This volume is part of a series which makes a contribution to research on innovation, and to the discussion of its political consequences. Adopting a practice-oriented, interdisciplinary approach, the "Technology, Innovation and Policy" series is concerned to examine the complex requirements of research and innovation, to describe their economic and societal impacts and to facilitate the responsible handling of new technologies. In Japan, the Delphi method is applied since 1971 to foresee possible technological developments. The same approach was used in Germany in 1992 for the first time. The German expert survey about the development of future technology was based on the Japanese survey conducted in 1991 and discussed the same topics. The results of both studies are compared and analyzed. From the comparison, conclusions can be drawn on the relevance of certain technology fields or disciplines not only for public technology policy, but also for companies.Possible times of realization, constraints on the realization, the current research and development (R&D) level of nations or the necessity of international co-operation give hints about tomorrow's technology and its economic and societal impacts.

Schon früh hat sich die japanische Technologiepolitik langfristig vorausschauend damit beschäftigt, wie sich Wissenschaft und Technologie entwickeln werden.Der Band stellt Methoden dieser Technikvorausschau dar und geht insbesondere auf das Delphi-Verfahren ein. Wie wurde und wird die Delphi-Methode in Japan eingesetzt? Wie ist der Vorausschauprozeß organisiert? Welche Erfahrungen liegen nach nunmehr 30 Jahren Delphi in Japan vor? Diese und andere Fragen werden beantwortet. Einige Fallstudien, die den Verlauf bestimmter Technologieentwicklungen der letzten 30 Jahre beschreiben, erlauben einen Einblick in die japanische Technologie- und Industriepolitik. Damit erhält der Leser Hinweise darauf, wie die vorliegenden Ergebnisse deutscher Delphi-Studien genutzt und umgesetzt werden können.

Wenn heute ein "innovationsfreundliches Klima" gefordert wird, dann fallen schnell Stichworte wie Deregulierung, Privatisierung und "mehr Wettbewerb". Solchen pauschal vorgetragenen Forderungen liegen allerdings eher schlichte Vorstellungen uber das Zusammenwirken von Markt, Gesellschaft und Staat zugrunde. Das Buch beleuchtet aus der Sicht unterschiedlicher Institutionen, insbesondere der von Staat und Markt, den Einfluss von Regulationen auf die Entfaltung kunftiger Innovationen, die heute erst im Keime erkennbar sind: Welcher Regulations-, Deregulations- oder Reregulationsbedarf wird sich - aus der Sicht unterschiedlicher Akteure - voraussichtlich ergeben? Diese Fragen werden u.a. am Beispiel der Verwendung von Chipkarten, der kunftigen Nutzung von Windenergie und der Bautechnologie der Zukunft behandelt
