Sweden's Grand Strategy
Predicaments of a Small Liberal State in a Hostile World

This is an open access title available under the terms of a CC BY-NC-ND 4.0 International licence. It is free to read on the Oxford Academic platform and offered as a free PDF download from OUP and selected open access locations.Using the example of Sweden, the authors reassess the grand strategies of small states in international politics from the end of World War II until its new membership in NATO in 2024. Utilizing role theory, they identify a small state's grand strategy through specific national foreign policy roles which at certain times coalesce into master roles. Four foreign policy action strategies, building on domestic agency and the influence of systemic structures, depict this domestic process of role adaptation. Sweden's foreign policy roles were shaped according to the degree of autonomy and integration deemed necessary for security, economic development, and social cohesion as perceived by the domestic political elite. The ensuing empirical analysis identifies this set of evolving roles in an increasingly unstable international security environment. The authors thus explore how a small state can develop certain roles over time and how the dominant roles can coalesce into an overarching grand strategy. The Oxford Studies in Grand Strategy is a major new series of cutting-edge monographs that examine the grand strategies of states, and those intergovernmental organizations and nonstate actors who credibly aspire to sovereignty. Books concentrate on the contemporary aspects of grand strategy, while paying due respect to the historical antecedents of a nation's grand strategy and their relevance for a leadership's current choices. The series is pluralistic in terms of theory and method, and maintains a broad view of the ways, means, and ends that undergird a grand strategy. Analytical and explanatory in contribution, books in the series feature a rigorous analysis of the interaction between domestic factors and global forces and provide a clear understanding of how that interaction shapes a grand strategy's formulation, codification, and implementation.Series Editors: Thierry Balzacq (Sciences Po, Paris), Peter Dombrowski (US Naval War College), and Simon Reich (Rutgers University, Newark)

Yet the EU is not just adapting to the new volatile environment but is also actively shaping the world around it. Through its multidisciplinary approach and insightful analyses, The EU Charting its Course in a Geopolitical World is essential reading for scholars and policymakers interested in how the EU is navigating the geopolitical shift.”—Tapio Raunio, Professor of Political Science, Tampere University, FinlandThis open access and the ninth edition of Interdisciplinary European Studies, The EU Charting its Course in a Geopolitical World, explores whether the EU’s evolving policy framework and expanded powers are adequate to respond to an increasingly volatile international landscape. This open access delves into the EU’s responses across key domains—trade, strategic investments, military rearmament, public health, and corporate sustainability. This book is an innovative and highly original exercise in scenario building, the aim of which is to investigate the future of Europe. The scenarios investigated by the authors include 'triumphant markets', 'turbulent neighbourhoods', 'the hundred flowers', 'shared responsibilities' and 'creative societies'. These are five coherent and thought-provoking images of Europe in 2010. Rather than present a definitive picture of the future of Europe, the authors highlight the range of possible futures, and the factors and actors that are likely to shape them. Written in a narrative style, the scenarios are grounded in a rigorous analysis of the main trends affecting Europe's future, including demography, technology, globalisation and post-modernity.This book will appeal to European policymakers and all scholars and students of European studies, particularly those interested in Europe's future.

The welfare state in Europe has been reformed gradually over the past two decades, with the intensification of the economic and monetary union and the addition of fifteen new members to the EU. This book explores the pressures that have been placed on the welfare state through a variety of insightful and thought-provoking contributions. As the standard of living has increased, aspirations and financial constraints have required major rethinking. There is considerable disparity between European countries in how they approach the welfare system, with differing concern over aspects such as income, employment and the ability to participate in society. Choices over welfare lie at the heart of the democratic system; this book explores the tensions this has produced and the innovative responses in policy content and institutions. The Changing Welfare State in Europe has a wide appeal, which will have relevance to economists, scholars in public and social policy, public and private finance experts, policymakers and also academics with an interest in the impact of financial and economic development.Contributors: T. This cutting-edge book explores the practices and socialization of the everyday foreign policy making in the European Union (EU), focusing on the individuals who shape and implement the Common Foreign and Security Policy despite a growing dissension among member states. The authors provide theoretically informed analyses based on up-to-date empirical material from the Political and Security Committee, Council working groups, the European External Action Service, EU delegations, military and civilian missions and operations and EU member state embassies. They illustrate the ways in which European foreign policy is shaped through the daily work of diplomats, exploring the communities of practice that are formed in the process of policy-making in the EU. Combining socialization and practice approaches, the book offers an innovative take on the motivations behind integration at a time of European discord.Providing a unique inside account of diplomatic practices and the coordination of EU foreign policy, this insightful book is crucial reading for students of political science and international relations at all levels seeking to better understand the minutiae of formulating and coordinating EU foreign and security policy. Its empirical analyses will also benefit scholars and researchers interested in European integration and socialization in international organizations, as well as practitioners, such as diplomats and European civil servants.

This is the first book in the Interdisciplinary European Studies collection. This volume provides an interdisciplinary perspective on trust in the EU from the vantage point of political science, law and economics. It applies insights from a number of different dimensions – political institutions, legal convergence in criminal and civil law, social trust, digitalization, the diffusion of political values and norms, monetary convergence and the legitimacy of political systems – to approach the highly complex issue of trust in the EU in a clear-sighted, relevant and insightful manner. Written by renowned experts in the field, the style is accessible and reader-friendly, yet concise, knowledgeable and thought-provoking. The individual chapters combine up-to-date research findings with reflections on on-going political debates and offer useful, concrete ideas on what steps the EU could take to address the challenge of trust. The book provides the reader with invaluable insights into how trust, or rather the lack of trust, poses a challenge to the future of the social, economic and political developments in the EU. It is a must-read for policy-makers, students and interested members of the public who feel concerned by the future of Europe.

