Asone can look at this complex topic from many different angles, wewould like to divide our work into three parts in order to make it asstructured and as understandable as possible. The first part consists of guidelines, regulations and restrictions bythe European Union, discussing the different interest of theEuropean Union and the individual Member States concerningmedia issues. In the second part we introduce two former European TV projects,which failed because of several problems, such as culturaldifferences. Finally we focus on ARTE, the Franco-German corporation, whichis an example of cross-cultural communication within Europe bycreating a European cultural channel. We give a short overviewand discuss the difficulties, which can rise because of interculturaldifferences. Throughout the paper we try to get to an answer whetherEuropean TV is an Opportunity or an Illusion?

Moreover, we will focus on the French and German advertising market. At last, we would compare, the different ways of Advertising in France and Germanyof the product Danone Actimel. I.1. What is Advertising?There are different views: for some economists, it is a waste of money, for others, it isreally important for the market economy. Advertising is useful when the potential market is important. Besides,ARTE, as a European Cultural Channel, does not only focus on crossculturalcommunication and management within France and Germany,but also within the whole of Europe. But choosing ARTE made us deal with quite a few challenges, asARTE is an organisation consisting of complexity and sophisticatedstructures. Therefore we divided our work in four parts in order to makeit as understandable as possible: First, we will introduce theorganisation by giving a comprehensive overview, particularly focusingon the history and the different steps of development. After the secondpart, the theoretical frame, we will use the third detailed part to analysethe organisation ARTE using the knowledge of the given theory. Thefourth part will deal with several problems ARTE has to face with andpossible advices connected with the conclusion.

Master's Thesis from the year 2006 in the subject Politics - Region: Eastern Europe, grade: 1,5 , European University Viadrina Frankfurt (Oder), language: English, abstract: Im Zuge des Beitrittsprozesses zur EU entwickelte Polen sein Konzept der Eastern Dimension'. Der ehemalige polnische Auenminister Bronislaw Geremek erklarte bei der Eroffnung der Beitrittsverhandlungen im Jahre 1998 zum ersten Mal den Wunsch einer gemeinsamen europaischen Ostpolitik. Bisher wurde dieser Vorschlag Polens nicht (bzw. nur in Bruchstucken) umgesetzt, alle polnischen Regierungen bis heute benennen die Implementierung einer Eastern Dimension' als Ziel der eigenen Auenpolitik. Auch die EU erkannte die Notwendigkeit, eine gemeinsame Politik fur die neuen Nachbarn zu entwickeln. Der Rat der Europaischen Union beratschlagte im April 2002 zum ersten Mal uber Wider Europe und die Beziehungen der erweiterten EU zu den ostlichen Nachbarn. In den folgenden Ratssitzungen wurde das Thema vertieft, allerdings wurde spatestens beim Europaischen Rat in Kopenhagen im Dezember 2002 klar, dass eine gemeinsame Europaische Nachbarschaftspolitk (ENP) fur alle Nachbarlander der EU entwickelt werden sollte, die neue Politik sollte neben den osteuropaischen Staaten also auch die Lander des Mittelmeerraumes und zusatzlich die Kaukasus-Staaten umfassen. In meiner Master-Arbeit mit dem Titel Poland s role in the development of an Eastern Dimension of the European Union bin ich der Frage nachgegangen, wieso der polnische Vorschlag nicht umgesetzt wurde. Welche Interessensunterschiede oder Umstande fuhrten dazu, dass keine neue Regionalpolitik fur die ostlichen Anrainerstaaten definiert wurde? Durch einen Vergleich der zentralen Dokumente der Eastern Dimension und der ENP konnte ich die wesentlichen Unterschiede dieser beiden Politiken analysieren. Wichtig war naturlich auch der derzeitige Stand der Beziehungen zwischen der EU und den ostlichen Nachbarn. Die Teilnahme der Ukraine und Belarus in der ENP ist vorgesehen, bisher ist allerdings erst die Ukraine in die Gemeinschaftspolitik integriert. Die Teilnahme von Belarus in der ENP kann erst erfolgen, wenn demokratische Reformen durchgefuhrt werden. Die bilateralen Beziehungen zwischen Russland und der EU stellen sich als schwierig dar, Russland lehnt es ab im Rahmen der ENP mit der EU zu kooperieren.

Our country has always taken its place among the world community concerning political challenges and tasks. It has supported the fight against terrorism since its beginning and will not give up securing a safe and just environment. The Islamic Republic of Iran is one country in the world threatening freedom and democracy and therefore Denmark, together with its allies, has to find a peaceful solution to this problem. In the past couple of months Denmark has experienced a never-experienced wave of violence following the publishing of comics with an Islamic topic in a Danish newspaper. The publisher of these comics has clearly not thought about the consequences its actions would have. The concerned Danish newspaper has offered its apology to all Muslims for the offence caused by the drawings. Denmark is a very tolerant country which enables its citizens to live according to their cultures and believes. We tolerate the feelings and ways of living of all inhabitants of our country. In Denmark there is a genuine respect for the religious feelings of other people. However, there are certain values that we are willing to defend against people that threaten them such as democracy, freedom and safety for our and other innocent citizens.

Seminar paper from the year 2005 in the subject Politics - Topic: Peace and Conflict, Security, grade: 1,3, University of Poznan, course: International Judicial System, language: English, abstract: "e;The International Court of Justice established by the Charter of the United Nations [is] the principal judicial organ of the Unirted Nations"e;is laid down in article 1 of the Statute of the International Court of Justice (ICJ). The ICJ consists of 15 international judges of high moral character who are elected by the General Assembly (GA) and the Security Council of the United Nations (UNSC). It is not permitted to have two judges of the same nationality in the Court. Judges are elected for nine years, re-election for another period is possible. Every three years elections will be held in which five judges are chosen. If the bench of judges does not include one with the nationality of a state of the dispute, this state can appoint a person to sit ad hoc for this case. The seat of the ICJ is at the Peace Palace in The Hague, Netherlands, nevertheless it is possible to exercise its functions elsewhere. The ICJ has two main functions: it has to settle legal disputes submitted to the Court in accordance with international law and secondly it has to give advisory opinions on legal questions (ICJ 2005a). Only states can be parties in front of the ICJ. It is open to all states that have ratified the Statute, conditions for other states can be made by the UNSC. Article 36 of the Statute of the ICJ makes clear that the jurisdiction of the Court comprises all cases which the parties refer to it and all matters specially provided for in the Charter of the United Nations .All Members of the UN are as well parties to the ICJ, as laid down in Article 93 of the Charter of the United Nations (UN). A dispute could be brought to the attention of the ICJ by any member of the UN (Charter of the UN: Article 35.1) or a party to the dispute (Charter of the UN: Article 35.2). The UNSC is like the ICJ a principal body of the UN. These two bodies often have to act in correlation, a complete separation of powers does not exist. Their functions are complementary (cp. Skubiszewski 1996). States have the opportunity to accept the jurisdiction of the ICJ generally in respect of all occurring disputes or only particular ones. A general acceptance of the ICJ needs a declaration from a state which is party to the present Statute (Statute of the ICJ: Article 36.2).
