The vast majority of the world’s working women, particularly those from low-income households in developing countries, are located in the informal economy in activities that are casual, poorly paid, irregular and outside the remit of formal social security and protective legislation. This book examines the constraints and barriers which continue to confine women to these forms of work and what this implies for their ability to provide for themselves and their families and to cope with insecurity. It develops a framework of analysis that integrates gender, life course and livelihoods perspectives in order to explore the interactions between gender inequality, household poverty and labour market forces that help to produce gender-differentiated experiences of risk and vulnerability for the working poor. Drawing on practical experiences from the field, It uses this framework to demonstrate the relevance of a gender-analytical approach to the design and evaluation of a range of social protection measures that are relevant to women at different stages of their life course. These include conditional and unconditional social transfers to reduce child labour and promote children’s education, child care support for working women, financial services for the poor, employment generation through public works and different measures for old age security. The book stresses the importance of an organised voice for working women if they are to ensure that employers, trade unions and governments respond to their need for socio-economic security. Finally, the book synthesises the main lessons that emerge from the discussion and the linkages between social protection strategies and the broader macro-economic framework. A book that will be of interest to a wide range of readers—those in the fields of economics, sociology and gender studies, as also activists and policy-makers.

The Asian crisis of the late 1990s severely affected some of the most successful economies in the region, placing the issue of social protection high on the regional and international agenda. Subsequently, growth rates revived, but the fruits of growth have not been evenly distributed and inequality has risen. Behind this trend lie deeply entrenched forms of poverty and social exclusion as well as new forms of vulnerability resulting from the liberalisation of markets and growing exposure to the global economy. This volume deals with issues of poverty, vulnerability and social exclusion in the Asian context. The articles deal with different groups of vulnerable people, exploring some of the characteristics of vulnerability in different contexts, and reflecting on appropriate policy responses. In this path-breaking study, social economist Naila Kabeer examines the lives of Bangladeshi garment workers in Bangladesh and Britain to shed light on the question of what constitutes "fair" competition in international trade. She argues that if the unhealthy coalition of multinationals and labor movements is truly seeking to improve the working conditions for women and children in the "Third World," as well as those of western workers, their efforts should be directed away from an attempt to impose labor standards and towards a support for the organization of labor rights. Any attempt to devise acceptable labor standards at an international level which takes no account of the forces of inclusion and exclusion with local labor movements is, she further argues, likely to represent the interests of the powerful at the expense of those of the weak.

The idea of the 'Bangladesh paradox' describes the unexpected social progress that Bangladesh has made in recent decades that has been both pro-poor and gender equitable. This began at a time when the country was characterised by extreme levels of poverty, poor quality governance, an oppressive patriarchy and rising Islamic orthodoxy.This 'paradox' has evoked a great deal of interest within the international development community because Bangladesh had been dubbed an 'international basket case' at the time of its independence in 1971, seemingly trapped in a development impasse. Previous attempts to explain this paradox have generally taken a top-down approach, focusing on the role of leading institutional actors - donors, government, NGOs and the private sector. In Renegotiating Patriarchy: Gender, Agency and the Bangladesh Paradox, Naila Kabeer starts with the rationale that policy actions taken at the top are unlikely to materialise into actual changes if they are not acted on by the mass of ordinary women and men. But what led these women and men to act? And why did they act in ways that modified some of the more oppressive aspects of patriarchy in the country? That is what this book sets out to investigate.It describes the history of the Bengal delta, and the forces that gave rise to the kind of society that Bangladesh was at the time of its independence. It considers the policy and politics that characterised post-independence Bangladesh and how these contributed to the progress captured in the idea of the Bangladesh paradox.But the key argument of the book is that much of this progress reflected the agency exercised by ordinary, often very poor, women in the course of their everyday lives. Their agency helped to translate institutional actions into concrete changes on the ground. To explore why and how this happened, the book draws on a rich body of ethnographic, qualitative and quantitative research on social change in Bangladesh - including studies by the author herself. The book is therefore about how norms and practices can change in progressive ways despite unpropitious circumstances as a result of the efforts of poor women in Bangladesh to renegotiate what had been described as one of the most non-negotiable patriarchies in the world.
