ROBERTO E. VILLARREAL is Professor and Chairman of the Department of Political Science at the University of Texas (El Paso). He is author of Chicano Elites and Nonelites and co-editor (with Norma G. Hernandez) of Latino Empowerment: Progress, Problems, and Prospects (Greenwood, 1988). He has also written articles for leading scholarly journals in English and Spanish.NORMA G. HERNANDEZ is Professor of Mathematics Education in the Department of Elementary and Secondary Studies, University of Texas (El Paso). Besides co-editing Latino Empowerment with Roberto E. Villarreal, Dr. Hernandez has also contributed chapters to books on minority education and articles to scholarly journals--including School Science and Mathematics, Arithmetic Teacher, and the IDRA (Intercultural Development Research Association) Newsletter.
