The Social, Health, and Economic Consequences of Pastoral Sedentarization in Marsabit District, Northern Kenya ERICABELLA ROTH AND ELLIOT FRATKIN 1. INTRODUCTION Formerly nomadic livestock-keeping pastoralists have settled in many regions of the world in the past century. Some groups, including those in the former Soviet Union, Iran, and Israel, have settled in response to state-enforced measures; others including Saami in Norway or Bedouins in Saudi Arabia, in response to changing economic opportunities. East Africa, home to many cattle- and camel-keeping pastoral societies, has been among the most recent to change. The shift to sedentism by East African pastoralists increased d- matically in the late 20th century as a result of sharp economic, political, demographic, and environmental changes. Prolonged drought, population growth, increased reliance on ag- culture, and political insecurities including civil war and ethnic conflict have all affected the ability of pastoralists to keep their herds. Still, the majority of pastoralist households in Kenya, Ethiopia, Somalia, and Tanzania remain committed to raising livestock, even as they adapt to farming or urban residence. Pastoral production remains a major economic focus in the savannas and scrub deserts of Africa, due to both its ecological adaptability and the economic incentive to market livestock and their products (Fratkin, 2001). Pastoralists settle for a variety of reasons, some in response to ‘pushes’away from the pastoral economy, others to the ‘pulls’of urban or agricultural life.

A research focus on hazards, risk perception and risk minimizing strategies is relatively new in the social and environmental sciences. This volume by a prominent scholar of East African societies is a powerful example of this growing interest. Earlier theory and research tended to describe social and economic systems in some form of equilibrium. However recent thinking in human ecology, evolutionary biology, not to mention in economic and political theory has come to assign to "risk" a prominent role in predictive modeling of behavior. It turns out that risk minimalization is central to the understanding of individual strategies and numerous social institutions. It is not simply a peripheral and transient moment in a group’s history. Anthropologists interested in forager societies have emphasized risk management strategies as a major force shaping hunting and gathering routines and structuring institutions of food sharing and territorial behavior. This book builds on some of these developments but through the analysis of quite complex pastoral and farming peoples and in populations with substantial known histories. The method of analysis depends heavily on the controlled comparisons of different populations sharing some cultural characteristics but differing in exposure to certain risks or hazards.The central questions guiding this approach are: 1) How are hazards generated through environmental variation and degradation, through increasing internal stratification, violent conflicts and marginalization? 2) How do these hazards result in damages to single households or to individual actors and how do these costs vary within one society? 3) How are hazards perceived by the people affected? 4) How do actors of different wealth, social status, age and gender try to minimize risks by delimiting the effect of damages during an on-going crisis and what kind of institutionalized measures do they design to insure themselves against hazards, preventing theiroccurrence or limiting their effects? 5) How is risk minimization affected by cultural innovation and how can the importance of the quest for enhanced security as a driving force of cultural evolution be estimated?

Subsistence intensification, innovation and change have long figured prominently in explanations for the development of social complexity among foragers and horticulturalists, and the rise of chiefly societies and archaic states, yet there is considerable debate over the actual mechanisms that promote these processes. Traditional approaches to the "intensification question" emphasize population pressure, climate change, bureaucratic management, or even land degradation as prerequisites for the onset of new or changing strategies, or the construction and maintenance of agricultural landscapes. Most often these factors are modeled as external forces outside the realm of human decision-making, but recent archaeological research presents an alternative to this suggesting that subsistence intensification is the result of human driven strategies for power, prestige and status stemming from internal conditions within a group. When responding to environmental adversity, human groups were less frequently the victims, as they have been repeatedly portrayed. Instead human groups were often vigorous actors, responding with resilience, ingenuity, and planning, to flourish or survive within dynamic and sometimes unpredictable social and natural milieux.

Landscape studies provide a crucial perspective into the interaction between humans and their environment, shedding insight on social, cultural, and economic topics. The research explores both the way that natural processes have affected the development of culture and society, as well as the ways that natural landscapes themselves are the product of historical and cultural processes.Most previous studies of the landscape selectively focused on either the natural sciences or the social sciences, but the research presented in African Landscapes bridges that gap. This work is unique in its interdisciplinary scope. Over the past twelve years, the contributors to this volume have participated in the collaborative research center ACACIA (Arid Climate Adaptation and Cultural Innovation in Africa), which deals with the relationship between cultural processes and ecological dynamics in Africa’s arid areas.The case studies presented here come from mainly Sahara/Sahel and southwestern Africa, and are all linked to broader discussions on the concept of landscape, and themes of cultural, anthropological, geographical, botanical, sociological, and archaeological interest. The contributions in this work are enhanced by full color photographs that put the discussion in context visually.

