In the period since the Second World War there has been both a massive influx of women into the Canadian job market and substantive changes to the welfare state as early expansion gave way, by the 1970s, to a prolonged period of retrenchment and restructuring. Through a detailed historical account of the Unemployment Insurance (UI) program from 1945 to 1997, Ann Porter demonstrates how gender was central both to the construction of the post-war welfare state, as well as to its subsequent crisis and restructuring. Drawing on a wide range of sources (including archival material, UI administrative tribunal decisions, and documents from the government, labour and women's groups) she examines the implications of restructuring for women's equality, as well as how women's groups, labour and the state interacted in efforts to shape the policy agenda.Porter argues that, while the post-war welfare state model was based on a family with a single male breadwinner, the new model is one that assumes multiple family earners and encourages employability for both men and women. The result has been greater formal equality for women, but at the same time the restructuring and reduction of benefits have undermined these gains and made women's lives increasingly difficult. Using concepts from political economy, feminism, and public policy, this study will be of interest across a range of disciplines.

Since the start of the twenty-first century, Canadian provinces have increasingly begun turning to the private sector to finance and construct large-scale infrastructure projects. From a critical public policy perspective, the danger of these public-private partnerships (P3s) is that they are more than just new ways to deliver public infrastructure. They are neoliberal projects that privatize and corporatize the basis of public services.Analyzing four Canadian P3 hospital projects, Heather Whiteside argues that P3s not only fail to fulfill the promises made by their proponents but also compromise public control of health policy, outcomes, and future plans. Yet, despite these disadvantages, the use of P3s is being normalized and expanded in BC and Ontario through capital planning frameworks and special government agencies that support and encourage P3 projects. Based on extensive interviews with academic experts, union representatives, provincial government decision-makers, and private sector partners, Purchase for Profit will be important for those studying public policy in any of the areas in which P3s are now being adopted.

The Canadian model of diversity management is considered a success in the international community, yet the methods by which these policies are adopted by local governments have seldom been studied. Municipalities and Multiculturalism explores the role of the municipality in integrating immigrants and managing the ethno-cultural relations of the city.Throughout the study, Kristin R. Good uses original interviews with close to 100 local leaders of eight municipalities in Toronto and Vancouver, two of Canada's most diverse urban and suburban areas. Grounded by Canada's official multiculturalism policies, she develops a typology of responsiveness to immigrants and ethno-cultural minorities and offers an explanation for policy variations among municipalities.Municipalities and Multiculturalism is an important examination of the differing diversity management methods in Canadian cities, and ultimately contributes to debates concerning the roles that municipal governments should play within Canada's political system.
