This book contains a full translation of a major but little-known Soviet work on Soviet national income accounts for a crucial stage in the social and economic transformation of the Soviet economy from 1928 to 1930. These were years of mass collectivisation and the launching of the Soviet industrialisation drive. The USSR was perhaps unique in having a well-developed statistical service able to record the detailed changes in economic relationships that were taking place at this time. The translation is accompanied by three introductory articles which explain the structure and contents of these materials, what new light these materials throw on the development of the Soviet economy in this period and describe the significance of these materials for the history of Soviet statistics and planning. Amongst other questions this evidence casts some doubt on recent attempts to show that Soviet industrialisation resulted in a change in the net flow of goods between industry and agriculture, in favour of agriculture. It also shows that considerable attempts were made by some influential statisticians and planners in the early 1930s to analyse the relationship between different branches and sectors of the economy. In a foreword Professor Sir Richard Stone sets the achievement of the construction of these materials in the context of the history of Western works on national income accounts.

Control of office has long been regarded as the key element in understanding power and policy in the Soviet system. What, however, accounts for the control of office and how are individuals recruited into positions of power and responsibility? In An Algebra of Soviet Power, Michael Urban adopts a fresh approach and introduces into the field of political elite studies the sociological technique of vacancy chain analysis. This treats the movements of actors as sequences of complex inter-relations that are structured by the properties and powers of the personnel system rather than by the consequences of individual intentions or characteristics. This algebraic method is applied to a large body of career data of officials from the Soviet Republic of Belorussia for the period 1966-86. The author documents how, despite the formal systems of nomenklatura - central control over personnel placement - the flow of individuals through the hierarchy of offices in Belorussia has not been influenced by any coordinating policy issuing from Moscow or Minsk. Instead regionalism has played an important, and patronage the decisive, role in the system.

Soviet Workers and and the Collapse of Perestroika is a comprehensive analysis of the role of labour policy in the development and ultimate collapse of Mikhail Gorbachev's reforms. Drawing on a wide range of sources, Filtzer argues that initially perestroika was designed to modernize the Soviet economy while keeping the existing political and property relations of society intact, which required a thoroughgoing restructuring of the labour process within Soviet industry. When ultimately this policy failed, the regime in mid-1990 opted to move to a full-scale restoration of capitalism, a task which could not be fulfilled so long as the traditional work practices and work relations within industry remained unchanged. Filtzer argues that the collapse of the USSR has brought the solution to this problem no nearer, and that post-Soviet capitalism is rooted in corruption and speculation and cannot ensure long-term economic growth.

This book provides an exceptionally thorough treatment of the Hungarian economy and its experience of economic reform. Within a wider discussion of the appliance and success of Soviet-type economies (STEs), the author investigates the decentralizing measures and market mechanisms which have been progressively introduced and considers the limits on and limitations of the Hungarian economic model. The reforms adopted since 1968, known initially as the New Economic Mechanism, were intended to build a system of market socialism combining micro-economic efficiency, indirect regulation and socialist ethical principles. However, the predicted improvements in the economy still have not fully materialized: living standards have begun to drop, output is sluggish and hard currency trade and payments have been a real difficulty. Indeed, change in the country's leadership is perhaps a recognition of the need for a clearer direction in the field of social and economic reform. Ideology in a Socialist State describes the changes in the ideology of Poland's rulers from the October events of 1956 to the lifting of martial law in 1983. Ideology has been one of the most debated and equivocal concepts in social science, yet this is one of the first attempts to examine it in a systematic, longitudinal and empirical way. Dr Taras analyses how central principles of Marxism-Leninism (the leading role of the party, party influence on trade unions, the church, culture and science) were interpreted by Poland's political leaders. Ideological change, he suggests, represents the chief means adopted by, the regime to respond to a postwar cycle of crises. The rulers' ideology is also linked to political developments in other socialist states (the 1968 Czech reform movement, Soviet doctrinal shifts). Taras concludes that as a result of both external and internal factors, ideology in Poland underwent a combination of transformations, innovations and reification that has produced a new hybrid and highly unstable ideology - Leninist Marxism of People's Poland. This puts the tumultuous Polish events of 1981-3 into historical perspective and focuses on the response of the party leadership to the challenge of Solidarity, and of martial law.

This book is about the political, social and economic changes in Czechoslovakia in the years 1945- 1948. In 1945 the 'national revolution' established the Communist Party as the dominant force within a coalition government. The leading Communists then evolved the idea of a specific Czechoslovak road to socialism that could bypass the 'dictatorship of the proletariat'. By analysing in detail the revolutionary events and the society that emerged from them, the book demonstrates that there was a real possibility of developing a distinct model of socialism containing a plurality of parties and a sizeable private sector. Such thinking, however, was effectively ended in February 1948, when the Communist Party established a monopoly of power. The fundamental causes of this change in the party's strategy are to be found, it is argued, in the international situation. The February events were of international significance as they confirmed the division of Europe into two blocs. The concluding chapter shows how important they were for the subsequent development of Czechoslovak society.

