The global debt burden has proven to be a bad bargain for developed and developing countries alike. This selection of case studies illustrates the complexity of international financial negotiations and the difficulty of reaching international agreements satisfactory to both creditors and debtors. The key aspects of debtor country bargaining power are explored—size, strategic significance, internal cohesion, and political stability—as we read of creditors flexing their financial muscles to produce domestic economic reform without significant international debt relief. This volume brings together a theoretical overview of the subject, cases describing the principal institutional actors, carefully excerpted cases of bilateral financial negotiations, sugggestions for further reading, and a helpful glossary of technical terms. It illuminates how complex international financial negotiations are conducted and what their impact is on both the domestic political economy and the international relations of the countries involved.

Groups committing acts of terrorism have adapted their means of financing to elude detection since the 9/11 attacks in the United States. Surveying the global community’s multi-year effort to cut off terrorist funding, this volume offers a much-needed analysis of a complex, widely discussed, yet poorly understood subject. While books on terrorism have touched upon the topic, this is the first comprehensive, balanced, and scholarly overview of terrorist financing, its methods, and efforts to counter it. Bringing together leading analysts of terrorism, international relations, global finance, law, and criminology, Countering the Financing of Terrorism provides a critical assessment of the international effort to restrict terrorist financing. It evaluates the costs and benefits and offers recommendations for more effective policies for the future.

This unique volume examines the opportunities for, and initiates work in, interdisciplinary research between the fields of international law and international relations; disciplines that have engaged little with one another since the Second World War.Written by leading experts in the fields of international law and international relations, it argues that such interdisciplinary research is central to the creation of a knowledge base among IR scholars and lawyers for the effective analysis and governance of macro and micro phenomena. International law is at the heart of international relations, but due to challenges of codification and enforceability, its apparent impact has been predominantly limited to commercial and civil arrangements. International lawyers have been saying for years that 'law matters' in international affairs and now current events are proving them right. International Law and International Relations makes a powerful contribution to the theory and practice of global security by initiating a research agenda, building an empirical base and offering a multidisciplinary approach that provides concrete answers to real-world problems of governance. This book will be of great interest to all students of international law, international relations and governance.

The U.S.-Mexico and U.S.-Canada borders are the two busiest land crossings in the world. Canada and the United States are each other's largest trading partners and Mexico is America's second largest trading partner with trade between the two nations more than tripling since the start of NAFTA. The many immediate ripple effects of the terrorist attacks on the World Trade Center and the Pentagon included a dramatic tightening of North American border controls and a hardening of the policy discourse about cross-border flows. This is the first book that explores the implications of September 11th and the new war on terrorism for border controls, cross-border relations, and economic integration in North America. The volume makes a unique contribution to important scholarly and policy discussions over the meaning and management of borders in an increasingly borderless (regional and global) economy, and adds fuel to broader debates over the changing nature of borders and territorial politics in a radically transformed security environment.

The Domestic Analogy and World Order Proposals
AvHidemi Suganami,Steve Smithm. fl.

Skickas inom 5-8 vardagar
How profitable is it for world order to transfer the legal and political principles, which sustain order within states to the domain of relations between states? This has been one of the central and most contentious questions in the study of international relations. The term 'domestic analogy' refers to the idea that inter-state relations are amenable to the same type of institutional control as the relations of individuals and groups within states. In this study Dr Suganami discusses the role the domestic analogy has played in proposals about world order, peace, justice and welfare in the period since 1814. As well as analysing the ideas of major writers on international law and relations, Hidemi Suganami examines the creation of the League of Nations, the United Nations and its agencies, and the European Community - all of which have sprung from the domestic analogy. The Domestic Analogy and World Order Proposals makes an important contribution to the history of ideas about world order, exploring how this particular mode of reasoning about international relations has evolved against changing historical backgrounds.

Formal Theories in International Relations
AvMichael Nicholson,Steve Smithm. fl.

