This book combines theoretical and practical knowledge about key actors and driving forces that help to initiate and advance open data governance. Using Finland and Sweden as case studies, it sheds light on the roles of key actors in the open data movement, enabling researchers to understand the key operational elements of data-driven governance. Examining the most salient manifestations of related networking activities, the motivations of stakeholders, and the political and socioeconomic readiness of the public, private and civic sectors to advance such policies, it will appeal to e-government experts, policymakers and political scientists, as well as academics and students of public administration, public policy, and open data governance.

This book examines how artificial intelligence systems and their applications in security and defence are entangled with governance and policy processes in the EU. Combining concepts and insights from (critical) security studies and science and technology studies, it argues that behind the various AI-related policy initiatives in the EU are particular narratives on security and defence based on European fears of technological innovation and strategic gaps. In this respect, the book casts light on how such beliefs have become increasingly instrumentalized in the European governance dynamics, and subsequently embedded in successive policy initiatives and security and defence research programmes. It challenges conventional understandings of AI technologies as mere security and defence-enabling instruments, by providing a conceptually driven analysis of how certain visions of AI help govern and control one of the most dynamic emergent socio-technical fields. The book will appeal to all those interested in artificial intelligence, security studies, technology and European governance.

This book examines the ways in which government-owned technologies (GovTechs) and technologies owned by civil society organisations (CivicTechs) can be integrated into policy processes to enhance interactions between citizens and governments, and ensure effective, efficient, and accountable public service delivery. It takes stock of current technological innovations, and assesses the ways in which they can be aligned with GovTechs and CivicTechs to improve African governments' capacities in public policy and governance processes. The first part of the book traces the emergence of digital technologies in public administration, and assesses their benefits and challenges, especially in the Global South. The following chapters present case studies from across Africa and various policy sectors to show how GovTechs and CivicTechs operate. They demonstrate how digital platforms can be used to protect data, enhance democracy, improve food systems, and reduce corruption. The book will appeal to all those interested in public policy, public administration, emerging technologies, and African politics.

This book examines the relationship between artificial intelligence and public policy in Africa. Bringing together academics and experts from multiple governance sectors, it assesses the ways in which AI is being utilised to achieve policy goals, the challenges and opportunities it presents, and how it is being governed. The book adopts a multidisciplinary approach, drawing on insights from political science, law, economics, data science, linguistics and engineering, to explore how national AI strategies are being adapted in different governance sectors across the continent. These include areas such as public safety, economic growth, electoral administration and public accountability. Attention is also given to feminist approaches to AI, and the likelihood of realising responsible AI for future public policy and governance in Africa. Practical policy recommendations are also highlighted, making this an important book for both practitioners and academics interested in African governance, public policy and AI.

This book investigates the internal dynamics and mechanisms that shaped one of the European Union’s most ambitious and far-reaching pieces of digital legislation: the Data Act. While the importance of data to the economy and society has been widely acknowledged, the policy processes behind data legislation remain underexplored. This study closes this gap by applying the Multiple Streams Approach to understand how the Data Act progressed from a largely absent issue to a legislative priority, and how it was rapidly adopted despite its complexity and scope.

This book provides a comprehensive analysis of cybersecurity governance and policymaking in the European Union. It considers how cybersecurity policy is implemented by policymakers and public administrators at EU and member-state level, the strengths and weaknesses of EU cybersecurity policy, and how the EU's approach to cybersecurity is distinct from other global actors. In doing so, the book not only advances our understanding of the EU’s cybersecurity governance but also provides a framework for evaluating its relevance and adaptability in a rapidly changing global landscape. It will appeal to scholars and students of public policy, cybersecurity, and EU governance, as well as practitioners.
