This volume embodies a problem-driven and theoretically informed approach to bridging frontier research in urban economics and urban/regional planning. The authors focus on the interface between these two subdisciplines that have historically had an uneasy relationship. Although economists were among the early contributors to the literature on urban planning, many economists have been dismissive of a discipline whose leading scholars frequently favor regulations over market institutions, equity over efficiency, and normative prescriptions over positive analysis. Planners, meanwhile, even as they draw upon economic principles, often view the work of economists as abstract, not sensitive to institutional contexts, and communicated in a formal language spoken by few with decision making authority. Not surprisingly, papers in the leading economic journals rarely cite clearly pertinent papers in planning journals, and vice versa. Despite the historical divergence in perspectives and methods, urban economics and urban planning share an intense interest in many topic areas: the nature of cities, the prosperity of urban economies, the efficient provision of urban services, efficient systems of transportation, and the proper allocation of land between urban and environmental uses. In bridging this gap, the book highlights the best scholarship in planning and economics that address the most pressing urban problems of our day and stimulates further dialog between scholars in urban planning and urban economics.

Chapters in the first section provide a contextual overview and survey trends in mobility behaviour and prospects of sustainable transport in the two continents. Chapters in the second section provide comparative assessments of difficulties posed by contemporary transport systems for three particular user groups (low-income, female, and elderly), interventions indicated, and research needed. The third set of chapters survey recent developments in behavioural modelling that lend themselves to the study of the constellation of issues concerning STELLA Focus Group 3. The remaining chapters of the book address critical issues of equity and policy implementation.

Integrated assessments of the impacts of, and adaptation to, climate change and variability at urban and regional scales are presented in this comprehensive volume. Six thematically distinct yet methodologically related projects illustrate 'horizontal' integration, which focuses on impacts and responses across different sectors, and 'vertical' integration, which traces changes from the climate system through to the economy and society. Areas of application include water resource allocation, wildfire management, agriculture, public health and urban infrastructure in the United States. In its development of methodologies and their applications to individual regions, this book presents a rich set of insights and a set of guides for investment and policymaking. Each of the six studies focuses on a finer geographic scale than is customary in integrated assessment research. This book presents extensions to current commodity-flow models to analyze the economic and environmental impacts of recent structural changes, such as fragmentation of production and lengthening supply chains. The extensions enable augmented commodity-flow models to analyze the vulnerability of supply chains and regions to climate change and extreme weather events. The models allow the explicit treatment of trade in intermediate goods; the so-called “new economic geography” behavioral foundations for production and inter-industry and interregional trade; endogenous determination of capital investment and employment; and changes in emissions associated with production, consumption and freight movement. Presenting a modeling framework and simulations that are based on a thirty-year, spatial time-series of inter-industry and interstate trade in the US, this unique book is a valuable resource for regional scientists, economic geographers and transportation modelers, as well as environmental and atmospheric scientists.

This book presents an integrative research methodology designed to support economic recovery and sustainable development in post-conflict regions, with a focus on Iraq. It addresses the critical question of how transportation logistics systems—and the regions they serve—can be made economically viable, resilient, and sustainable in the aftermath of armed conflict.The methodology unfolds in distinct but interconnected stages. The first stage provides a comprehensive overview of the Iraqi economy and its transportation infrastructure, supported by a robust database of transportation, economic, and demographic indicators.In the second stage, the post-ISIS state of Iraq’s transportation system is assessed in depth. This includes a detailed analysis of logistics operations, recent infrastructure investments, and projections for future development. A key component of this stage is an expert elicitation process involving 20 stakeholder groups to identify investment priorities and stakeholder dynamics.In the methodology’s third stage, alternative approaches to modeling interdependent dynamic decision-making in transportation logistics systems are presented and illustrated. These approaches include a) formulating and solving stochastic multiple-optimization problems with equilibrium constraints involving risk-averse players, b) differential spatial price equilibrium modeling in continuous time, and c) recursive dynamic multiregional computable general equilibrium modeling.  The methodology also includes an elaboration and illustration of the notion of ‘prosilience,’ or the act of engaging in anticipatory contingency planning to promote the resilience of transport logistics systems to future threats.Combining theoretical insight with practical application, this book offers a valuable framework for researchers, policymakers, and practitioners working to rebuild and strengthen transportation systems in fragile and conflict-affected settings.

Globalization is affecting regional economies in a broad spectrum of aspects, from labor market conditions and development policies to climate change. To understand better how this works, we need both conceptual and methodological contributions. We need new schemes to organize our thinking, direct our attention, and frame thought experiments on the basis of which guidance may be offered. And we need methodological innovations that enable us to carry out studies and thought experiments at levels of spatial and temporal resolution and formal complexity adequate to capture and account for the phenomena that characterize globalization. The chapters of this volume, written by an international cast of eminent regional scientists, represent contributions of both types, in many cases introducing and demonstrating the use of new tools for analyzing and understanding enormous changes underway in regional economies around the world.
