Since the late-19th century, Japan has made remarkable strides in industrialization. Beginning with the economic vision of Miura Baien in the 18th century, and employing a detailed comparison with the West, this book delves into the economic thought of the scholars who played a pivotal role in Japan’s modernization process. The author takes Fukuzawa Yukichi’s theory of ‘civilization’ as the standard measure of Japan’s modernization and compares it with differing visions from various critics whose research focused on rural poverty and social problems, such as Maeda Masana, early socialists, Yanagita Kunio and Kawakami Hajime. Further, the book explores new liberalism (Ishibashi Tanzan, Fukuda Tokuzo) and Marxism (Yamada Moritaro, Uno Kozo) in the 1920s and 1930s. It explores the intellectual tension in the social science in Austria and Germany in the late-nineteenth and early-twentieth centuries. It deals with how the emergence of the new school (Austrian School) changed the focus of social science in the German speaking world, and how it prepared the introduction of an evolutionary perspective in economics, politics, and sociology. This book is the result of the first SEEP (Studies in Economic Ethics and Philosophy) conference that was held in Asia. It was at the fifth SEEP-Conference on Economic Ethics and philosophy in autumn 1997 that the organizational work of the seventh conference in 1999 was entrusted to the editors of this volume. Prof. Peter Koslowski, series editor of The Studies in Economic Ethics and Philosophy, SEEP, expressed the hope that the SEEP-Conference be held in the Far-East for the fist time would bring a new comparative aspect to economic ethics and philosophy. Further, the agenda of economic ethics seemed to increase its significance also in Japan and other Asian countries especially due to the spread of corruption in the government and business under the financial crisis that attacked these nations in the late 1990s. Though we chose "Com petition, Trust, and Cooperation" as the general theme of the conference, this should include the collusion, distrust, and corruption as the opposite side of the medal. The conference was held on March 10-12, 1999 at the Kansai Seminar House of the Nippon Christian Academy, Kyoto, Japan. Fourteen papers were submitted to the conference. In addition to twelve papers that are printed in this volume, Prof. Ruisheng Wang (Capital Normal University, Beijing) read his paper on ethical problems in the context of Asian financial crisis and Prof. Agnar Sandmo (Norwegian School of Economics and Busi ness Administration) did the same by his paper on societal aspect of the competition promotion policy.

This book combines modern evolutionary economics and classical political economy. Modern evolutionary economics with its pluralistic and contingent view of reproduction does not presuppose equilibrium or harmonious reproduction. A society that consists of multiple agents needs to establish an order from the interactions of those agents. The book introduces a normative and a practical dimension where mutual justification occurs through the act of exchange. Mutual justification ultimately leads to the emergence of social and economic order, an approach that the author dubs “approval theory.” The division of labor proceeds alongside the emergence of money and capital, and the book discusses the dual structure of the real and financial economy that is the consequence. It then interprets collective action using the twin concept of voice and exit and proposes the concept of evolutionary governance to explain the politico-economic aspects of the social economy.As such, this book shows the promising direction in which the modern political economy is now proceeding, in accordance with the contingent process of evolutionary reproduction. Further, two collaborating authors supply a game-theoretical interpretation of approval theory and an exploration of the evolution of dynamical systems, respectively.

This edited volume celebrates a quarter-century’s anniversary of the foundation of the Japan Association for Evolutionary Economics (JAFEE) and proposes the future perspectives of evolutionary economics on the grounds of its achievements in Japan. When JAFEE was founded in 1997, hundreds of ambitious non-neo-classical economists gathered in this forum to advance new directions of economic research. Succeeding in 2004, JAFEE launched an international academic journal, Evolutionary and Institutional Economics Review (EIER), which is now published by Springer.Evolutionary economics found rich soil for growth in Japan, where non-orthodox directions in economic theory and historical interest in the past masters’ works occupied a solid portion of economics academism. Evolutionary economics in Japan has grown with the collaboration of non-neoclassical economics including Marxian and post-Keynesian economics, agent-based modeling, complexity studies, comparative economic systems, and studies in industrial evolution. Combining the renovation of classical value theory as the micro-foundation of evolutionary economics is one of its most conspicuous achievements. Experimental methods are also used in the artificial domain, regional studies (community currencies), and other domains. Further, evolutionary ideas stimulated comparative analysis of national economies in the development and system transition. The variety of chapters in this volume reflects the broad perspective and the multiplicity of approaches to evolutionary economics in Japan, which thus stimulates its worldwide advance.
