Aus der vergleichenden Betrachtung der Systeme werden forschungs- und entwicklungspolitische und wettbewerbspolitische Schlußfolgerungen gezogen. Die Studie wird in zwei Bänden veröffentlicht, im ersten Band werden die Methoden der Untersuchung und die FuE-Systeme der Länder USA, Japan, Frankreich und Großbritannien dargestellt. Der zweite Band behandelt die Länder Italien, Spanien, Südkorea, Niederlande, Schweden und die Bundesrepublik Deutschland.

In continental Europe, major problems are an insufficient creation of new firms in innovative technology fields, inadequate labor market developments and inconsistent R&D policies. This volume intends to give an insight into progress in the field of studies on modern science and technology. Researchers from Sweden, Japan and Germany began a "three­ country comparative study" in 1984. One of the primary aims of this study group was to better take account of the increasing importance of Japan in both analytical work and technology policy. To this end, researchers from the Research Policy Institute (RPI) at the University of Lund, the Graduate School of Policy Science at Saitama University in Urawa, and the Fraunhofer Institute for Systems and Innovation Research in Karlsruhe met almost every year with policy makers from the three countries, in order to see how well the scientific debate is reflected in the interests of practitioneers in the related policies. The cooperation with the Swedish Board for Technical Development (STU)!, the Japanese Ministry of Education, Science and Culture (Monbusho), and the German Federal Ministry for Research and Technology (BMFT) brought about numerous "grey" papers, publications and two volumes of seminar proceedings. The first book2 deals with the problems of measuring technological change and summarizes tentative research plans from our first meetings. I concluded then, in November 1986, that "quantitative results are to be checked in a qualitative discursive process with the involved people. ( . . . ) The interaction of various indicators raises the pressure of argument and credibility. Case studies in dynamic fields of technology ideally supplement quantitative approaches.

Der Band behandelt einen speziellen Aspekt im sich verscharfenden internationalen Technologiewettlauf der Nationen, die Wissenschaftsabhangigkeit der modernen Industrietechnik. Immer schneller werden neueste wissenschaftliche Erkenntnisse in marktgangige Innovationen umgesetzt. Das bedeutet aber, dass ein Mithalten im Innovationswettlauf keine Angelegenheit der produzierenden Unternehmen allein mehr sein kann, sondern zunehmend eine wechselseitige Abhangigkeit mit dem weitgehend offentlichen Forschungssystem erfordert. Zunachst wird eine neue Methode zur quantitativen Erfassung der Wissenschaftsbindung auf der Basis von Patentschriften erlautert; sodann werden empirische Ergebnisse vorgelegt. Sie behandeln prinzipielle Aspekte der wissensbasierten Innovation, einen internationalen Vergleich und sektorale Aspekte im vereinten Deutschland. Besonders erwahnt werden soll der Einbezug der entsprechenden wissenschaftstheoretischen Debatte in die okonomischen Uberlegungen.Das Buch spricht sowohl die Forschungspolitik an, die auf die enge Kopplung zwischen Wissenschaft und Industrie mit neuen Instrumenten reagieren sollte, wie auch das industrielle Forschungsmanagement, fur das die rechtzeitige Ankopplung an die Wissenschaft uberlebenswichtig werden wird.

Dieses Buch stellt umfangreiche empirische Analysen zur Entwicklung der internationalen Wettbewerbsposition in der Bundesrepublik Deutschland (mit neuen Bundesländern) und in anderen Industrieländern dar. Die Untersuchungen erfolgen auf der Grundlage einer von den Autoren erarbeiteten Liste technologieintensiver Waren, die auf dem seit 1988 gültigen internationalen Warenverzeichnis für den Außenhandel beruht. Es werden u.a. angesprochen die Position der Bundesrepublik Deutschland im Preis- und Kostenwettbewerb, die Entwicklung der Welthandelsanteile, die Struktur und die Trends der Außenhandelsergebnisse nach Branchen- und Gütergruppen, die Position im Handel mit forschungsintensiven Waren, die Dynamik und Verflechtung industrieller Forschung und Entwicklung, die Patentieraktivität und Struktur der Patente.

Die Untersuchung beurteilt die wichtigsten technologischen Entwicklungslinien unter Wettbewerbsaspekten und nach volkswirtschaftlichen, sozialen, ökologischen und ethischen Gesichtspunkten. Es werden knapp 90 technologische Einzelthemen, die in den nächsten zehn Jahren Bedeutung haben, identifiziert. An der umfassenden Bewertung haben Projektträger des damaligen Bundesforschungsministeriums unter Federführung des ISI mitgewirkt. Ziel ist es, den Strukturwandel der Technik in verständlicher Sprache nachzuzeichnen, damit ein strategischer Dialog zwischen Staat, Wirtschaft, Wissenschaft und Öffentlichkeit geführt werden kann. Darüber hinaus wird die Entgrenzung früher getrennter Wissensgebiete dokumentiert. Das Entstehen neuer Disziplinen und deren zunehmende Verflechtung ist dargestellt.
