This book seeks to fill that gap by mapping out the changes in personnel management occurring throughout Europe and, in particular, evaluating the changes that have been driven by the move to greater flexibility and market responsiveness in public personnel policies including an examination of the US for comparative purposes.
DAVID FARNHAM is Professor of Employment Relations at the University of Portsmouth. He is the author of Employee Relations(1993),Personnel Management in Context(1990), co-author of Understanding Industrial Relations(1995), and co-editor, with Sylvia Horton, of Managing People in the Public Services(1996). - SYLVIA HORTON is Principal Lecturer in Public Sector Studies at the University of Portsmouth. She is co-editor, with David Farnham, of Managing the New Public Services(1993), and has published in the areas of budgeting in local government, human resources management in the public sector and promotion in the police service.