When Lenin and his fellow Bolsheviks seized power in 1917 they sought to scrap the existing structures of government and substitute new ones based on Marxist principles. This book attempts a detailed account of their efforts to create a socialist 'cabinet' (Sovnarkom), to elaborate effective machinery and methods of operation, and to use it to govern the country. It examines what kind of people were appointed to Sovnarkom and who chose them. It shows how elements of the pre-revolutionary system of government were taken over along with former ministerial officials. Sovnarkom was headed by Lenin and this helped to ensure its early pre-dominance. Nonetheless it was gradually overshadowed by the Party Central Committee and Politburo, and the book seeks to explain why this happened and why Lenin's efforts to reverse the process failed. In this book Dr Woodall analyses the political implications of the pursuit of industrial growth for the authority of the Polish United Workers' Party. She argues that political constraints on the available options for economic reform have encouraged a policy of merger of industrial enterprises into large `corporate' units since 1958. Although they are only a shadow of their Western counterparts, these socialist corporations' nevertheless pose considerable problems for the role of a Marxist-Leninist party in industry. While this does not manifest itself in the emergence of a clearly identifiable 'technocratic' class of managers challenging the legitimacy of the Party, it does involve difficulties caused by an increasingly 'technicist' ethos of industrial management which eschews the possibility of meaningful workforce participation. Dr Woodall thus shows how the over-zealous pursuit of industrial integration and concentration in the 1970s was, despite attempts by the Polish United Workers' Party to reformulate its 'leading role', one of the major factors contributing to the industrial unrest which brought about the fall of the Gierek leadership in 1980.

Most Russian peasants in the mid-1920s held their land as members of a commune (or mir), the old Russian form of land-holding. The revolution had brought a revival in the fortunes of the institution. This was not a welcome development to the Bolsheviks and the Soviet government unsuccessfully attempted to supplant the commune as the focus of rural affairs, by instituting the rural Soviets. The debate on land-holding in the mid-twenties bore fruit only in encouraging peasants to modify the worst inefficiencies of strip farming.

The Socialist-Revolutionary (SR) party gained an overall majority in the election to the Russian Constituent Assembly, which was dissolved by the Bolsheviks in January 1918. The SRs derived the bulk of their electoral support from the peasantry, and the gulf between the predominantly urban Bolshevik party and the rural masses was to create immense problems for the Soviet government in the 1920s, culminating in the horrors of forced collectivization. The SRs offered an alternative vision of the Russian peasant's path to socialism. They were closer to the peasantry than any other revolutionary party, and more aware of the problems involved in implementing a socialist transformation of Russian agriculture. In this study the author traces the development of SR agrarian policy in the party's formative years, from the period of disillusionment which followed the failure of the Populist 'movement to the people' of the 1870s, through the revolutionary years 1905-7, to the subsequent reaction under Stolypin.

This book studies in detail the reform regime of Alexander Dubcek from the assumption of power in the Party by reform-minded communists in January 1968 until Gustav Husik replaced Dubcek as First Secretary. The reform regime survived only eight months of genuine rule but it persisted for a further eight months after the Soviet invasion in an agonizing struggle for survival. Lenin's death at the beginning of 1924 coincided with an exhaustive search by the USSR for a modus vivendi with the capitalist world. In laying the foundations of peaceful co-existence, priority was given to the cultivation of relations with Britain. This study examines the British government's various responses to the Soviet overtures. The scope of the work ranges from Labour's de jure recognition of the Soviet Union at the beginning of 1924 to the Conservatives' severance of relations in May 1927. The bulk of the study is set against the background of rapidly deteriorating relations and traces the unsparing measures employed by the Russians to forestall an open breach. Equal attention is paid to the Soviet government's straightforward diplomatic moves and to activities under the auspices of Comintern and the Soviet trade unions which rallied support without regard to frontiers or international protocol. The book concerns the Soviet effort during the 1920s to make contact with - and if possible revolutionize - the European labour movement, by first establishing a special relationship with the British Trades Union Congress. The ultimate failure of that effort, after the collapse of the general strike in 1926, inspired Trotsky to try one last time to oust Stalin, a confrontation that led to utter collapse of the Trotskyite opposition in 1927-28. The author suggests the failure of this particular 'united front' effort was a major factor in the sectarianism and isolationism of the Communist movement from 1928 to 1934, and thus had a significant affect on the rise of the Nazi party in Germany.

The emergence of the military agency of the Soviet state is a crucial but neglected aspect of inter-war Soviet history, and in this pioneering study Francesco Benvenuti provides a detailed analysis of the politics (as opposed to the operational activities) of the Red Army during the Civil War. Several historians have suggested that the roots of Stalinism may be found in the Bolshevik experience during the Civil War, and Benvenuti shows that the military opposition inside the party was much stronger than conventionally supposed: Trotsky's subsequent political weakness owed much to his ruthless pursuit of military goals not always in direct harmony with party interests, as did his technocratic attempts to extend the role of specialist advisers at the expense of party officials.

This book is about social change in the Soviet Union. It explores the way in which the social, economic and political transformations encompassed by modernization affect values and behaviours. Its analytical focus is the family and the system of norms and values governing sex roles and familial relations. The study is part of a larger effort to unravel the complex linkages between modernization, value change, demographic change and public policy. It has two related objectives. First, it explores the relationship between value change and fertility, using statistical material from the Soviet census, birth registry, and social surveys, to test specific hypotheses relating to the modernization/value change relationship. Second, it examines the impact of public policies, both intended and unintended, on family values and fertility trends. A model of Soviet fertility dynamics, based on the empirical findings of the study, is also presented.