This book explores the complex and ever-changing relationship between the European Union and its member states. The recent surge in tension in this relationship has been prompted by the actions of some member state governments as they question fundamental EU values and principles and refuse to implement common decisions seemingly on the basis of narrowly defined national interests. Furthermore, Brexit forces the EU for the first time to face the prospect of a major member state preparing to leave the Union. Are these developments heralding the return of the nation-state, and if so, in what form? Is the national revival a lasting phenomenon that will affect the EU for a long time to come, or is it a transitory trend? This book takes an interdisciplinary approach to answer these questions. It brings together scholars from economics, law, and political science to provide insights into the multifaceted relations between the Union and its member states from different perspectives. Allchapters are based on up-to-date research findings, succinct assessments of the current state of affairs and ongoing debates about the direction of European integration. The book concludes by offering policy recommendations at European and national levels.

This book explores the multiple challenges that the global technology shift is posing to the EU. It raises the question of how European societies will mobilize the positive effects of the rapid technological advancement in digitalization, robotization, and artificial intelligence, while mitigating the negative consequences in terms of job losses, cybercrime, and social and political polarization. From the vantage point of experts from economics, law, and political science, this book provides insights into the role that the EU is and ought to be playing in regulating global platform companies, addressing taxation in the digital economy, mitigating job displacements on the labour market, and tackling ethical concerns of artificial intelligence and the prospect of digital democracy. All chapters are based on up-to-date research findings, succinct assessment of the current state of affairs and ongoing debates. They conclude with policy recommendations for policy makers on European and national levels.‘This volume has a solid foundation in the highly topical question of technological change. More importantly, the individual chapters are written by qualified scholars whose analytically advanced contributions are likely to interest a wide audience. I can strongly recommend this book for scholars and students in political science, law, and economics.’—Carl Fredrik Bergström, Professor of European Law, Uppsala University, Sweden‘When the Commission took office in 2019, it put forward its vision as to how Europe’s digital future could be ‘shaped’ in a way that makes the digital transition enrich people’s lives and make sure that European businesses fully benefit from the opportunities offered by digital technologies. Then COVID drastically accelerated the take up of digital solutions. As the digital transformation affects every single one of us it is important that we have the widest possible debateon its inherent risks and opportunities. This is why I warmly recommend this book. It brings together an inter-disciplinary set of scholars able to analyse the multifaceted implications of the technological shift. And I could not agree more with the book’s main takeaway, i.e. that we need to create an adaptive regulatory framework capable of harnessing the positive effects of technological changes while buttressing the negative impact on European society and citizens.’—Ambassador Kim Jørgensen, Head of Cabinet to Commissioner and Executive Vice-President Margrethe Vestager, European Commission

Against a backcloth of tumultuous events in Europe, the EU faces once again the fateful question of moving towards federal union or let flexible integration guide the Union. The sixth volume in Interdisciplinary European Studies explores the coexistence of deepening political integration and flexible patterns of integration in the EU. The book brings together scholars from economics, law, and political science to provide insights into issues with a bearing on the future of the EU: the crisis of rule of law and political values, the move towards a European defence union, the power of the new European public prosecutor’s office, the prospects of financial stability through the Recovery and Resilience facility, and the state of European parliamentary democracy. The chapters are based on up-to-date research findings and succinct assessments of the current state of affairs and ongoing debates. They conclude with policy recommendations for decision-makers on European and national levels.

This open access book examines the implications for the EU of a radically changed international context characterized by systemic rivalry, competition over norms and regulations, and growing strategic tension. Globalization that once tied national economies together and internationalized social phenomena, such as education, research and innovation, and tourism, has gone in reverse. An opposite trend is driving the world into distinct spheres of competing models of governance, regulation, technological development, and communication. Facing the most extensive rupture of economic and inter-state relations since the onset of the Cold War, the management of the EU’s internal and external borders is taking on a completely new meaning. The open access book brings together scholars from economics, law, and political science to provide up dated assessments and policy advice on the insecurity in the neighborhood and war in Ukraine, the EU’s role in the future European security architecture, weaponized energy dependence, and the global competition on norms.

"This book makes a timely and unique contribution to the field of European Union studies drawing on interdisciplinary insights from economics, law and political science to shed light on crucial questions relating to the depth and size of the EU in times of war, including enlargement, migration, citizenship, and new technologies. The broad scope of the book will be highly useful for scholars, practitioners, and students interested in how the EU grapples with these pressing challenges."- Niklas Bremberg, Associate Professor of Political Science, Stockholm University, SwedenThis open access book, the eighth volume in the series of Interdisciplinary European Studies, explores the implications of the EU’s size and depth at a time of war in Europe. Russia’s fateful decision to invade Ukraine in 2022 has put the question of EU enlargement back on the political agenda and, again, the implications of a larger and more diverse EU bring key principles of integration to the fore. Addressing these issues, scholars from economics, law, and political science provide insights from previous EU enlargements and the UK’s withdrawal from the EU. Based on up-to-date research findings, they provide succinct assessments of the challenges facing the EU in areas such as immigration, labour market integration, and adaptation to advanced technologies. To conclude, each chapter offers policy recommendations for decision-makers on European and national levels.