The area of eastern Africa, which includes Tanzania and Kenya, is known for its savannas, wildlife and tribal peoples. Alongside these iconic images lie concerns about environmental degradation, declining wildlife populations, and about worsening poverty of pastoral peoples. East Africa presents in microcosm the paradox so widely seen across sub Saharan Africa, where the world’s poorest and most vulnerable populations live alongside some of the world’s most outstanding biodiversity resources. Over the last decade or so, community conservation has emerged as a way out of poverty and environmental problems for these rural populations, focusing on the sustainable use of wildlife to generate income that could underpin equally sustainable development. Given the enduring interest in East African wildlife, and the very large tourist income it generates, these communities and ecosystems seem a natural case for green development based on community conservation.This volume is focused on the livelihoods of the Maasai in two different countries - Kenya and Tanzania. This cross-border comparative analysis looks at what people do, why they choose to do it, with what success and with what implications for wildlife. The comparative approach makes it possible to unpack the interaction of conservation and development, to identify the main drivers of livelihoods change and the main outcomes of wildlife conservation or other land use policies, while controlling for confounding factors in these semi-arid and perennially variable systems. This book sets the questions of energy and the environment in the North in the global context and further addresses  historical developments, views on energy taxation and tariffs, and effects of EU energy policy. Climate change appears more frequently than ever on the top of global and national policy agendas. In the current situation traditional environmental concern and environmental policy may not suffice in the face of the global challenge as manifested by climate change and the depletion of fossil energy resources. But as new data comes to light, new energy policies and changes in economic structures are crucial for putting into action global climate policy. Crucial tasks in environmental policy are the sustainable utilisation of natural resources and the conservation of natural and human-made habitats. One of the areas of the world where this comes into play the most is in the Nordic countries.  Northern societies are predominantly high tech, high consumption and high energy supply societies. And with the transition from older energy sources (wood for heating and stream water for power production) to newer ones (oil and nuclear energy) discussions on the environmental impact have led to public and corporate action. The Northern countries have been at the forefront in finding sustainable alternatives to solve conflicts arising from the rise in energy needs. However, these countries have taken different pathways with different policies in attempting to achieve this. As the needs and concerns from climate change arise, a Northern dimension, involving policies that contrast to  European and global trends, emerges. Up until now, mountain ecosystems have not been closely studies by social scientists as they do not offer a readily defined set of problems for human exploitation as, do for instance, tropical forests or arctic habitats. But the archaeological evidence had shown that humans have been living in this type of habitat for thousands of year.  From this evidence we can also see that mountainous regions are often frontier zones of competing polities and form refuge areas for dissident communities as they often are inherently difficult to control by centralized authorities. This book offers a novel examination of socio-environmental change in a nomadic pastoralist area of the eastern Tibetan plateau. Drawing on long-term fieldwork that underscores an ethnography of local nomadic pastoralists, international development organisations, and Chinese government policies, the book argues that careful analysis and comparison of the different epistemologies and norms about "change" are vital to any critical appraisal of developments - often contested - on the grasslands of Eastern Tibet.Tibetan nomads have developed a way of life that is dependent in multiple ways on their animals and shaped by the phenomenological experience of mobility. These pastoralists have adapted to many changes in their social, political and environmental contexts over time. From the earliest historically recorded systems of segmentary lineage to the incorporation first into local fiefdoms and then into the Chinese state (of both Nationalist and Communist governments), Tibetan pastoralists have maintained their way of life, complemented by interactions with "the outside world".Rapid changes brought about by an intensification of interactions with the outside world call into question the sustained viability of a nomadic way of life, particularly as pastoralists themselves sell their herds and settle into towns. This book probes how we can more clearly understand these changes by looking specifically at one particular area of high-altitude grasslands in the Tibetan Plateau.

Communal-level resource management successes and failures comprise complex interactions that involve local, regional, and (increasingly) global scale political, economic, and environmental changes, shown to have recurring patterns and trajectories. The human past provides examples of long-term millennial and century-scale successes followed by undesired transitions (“collapse”), and rapid failure of collaborative management cooperation on the decadal scale. Management of scarce resources and common properties presents a critical challenge for planners attempting to avoid the "tragedy of the commons" in this century. Here, anthropologists, human ecologists, archaeologists, and environmental scientists discuss strategies for social well-being in the context of diminishing resources and increasing competition.The contributors in this volume revisit “tragedy of the commons” (also referred to as “drama” or “comedy” of the commons) and examine new data and theories to mitigatepressures and devise models for sustainable communal welfare and development. They present twelve archaeological, historic, and ethnographic cases of user-managed resources to demonstrate that very basic community-level participatory governance can be a successful strategy to manage short-term risk and benefits. The book connects past-present-future by presenting geographically and chronologically spaced out examples of communal-level governance strategies, and overviews of the current cutting-edge research. The lesson we learn from studying past responses to various ecological stresses is that we must not wait for a disaster to happen to react, but must react to mitigate conditions for emerging disasters.