This book, first published in 1989, gives a critical account of formal international relations theory. That formal and mathematical methods can be applied to the study of international relations is often regarded with surprise, but the author demonstrates not only how these methods give insights into problems such as deterrence or arms races but also that the increase in the power of explanatory tools depends on the more rigourous development of theory along these lines. Mathematical methods have been applied to the study of international behaviour since the pioneering work of Lewis Fry Richardson in the 1920s and 1930s. However, it was in the post Second World War period that they became widespread. Dr Nicholson discusses the application of such methods as the theory of games to problems of relationships between states, catastrophe theory to the study of initiation of violence, and probability theory to the question of the probability of nuclear war.

From Polaris to Trident
The Development of US Fleet Ballistic Missile Technology
AvGraham Spinardi,Steve Smithm. fl.

This book provides a complete history of the US Fleet Ballistic Missile programme from its inception in the 1950s and the development of Polaris to the deployment of Trident II in 1990. Writing in an accessible yet scholarly manner, Graham Spinardi bases his historical documentation of FBM development on interviews with many of the key participants. His study confronts a central issue: is technology simply a tool used to achieve the goals of society, or is it an autonomous force in shaping that society? FBM accuracy evolved from the city-busting retaliatory capability of Polaris to the silo-busting 'first strike' potential of Trident. Is this a case of technology 'driving' the arms race, or simply the intended product of political decisions? The book provides a comprehensive survey of the literature looking at the role of technology in the arms race, and seeks to explain technological development using a 'sociology of technology' approach.

American Hegemony and the Trilateral Commission, first published in 1991, makes an original contribution to a subject of great interest to specialists and students of international relations and international political economy - the extent and nature of America as an international power and a hegemonic state up until the end of the 1980s. In examining the role of the USA in the post-war world order, Stephen Gill challenges arguments concerning the relative decline of American hegemony. He maintains that instead of equating hegemony with the dominance of one state over other states, one should redefine the question of hegemony in terms of the relationship between economic, military, cultural and political forces. Gill also develops a concept of transnational hegemony - the rise in the power of internationally mobile capital.

The Power of Power Politics
From Classical Realism to Neotraditionalism
AvJohn A. Vasquez,Steve Smithm. fl.

Skickas inom 5-8 vardagar
In this much-expanded edition of his classic study, John Vasquez examines the power of the power politics perspective to dominate inquiry, and evaluates its ability to provide accurate explanations of the fundamental forces underlying world politics. Part I of the book reprints the original 1983 text of The Power of Power Politics. It examines classical realism and quantitative international politics, providing an intellectual history of the discipline and an evaluation of statistical research guided by the realist paradigm. The second part provides six new chapters covering neorealism, post-modernism, the neotraditional research program on balancing, Mearsheimer's analysis of multipolarity and institutionalism, the debate on the end of the Cold War, and neoliberalism. Through the use of comparative case studies these chapters analyse the extent to which the realist paradigm has been progressive (or degenerating), empirically accurate, and remains a relevant and explanatorily powerful theoretical approach for our current era.

Simulating Sovereignty
Intervention, the State and Symbolic Exchange
AvCynthia Weber,Steve Smithm. fl.

Skickas inom 5-8 vardagar
In Simulating Sovereignty Cynthia Weber presents a critical analysis of the concept of sovereignty. Examining the justifications for intervention offered by the Concert of Europe, President Wilson's Administration, and the Reagan-Bush administrations, she combines critical international relations theory and foreign policy discourses about intervention to accomplish two important goals. First, rather than redefining state sovereignty, she radically deconstructs it by questioning the historical foundations of sovereign authority. Secondly, the book provides a critique of representation generally, and of the representation of the sovereign state in particular. This book is thus an original and important contribution to the understanding of sovereignty, the state and intervention in international relations theory.

