The Committee on Electrometallurgical Techniques for DOE Spent Fuel Treatment was formed in September 1994 in response to a request made to the National Research Council (NRC) by the U.S. Department of Energy DOE. DOE requested an evaluation of electrometallurgical processing technology proposed by Argonne National Laboratory (ANL) for the treatment of DOE spent nuclear fuel. Electrometallurgical treatment of spent reactor fuel involves a set of operations designed to remove the remaining uranium metal and to incorporate the radioactive nuclides into well defined and reproducible waste streams. Over the course of the committee's operating life, this charge has remained constant. Within the framework of this overall charge, the scope of the committee's work--as defined by its statement of task--has evolved in response to further requests from DOE, as well as technical accomplishments and regulatory and legal considerations. As part of its task, the committee has provided periodic assessments of ANL's R&D program on the electrometallurgical technology.Electrometallurgical Techniques for DOE Spent Fuel Treatment assesses the viability of electrometallurgical technology for treating DOE spent nuclear fuel and monitors the scientific and technical progress of the ANL program on electrometallurgical technology, specifically within the context of ANL's demonstration project on electrometallurgical treatment of EBR-II SNF. This report evaluates ANL's performance relative to the success criteria for the demonstration project, which have served as the basis for judging the efficacy of using electrometallurgical technology for the treatment of EBR-II spent nuclear fuel. It also addresses post-demonstration activities related to ANL's electrometallurgical demonstration project, and makes related recommendations in this area.

The Second World War introduced the world to nuclear weapons and their consequences. Behind the scene of these nuclear weapons and an aspect of their consequences is radioactive waste. Radioactive waste has varying degrees of harmfulness and poses a problem when it comes to storage and disposal. Radioactive waste is usually kept below ground in varying containers, which depend on how radioactive the waste it. High-level radioactive waste (HLW) can be stored in underground carbon-steel tanks. However, radioactive waste must also be further immobilized to ensure our safety. There are several sites in the United States where high-level radioactive waste (HLW) are stored; including the Savannah River Site (SRS), established in 1950 to produce plutonium and tritium isotopes for defense purposes. In order to further immobilize the radioactive waste at this site an in-tank precipitation (ITP) process is utilized. Through this method, the sludge portion of the tank wastes is being removed and immobilized in borosilicate glass for eventual disposal in a geological repository. As a result, a highly alkaline salt, present in both liquid and solid forms, is produced.The salt contains cesium, strontium, actinides such as plutonium and neptunium, and other radionuclides. But is this the best method? The National Research Council (NRC) has empanelled a committee, at the request of the U.S. Department of Energy (DOE), to provide an independent technical review of alternatives to the discontinued in-tank precipitation (ITP) process for treating the HLW stored in tanks at the SRS. Alternatives for High-Level Waste Salt Processing at the Savannah RIver Site summarizes the finding of the committee which sought to answer 4 questions including: "Was an appropriately comprehensive set of cesium partitioning alternatives identified and are there other alternatives that should be explored?" and "Are there significant barriers to the implementation of any of the preferred alternatives, taking into account their state of development and their ability to be integrated into the existing SRS HLW system?"

For a period of history no women worked outside the home. Bust as years have gone by and society has changed, Women are working varying jobs every day. They are, however, underrepresented in some sectors of jobs. This includes women in the engineering and science fields. Considerable international concerns exist about global climate change and its relationship to the growing use of fossil fuels. Carbon dioxide is released by chemical reactions that are employed to extract energy from fuels, and any regulatory policy limiting the amount of CO2 that could be released from sequestered sources or from energy-generating reactions will require substantial involvement of the chemical sciences and technology R&D community. Much of the public debate has been focused on the question of whether global climate change is occurring and, if so, whether it is anthropogenic, but these questions were outside the scope of the workshop, which instead focused on the question of how to respond to a possible national policy of carbon management. Previous discussion of the latter topic has focused on technological, economic, and ecological aspects and on earth science challenges, but the fundamental science has received little attention.This workshop was designed to gather information that could inform the Chemical Sciences Roundtable in its discussions of possible roles that the chemical sciences community might play in identifying and addressing underlying chemical questions.

