Elites and the Politics of Accountability in Africa examines the ways that accountability offers an effective interpretive lens to the social, cultural, and institutional struggles of both the elites and ordinary citizens in Africa. Each chapter investigates questions of power, its public deliberation, and its negotiation in Africa by studying elites through the framework of accountability. The book enters conversations about political subjectivity and agency, especially from ongoing struggles around identities and belonging, as well as representation and legitimacy. Who speaks to whom? And on whose behalf do they speak? The contributors to this volume offer careful analyses of how such concerns are embedded in wider forms of cultural, social, and institutional discussions about transparency, collective responsibility, community, and public decision-making processes. These concerns affect prospects for democratic oversight, as well as questions of alienation, exclusivity, privilege and democratic deficit. The book situates our understanding of the emergence, meaning, and conceptual relevance of elite accountability, to study political practices in Africa. It then juxtaposes this contextualization of accountability in relation to the practices of African elites. Elites and the Politics of Accountability in Africa offers fresh, dynamic, and multifarious accounts of elites and their practices of accountability and locally plausible self-legitimation, as well as illuminating accounts of contemporary African elites in relation to their socially and historicallysituated outcomes of contingency, composition, negotiation, and compromise.

Decoding conspiracy thinking at the nexus of sexuality, Freemasonry, and the occult.  In this book, anthropologists Rogers Orock and Peter Geschiere examine the moral panic over a perceived rise in homosexuality that engulfed Cameroon and Gabon beginning in the early twenty-first century. As they uncover the origins of the conspiratorial narratives that fed this obsession, they argue that the public’s fears were grounded in historically situated assumptions about the entanglement of same-sex practices, Freemasonry, and illicit enrichment.  This specific panic in postcolonial Central Africa fixated on high-ranking Masonic figures thought to lure younger men into sex in exchange for professional advancement. The authors’ thorough account shows how attacks on elites as homosexual predators corrupting the nation became a powerful outlet for mounting populist anger against the excesses and corruption of the national regimes. Unraveling these tensions, Orock and Geschiere present a genealogy of Freemasonry, taking readers from London through Paris to francophone Africa and revealing along the way how the colonial past shapes present-day anxieties linking same-sex practices to enrichment.

From early department stores in Cape Town to gendered histories of sartorial success in urban Togo, contestations over expense accounts at an apartheid state enterprise, elite wealth and political corruption in Angola and Zambia, the role of popular religion in the political intransigence of Jacob Zuma, funerals of big men in Cameroon, youth cultures of consumption in Niger and South Africa, queer consumption in Cape Town, middle-class food consumption in Durban and the consumption of luxury handcrafted beads, this collection of essays explores the ways in which conspicuous consumption is foregrounded in various African contexts and historical moments. In 1899, Thorstein Veblen coined the phrase ‘conspicuous consumption’ to describe status-seeking in the obscenely unequal world of late-nineteenth century America. Many of the aspects he described in The Theory of the Leisure Class are still evident in our world today. While Veblen’s crude denunciation of material extravagance finds echoes in media exposés about the lifestyles of the rich worldwide, it is particularly recognisable in reporting on Africa. Here, images of conspicuous consumption have long circulated in local and global media as indictments of political corruption and signs of moral depravity. The essays in Conspicuous Consumption in Africa put Veblen’s concept under robust critical scrutiny, drawing on theorists like Mbembe, Guyer and Bayart by way of critique or addition. They delve into the pleasures, stresses and challenges of consuming in its religious, generational, gendered and racialised aspects, revealing conspicuous consumption as a layered set of practices, textures and relations. The authors resist the trap of easy moralisation, pointing to more complex ethical and political registers of analysis and judgement. This volume shows how central and revealing conspicuous consumption can be to fathoming the history of Africa’s projects of modernity, and their global lineages and legacies. In its grounded, up-close case studies, it is likely to feed into current public debates on the nature and future of African societies – South African society in particular.
