E. H. Carr is widely remembered as an influential theorist of international relations. The scourge of inter-war idealists, he became the best-known Briton in a generation of predominantly American political realists. The protection of domestic populations by international institutions is both an anomaly and an enduring practice in international relations. It is an anomaly because in a system of sovereign states, the welfare of individuals and groups falls outside traditional definitions of state interest. Yet since the evolution of the nation-state system, collectivities of states have sought to protect religious minorities, dynastic families, national minorities, ethnic communities, individual citizens and refugees. Cronin explains this phenomenon by developing a theory that links international stability with the progress of a cohesive international order. The author distinguishes three tiers of arms producers, defined by such factors as defence production base, military research and development capabilities, and dependence upon arms exports. Studies of the causes of wars generally presuppose a 'realist' account of motivation: when statesmen choose to wage war, they do so for purposes of self-preservation or self-aggrandizement. In this book, however, David Welch argues that humans are motivated by normative concerns, the pursuit of which may result in behaviour inconsistent with self-interest. He examines the effect of one particular type of normative motivation - the justice motive - in the outbreak of five Great Power wars: the Crimean war, the Franco-Prussian war, World War I, World War II, and the Falklands war. Realist theory would suggest that these wars would be among the least likely to be influenced by considerations other than power and interest, but the author demonstrates that the justice motive played an important role in the genesis of war, and that its neglect by theorists of international politics is a major oversight.

State sovereignty is an inherently social construct. The modern state system is not based on some timeless principle of sovereignty, but on the production of a normative conception which links authority, territory, population (society, nation), and recognition in a unique way, and in a particular place (the state). Attempting to realize this ideal entails a great deal of hard work on the part of statespersons, diplomats, and intellectuals. The ideal of state sovereignty is a product of the actions of powerful agents and the resistances to those actions by those located at the margins of power. The unique contribution of this book is to describe, theorize, and illustrate the practices which have socially constructed, reproduced, reconstructed, and deconstructed various sovereign ideals and resistances to them. The contributors analyse how all the components of state sovereignty - not only recognition, but also territory, population, and authority - are socially constructed and combined in specific historical contexts.