The U.S. Department of Energy (DOE) is nearing a decision on how to process 30 million gallons of high-level radioactive waste salt solutions at the Savannah River Site in South Carolina to remove strontium, actinides, and cesium for immobilization in glass and eventual shipment to a geologic repository. The department is sponsoring research and development (R&D) work on four alternative processes and plans to use the results to make a downselection decision in a June 2001 time frame. The DOE requested that the National Research Council help inform this decision by addressing the following charge: 1. evaluate the adequacy of the criteria that will be used by the department to select from among the candidate processes under consideration; 2. evaluate the progress and results of the research and development work that is being undertaken on these candidate processes; and 3. assess whether the technical uncertainties have been sufficiently resolved to proceed with downsizing the list of candidate processes. Responses to the last two points are provided in this report.Research and Development on a Salt Processing Alternative for High-Level Waste at the Savannah River Site focuses exclusively on the technical issues related to the candidate processes for radionuclide removal from high-level waste salt solutions at SRS. The committee's interim report served as a response to the first point of this charge, and may be read in Appendix B. In that report, the committee found that DOE's proposed criteria are an acceptable basis for selecting among the candidate processes under consideration, but that the criteria should not be implemented in a way that relies on a single numerical "total score."

People spend the vast majority of their time inside their homes and other indoor environments where they are exposed to a wide range of chemicals from building materials, furnishings, occupants, cooking, consumer products, and other sources. Despite research to date, very little is known about how exposures to indoor chemicals across complex chemical phases and pathways affect human health. The COVID-19 pandemic has only increased public awareness of indoor environments and shed light on the many outstanding questions about how best to manage chemicals indoors. This report identifies gaps in current research and understanding of indoor chemistry and new approaches that can be applied to measure, manage, and limit chemical exposures. Why Indoor Chemistry Matters calls for further research about the chemical transformations that can occur indoors, pathways and timing of indoor chemical exposure, and the cumulative and long-term impacts of exposure on human health. Research priorities should consider factors that contribute to measurable environmental health disparities that affect vulnerable populations, such as the age, location, and condition of buildings that can alter exposures to indoor chemicals.

During this period, the chemical enterprise and information technology have enjoyed both a remarkably productive and mutually supportive set of advances. These synergies sparked unprecedented growth in the capability and productivity of both fields including the definition of entirely new areas of the chemical enterprise. The chemical enterprise provided information technology with device fabrication processes, new materials, data, models, methods, and (most importantly) people. In turn, information technology provided chemical science and technology with truly remarkable and revolutionary resources for computations, communications, and data management. Indeed, computation has become the strong third component of the chemical science research and development effort, joining experiment and theory. Sustained mutual growth and interdependence of the chemical and information communities should take account of several unique aspects of the chemical sciences.These include extensive and complex databases that characterize the chemical disciplines; the importance of multiscale simulations that range from molecules to technological processes; the global economic impact of the chemical industry; and the industry's major influence on the nation's health, environment, security, and economic well-being. In planning the future of the chemical sciences and technology, it is crucial to recognize the benefits already derived from advances in information technology as well as to point the way to future benefits that will be derived.

Since the 1960s, testimony by representatives of the Federal Bureau of Investigation in thousands of criminal cases has relied on evidence from Compositional Analysis of Bullet Lead (CABL), a forensic technique that compares the elemental composition of bullets found at a crime scene to the elemental composition of bullets found in a suspecta (TM)s possession. Different from ballistics techniques that compare striations on the barrel of a gun to those on a recovered bullet, CABL is used when no gun is recovered or when bullets are too small or mangled to observe striations. Forensic Analysis: Weighing Bullet Lead Evidence assesses the scientific validity of CABL, finding that the FBI should use a different statistical analysis for the technique and that, given variations in bullet manufacturing processes, expert witnesses should make clear the very limited conclusions that CABL results can support. The report also recommends that the FBI take additional measures to ensure the validity of CABL results, which include improving documentation, publishing details, and improving on training and oversight.

The sources, distributions, and transformation of organic compounds in the solar system are active study areas as a means to provide information about the evolution of the solar system and the possibilities of life elsewhere in the universe. Respirators are used in a variety of workplaces including emergency response, mining operations, construction, manufacturing, and hospitals. In 2001, National Institute of Occupational Safety and Health (NIOSH) and Bureau of Labor Statistics commissioned a nationwide survey of respirator use in the workplace, the results of which were published inA the 2003 report Respirator Usage in Private Sector Firms. The purpose of the survey was to evaluate respirator use and practices, including training practices and the value of respirator manufacturer's instruction, in order to help guide NIOSH respirator certification and research. This National Research Council (NRC) report evaluates the survey in terms of several measuresA such asA the adequacy and appropriateness of the survey instrument, the survey methodology, data analysis, and the conclusions drawn from the data. The NRC report finds that the survey was an important first step in collecting respiratory protection data from a probability sample but that several improvements could be made in survey design and analysis.Based on the review of the survey, the NRC report concludes that data on respirator use would be best provided by employers and employees in the context of the work setting.
