analysis and forecasting, discusses military analysis, as well as the difficulties in understanding political, civil, and economic analysis and assessing what it means for analysts to have "warning judgment."Much of what Grabo wrote in her book seems to appear in many of the numerous commission reports that emerged after the 9/11 attacks. However, her book was written in response to the "surprise attack" of the Soviet Union's invasion of Czechoslovakia in 1968. According to the author, that event was no surprise. And while analysts have to take some of the blame for their failure to strenuously present their case that the threat was real and imminent, what occurred was a failure by policymakers to listen to the warning intelligence reports that were written at the time. In these last chapters, Grabo discusses scenarios where the United States will need to take action, especially describing Soviet indicators of such action. She also talks on how to influence policymakers to take, or not take, action based on intelligence. After the Soviet Union fell, the government was hesitant to release this information—especially considering what's going on with Putin today.
