The evaluation of government programmes and measures in the field of technology policy has gained in significance in Germany over the past decade. A variety of evaluation studies on individual projects or programmes with different aims, approaches and methods are available. Although in recent years some emerging economies have improved their performance in terms of research and development (R&D) investment, outputs and innovative capacity, these countries are still blighted by extreme poverty, inequality and social exclusion. Hence, emerging countries are exposed to conditions which differ quite substantially from the dominant OECD model of innovation policy for development and welfare. Im Laufe der 80er Jahre fand bei den deutschen kleinen und mittleren Unternehmen ein bedeutender "Modernisierungsschub" statt: In der ersten Hälfte des Jahrzehnts verstärkte die mittelständische Industrie ihre Anstrengungen in der Forschung und Entwicklung deutlich; Fördermaßnahmen des Bundes unterstützten diese Entwicklung. EG Rahmenprogramm und Experteninterviews. Das Buch kommt zu dem Ergebnis, daß die Forschungsprogramme der EG den Austausch von Ideen, Technologie und Wissen innerhalb der Europäischen Gemeinschaft fördern und die wissenschaftliche bzw. technologische Basis auch in Deutschland stärken. Die deutsche Forschungs- und Technologiepolitik hat ihre Bedeutung nicht verloren, die EG hat aber an Bedeutung gewonnen.

The book deals with the effects of the research and technological development (RTD) policy of the European Community (EC) on the German research landscape and the interactions between the EC and the German policy. A systematic attempt at a cross-programme and country specific level to examine these impacts empirically has not previously been undertaken. Viewed as a whole, the EC programmes promoted the exchange of ideas, technology and knowledge within the Community and strengthened the scientific and technical basis in Germany, although the national German RTD policy does not lose its predominant influence.

Die staatliche Forschungs- und Technologiepolitik braucht transparente Planungs- und Bewertungsprozesse, damit der erforderliche Dialog der Akteure offen und informiert gefuhrt werden kann. Dieses Buch dokumentiert und analysiert 50 Evaluationsstudien, die das Bundesministerium fur Forschung und Technologie seit 1985 hat durchfuhren lassen. Es diskutiert auf dieser Grundlage die inhaltlichen und methodischen Konzepte, die bisherigen praktischen Erfahrungen und die Nutzungs- und Entwicklungspotentiale solcher Evaluationsstudien. Das Buch enthalt ausserdem umfangreiche und detaillierte Empfehlungen fur eine kunftige Evaluationspraxis im Bereich der Forschungs- und Technologiepolitik. Wenn heute ein "innovationsfreundliches Klima" gefordert wird, dann fallen schnell Stichworte wie Deregulierung, Privatisierung und "mehr Wettbewerb". Solchen pauschal vorgetragenen Forderungen liegen allerdings eher schlichte Vorstellungen uber das Zusammenwirken von Markt, Gesellschaft und Staat zugrunde.
