Although numerous schemes for the development and welfare of the Scheduled Castes and Scheduled Tribes (SC &ST) and the groups which come under the preview of Other Backward Classes (OBC) and which are a mixed lot of less socially disadvantaged and still economically backward, have improved their position to some extent, a lot yet remains to be done to achieve the desired goal in the right direction of bringing them on par with normal populace of the country. The present Index of articles in the CICIL series is a pointer to scholarly thought and writings during the last 105 years or so (1886-1990) culled from 171 Indian Journals of standing to provide materials for the use of researchers and social scientists on various aspects of the problems, possibilities and the past status of these so termed backward classes. The articles included in this Index give a detailed picture of the economic and social conditions of these underprivileged groups. They not only indicate the Governmental measures taken so far for their uplift, but also provide critical assessment of such measures. In these articles we find the discussion on the reports of the Committees and Commissions submitted to the Government on the> problems of the backward classes. The Index also includes such articles which highlight the important researches made on tribals for the benefit of those who are entrusted with the tribal administration. Reflections and notes on the life-style and modes of our tribal brethren, included in the writings, which are indexed in this volume may, one hopes so, open our eyes to the service and dis-service we are indulging ourselves in.

However, it is hardly possible to seek information on various subjects and topics of general interest from among the mass of material found in an ever increasing number of publications. The best method to obtain the relevant information is to narrow the pavement by the help of reference guides which provide, in capsule form, all mix of information relating to everyday life, the important events, issues and problems of one''s country. The present Diary is intended to serve this purpose. Although it is a companion volume of Information India, it is an independent volume in itself. It provides, in a concise form, information about a large number of topics and subjects of general interest for non-specialist readers in an intelligent manner, not withstanding that it also includes information on specialised and technical subjects.

Non-Governmental Organisations (NGOs) are becoming increasingly important in the field of development. NGOs are a very important link between people at the grassroots, civil society and the state. They are diverse both in terms of organisational form, structure and culture and in terms of the issues they cover. Their involvement is not only seen in the implementation of governmental programmes but also in the process of formulation of public policies, and even in the enforcement of social legislation. The city of Calcutta, with its three million inhabitants, is a part of India''s largest conurbation, Greater Calcutta, which has a population of some seven million. As a result of immigration from the rural areas of West Bengal and from other parts of India, as well as of massive influxes of refugees after the partition of Bengal in 1947 and the creation of East Pakistan (now Bangladesh), Calcutta has had to grapple with particularly acute problems of urbanisation and employment, including a rate of unemployment estimated at about 15 per cent of the labour force in 1971 These problems are penetratingly discussed, with a wealth of supporting statistical and other evidence, in this study. The author explains some of the difficulties that exist. Especially revealing is his analysis of the varied composition of Calcutta''s population and of the attitudes of different sections of it towards particular types of employment. Of special interest, too, is his argument that development of Calcutta''s rural hinterland by modern argicultural methods can not only stem the drift from the surrounding countryside to the city but also increase opportunities for employment in Calcutta''s already well developed engineering industries by creating a demand for agricultural equipment. This is the first of a proposed collection of ILO case studies of urbanisation and employment in selected cities in developing countries. The World Employment Programme (WEP) was launched by the International Labour Organisation in 1969, as the ILO''s main contribution to the International Development Strategy for the Second United Nations Development Decade. The means of action adopted by the WEP have included” the following : —short-term high-level advisory missions ; —longer-term national or regional employment teams; and —a wide-ranging research programme. Through these activities the ILO has been able to help national decision-makers to reshape their policies and plans with the aim of eradicating mass poverty and unemployment. A landmark in the development of the WEP was the World Employment Conference of 1976, which proclaimed inter alia that “strategies and national development plans should include as a priority objective the promotion of employment and the satisfaction of the basic needs of each country''s population”. The Declaration of Principles and Programme of Action adopted by the Conference have become the cornerstone of WEP technical assistance and research activities during the closing years of the Second Development Decade. This publication is the outcome of a WEP project.

This is the third survey of Development of Women''s Education in India spanning the period from 1995 to 1997. Earlier the first and the second survey covered the period up to 1994. Being significant works on the subject the preceding volumes received rare reviews and proved very much helpful in understanding the problems of the women''s education. The second survey has provided an overview of the state of women''s education in India from 1988 to 1994 in all its spheres in the light of the National Policy on Education (NPE), 1986 and its Programme of Action (POA), detailed information about the recommendations of the Ramamurti Committee (1990) pertaining to women''s education and comments of the Janardhan Committee on the recommendations of the modified NPE and POA for the guidance of the Central Government. The present volume comprising three parts is a step forward in the direction of women''s education. Part One is devoted to recent developments in women''s education in all its aspects, particularly empowering women through Mahila Samakhya Programme. It also includes the Report of the National Commission for Women on the development of female education among tribal communities. While Part Two provides women''s educational indicators, Part Three includes the global view of the women''s education highlighting the measures taken by the United Nations in reducing illiteracy and achieving full integration of women in society on equal terms with men. It also presents the ''Declaration'' and the Platform of Action'' as adopted in the Fourth UN World Conference on Women in 1995. Appendices include, among others, the Final Draft of the National Policy for the Empowerment of Women, Mass Media and Women, Third World Organisation for Women in Science and Fact file 1952-1997 relating to women in politics in India.
