Explores national identity in twentieth-century France.Winner of the 1999 Laurence Wylie Prize in French Cultural Studies presented by the Association for French Cultural Studies The 1937 Paris World's Fair presented a traditionalist image of France as a rural, provincial country, faithful to its folk traditions and to its Old World heritage. France's attachment, well into the twentieth century, to its traditionalist roots has often been interpreted by scholars as a reactionary impulse, a desire to resist modernization or a wish to return to the past. However, in this book Peer argues that this enduring attachment in Third Republic France to peasants, provincials, and folklore was not inherently reactionary or anti-modernist. Instead, these aspects of France's "traditional" heritage were refashioned in new ways to allow France to modernize while still retaining its distinctive identity.

For most of this century, Trieste, a port city on the northeastern Adriatic, has been at the center of key European cultural and political questions. Scholars have commonly attributed Trieste's turbulent past to the intrinsic differences between local Italian and Slav populations. Ways of knowing Trieste and Triestines, and the ways in which that population could know itself, have been couched in narratives that reiterate the antithetical differences between Slav Eastern/Balkan Europeans and Italian Western Europeans, and constitute the East as the West's lesser "other."This book surveys the history of connections between conceptions of difference, identity, and sovereignty during the Hapsburg empire, liberal and Fascist Italy, the First and Second World Wars, the Cold War, and the post-Cold War period. It details the historical meaning and value accrued by those narratives of difference over the century, and their impact on concepts of sovereignty in the realms of national and international politics.

Examines the origins of Russian nationalism and its relationship to the West.Susanna Rabow-Edling examines the first theory of the Russian nation, formulated by the Slavophiles in the second quarter of the nineteenth century, and its relationship to the West. Using cultural nationalism as a tool for understanding Slavophile thinking, she argues that a Russian national identity was not shaped in opposition to Europe in order to separate Russia from the West. Rather, it originated as an attempt to counter the feeling of cultural backwardness among Russian intellectuals by making it possible for Russian culture to assume a leading role in the universal progress of humanity. This reinterpretation of Slavophile ideas about the Russian nation offers a more complex image of the role of Europe and the West in shaping a Russian national identity.

An interdisciplinary study of nationalism drawing on the events of the French Revolution.The Paradoxes of Nationalism explores a critical stage in the development of the principle of national self-determination: the years of the French Revolution, during which the idea of the nation was fused with that of self-government. While scholars and historians routinely cite the French Revolution as the origin of nationalism, they often fail to examine the implications of this connection. Chimène I. Keitner corrects this omission by drawing on history and political theory to deepen our understanding of the historical and normative underpinnings of national self-determination as a basis for international political order. Based on this analysis, Keitner constructs a framework for evaluating nation-based claims in contemporary world politics and identifies persistent theoretical and practical tensions that must be taken into account in contemplating proposals for "civic nationalism" and alternative, nonnational models.

Each perspective explores a modern democratic site-courts, classrooms, legislatures, the media, academic professions, and bureaucratic routines. Together, they expose a contradiction-that official constructions of identity treat "differences" as both natural characteristics of individuals and the collective basis of interest groups. This contradiction hampers liberal states' efforts to acknowledge and accommodate the cultural diversity of citizens. They also show that official categories do not monopolize the available terms of understanding and identification, given the richness and flexibility of people's self-identifications outside official spheres. This recognition implies an ethnographic project at the heart of democratic change.The book develops two national case studies, the United States and Spain. Both countries have been invoked as models of multiculturalism, but their constitutional discourse and politics take very different approaches to issues of identity. Similarly, ethnographic disciplines have been involved in the officialization of difference in both countries, in different ways. Taken together, these differences and their common roots in the twinned histories of modern liberal democracy and the social sciences, provide ethnographic, reflexive, and comparative themes as well as broader theoretical and practical implications.

These institutions can affect deeply held attitudes by promoting overlapping identities and pooling sovereignty. Overlapping identities reduce tension by creating an atmosphere where different ethnic groups lose their strict definitions of Self and Other. Pooling sovereignty across a number of international (and national) representative bodies leads to increased access to governmental policymaking for all parties involved, with each nationalist/ethnic group having a stake in government. Increased access, moreover, reduces threat perceptions and ethnic security dilemmas, and increases trust-all of which play an important role in overcoming such conflicts.

Robert Stuart analyzes the origins of this implosion, revealing a shattering collision between Marxist socialism and national identity in France at the close of the nineteenth century. During the time of the Boulanger crisis and the Dreyfus affair, nationalist mobs roamed the streets chanting "France for the French!" while socialist militants marshaled proletarians for world revolution. This is the first study to focus on those militants as they struggled to reconcile Marxism's two national agendas: the cosmopolitan conviction that "workingmen have no country," on the one hand, and the patriotic assumption that the working class alone represents national authenticity, on the other.
