This book examines how artificial intelligence systems and their applications in security and defence are entangled with governance and policy processes in the EU. Combining concepts and insights from (critical) security studies and science and technology studies, it argues that behind the various AI-related policy initiatives in the EU are particular narratives on security and defence based on European fears of technological innovation and strategic gaps. In this respect, the book casts light on how such beliefs have become increasingly instrumentalized in the European governance dynamics, and subsequently embedded in successive policy initiatives and security and defence research programmes. It challenges conventional understandings of AI technologies as mere security and defence-enabling instruments, by providing a conceptually driven analysis of how certain visions of AI help govern and control one of the most dynamic emergent socio-technical fields. This book examines the relationship between artificial intelligence and public policy in Africa. Bringing together academics and experts from multiple governance sectors, it assesses the ways in which AI is being utilised to achieve policy goals, the challenges and opportunities it presents, and how it is being governed. The book adopts a multidisciplinary approach, drawing on insights from political science, law, economics, data science, linguistics and engineering, to explore how national AI strategies are being adapted in different governance sectors across the continent. These include areas such as public safety, economic growth, electoral administration and public accountability. This book examines the relationship between artificial intelligence and power in government. The growth of AI has drastically altered the political landscape, and the shifting power relationships between actors involved in deploying AI have the potential to radically impact the ways in which this technology is understood, adopted and implemented in government.  Drawing together scholars from public policy, public management, information technology and law, this volume throws light on the implications that AI poses for existing power relationships between actors involved in the deployment and use of AI in government, and for existing power relationships between the state and citizens. It addresses these issues through three disciplinary perspectives – legal and regulatory studies, public policy and governance, and public management and innovation – in order to fully assess the interplay between AI and power in different governmental settings across the world. Chapters examine a range of themes pertinent to AI and governance, including the exercise of power, liability issues, ethical policymaking, surveillance, and the use of AI tools in public organizations. This book investigates the internal dynamics and mechanisms that shaped one of the European Union’s most ambitious and far-reaching pieces of digital legislation: the Data Act. While the importance of data to the economy and society has been widely acknowledged, the policy processes behind data legislation remain underexplored. This study closes this gap by applying the Multiple Streams Approach to understand how the Data Act progressed from a largely absent issue to a legislative priority, and how it was rapidly adopted despite its complexity and scope.