It, first, makes the case for cultural and cultural structured systems being considered as true entities bounded in time and space, and not ephemera in a constant state of becoming another system. Second, it examines how these entities interact to produce evolutionary culture change. It then argues that the intent of purposive behaviors is reliably knowable in the aggregate, at least when dealing with expressions of behavioral tendencies in the animal kingdom, humans included. Finally, the book references well documented behavioral tendencies for examples of proximate causation in the evolution of settled village societies and, following that, socially complex societies. Through these efforts, the book synthesizes the various approaches to the evolution of culture and provides a completeand comprehensive picture of the process. It provides a corrective to the tendency to view cultural systems as entirely open ended and as capable of changing in any direction; and also to treating cultural evolution as solely a result of selective forces, that is, in terms of only ultimate causation. The advent of social complexity has been a longstanding debate among social scientists. Existing theories and approaches involving the origins of social complexity include environmental circumscription, population growth, technology transfers, prestige-based and interpersonal-group competition, organized conflict, perennial wartime leadership, wealth finance, opportunistic leadership, climatological change, transport and trade monopolies, resource circumscription, surplus and redistribution, ideological imperialism, and the consideration of individual agency.However, recent approaches such as the inclusion of bioarchaeological perspectives, prospection methods, systematically-investigated archaeological sites along with emerging technologies are necessarily transforming our understanding of socio-cultural evolutionary processes. In short, many pre-existing ways of explaining the origins and development of social complexity are being reassessed. Ultimately, the contributors to this edited volume challenge the status quo regarding how and why social complexity arose by providing revolutionary new understandings of social inequality and socio-political evolution.

The objective of this edited volume is to bring together a diverse set of analyses to document how small-scale societies responded to paleoenvironmental change based on the evidence of their lithic technologies. The contributions bring together an international forum for interpreting changes in technological organization - embracing a wide range of time periods, geographic regions and methodological approaches.​ ​As technology brings more refined information on ancient climates, the research on spatial and temporal variability of paleoenvironmental changes. In turn, this has also broadened considerations of the many ways that prehistoric hunter-gatherers may have responded to fluctuations in resource bases.   From an archaeological perspective, stone tools and their associated debitage provide clues to understanding these past choices and decisions, and help to further the investigation into how variable human responses may have been.   Despite significant advances in the theory and methodology of lithic technological analysis, there have been few attempts to link these developments to paleoenvironmental research on a global scale.

This book offers a novel examination of socio-environmental change in a nomadic pastoralist area of the eastern Tibetan plateau. Drawing on long-term fieldwork that underscores an ethnography of local nomadic pastoralists, international development organisations, and Chinese government policies, the book argues that careful analysis and comparison of the different epistemologies and norms about "change" are vital to any critical appraisal of developments - often contested - on the grasslands of Eastern Tibet.Tibetan nomads have developed a way of life that is dependent in multiple ways on their animals and shaped by the phenomenological experience of mobility. These pastoralists have adapted to many changes in their social, political and environmental contexts over time. From the earliest historically recorded systems of segmentary lineage to the incorporation first into local fiefdoms and then into the Chinese state (of both Nationalist and Communist governments), Tibetan pastoralists have maintained their way of life, complemented by interactions with "the outside world".Rapid changes brought about by an intensification of interactions with the outside world call into question the sustained viability of a nomadic way of life, particularly as pastoralists themselves sell their herds and settle into towns. This book probes how we can more clearly understand these changes by looking specifically at one particular area of high-altitude grasslands in the Tibetan Plateau.

The advent of social complexity has been a longstanding debate among social scientists. Existing theories and approaches involving the origins of social complexity include environmental circumscription, population growth, technology transfers, prestige-based and interpersonal-group competition, organized conflict, perennial wartime leadership, wealth finance, opportunistic leadership, climatological change, transport and trade monopolies, resource circumscription, surplus and redistribution, ideological imperialism, and the consideration of individual agency.However, recent approaches such as the inclusion of bioarchaeological perspectives, prospection methods, systematically-investigated archaeological sites along with emerging technologies are necessarily transforming our understanding of socio-cultural evolutionary processes. In short, many pre-existing ways of explaining the origins and development of social complexity are being reassessed. Ultimately, the contributors to this edited volume challenge the status quo regarding how and why social complexity arose by providing revolutionary new understandings of social inequality and socio-political evolution.