United States Foreign Policy toward Africa
Incrementalism, Crisis and Change
AvPeter J. Schraeder,Steve Smithm. fl.
Häftad, Engelska, 1994
468 kr
Skickas inom 5-8 vardagar
In this book Peter Schraeder offers the first comprehensive theoretical analysis of US foreign policy toward Africa in the postwar era. He argues that though we often assume that US policymakers 'speak with one voice', Washington's foreign policy is, however, derived from numerous centres of power which each have the ability to pull policy in different directions. The book describes the evolution of policy at three levels: Presidents and their close advisors; the bureaucracies of the executive branch; and Congress and African affairs interest groups. Most importantly, the evidence presented demonstrates that the nature of events in Africa has itself affected the operation of the US policymaking process, and the substance of US policy. Drawing on over 100 interviews, and detailed case studies in Zaire, Ethiopia-Somalia and South Africa, this book provides a unique analysis of the historical evolution of US foreign policy towards Africa from the 1940s to the 1990s.

Rediscoveries and Reformulations
Humanistic Methodologies for International Studies
AvHayward R. Alker,Steve Smithm. fl.
Häftad, Engelska, 1996
631 kr
Skickas inom 5-8 vardagar
This book provides a distinctive and rich conception of methodology within international studies. From a rereading of the works of leading Western thinkers about international studies, Hayward Alker rediscovers a 'neo-Classical' conception of international relations which is both humanistic and scientific. He draws on the work of classical authors such as Aristotle and Thucydides; modern writers like Machiavelli, Vico, Marx, Weber, Deutsch and Bull; and post-modern writers like Havel, Connolly and Toulmin. The central challenge addressed is how to integrate 'positivist' or 'falsificationist' research styles within humanistic or interpretive ones. The author argues that appropriate, philosophically informed reformulations of conventional statistical and game-theoretic analyses are possible, and describes a number of humanistic methodologies for international relations, including argumentation analysis, narrative modeling, computational models of political understanding and reconstructive analysis.

A Duty to Lie
AvCharles Jones,Steve Smithm. fl.

Skickas inom 5-8 vardagar
E. H. Carr is widely remembered as an influential theorist of international relations. The scourge of inter-war idealists, he became the best-known Briton in a generation of predominantly American political realists. But Carr's realism differed greatly from that of his contemporaries: a vigorous advocate of social and economic planning and friend of the Soviet Union, he stood closer to Lenin than to Morgenthau. In this book Charles Jones makes sense of Carr's distinctive form of realism by examining his rhetoric and the reciprocal relationship between theory and policy-making in his writings. Close attention is paid to the period from 1936, when Carr left the Foreign Office, through his subsequent career as a one-man foreign ministry at Aberystwyth, the Ministry of Information, and above all The Times, culminating in the final frustration of his schemes for continued British world power in 1947.

The Restructuring of International Relations Theory
AvMark A. Neufeld,Steve Smithm. fl.
Häftad, Engelska, 1995
468 kr
Skickas inom 5-8 vardagar
In this book Mark Neufeld argues that the predominance of the positivist approach to the study of international politics has meant that theory committed to human emancipation remains poorly developed. He suggests that International Relations theory must move in a non-positivist direction, and takes recent developments in the discipline (including Gramscian, postmodernist, feminist and normative approaches) as evidence that such a shift is already under way. In a comprehensive treatment, he argues that the critical theory of the Frankfurt School can be used to reorient the study of world politics. Drawing on recent work in social and political theory, as well as International Relations, this book offers an accessible analysis of recent developments in the study of international politics.

The Emergence of Private Authority in Global Governance

Skickas inom 5-8 vardagar
The emergence of private authority has become increasingly a feature of the post-Cold War world. In The Emergence of Private Authority in Global Governance, leading scholars explore the sources, practices and implications of this erosion of the power of the state. They analyse and compare actors as diverse as financial institutions, multinational corporations, religious terrorists and organised criminals, and assess the potential for reversal of the situation. The themes of the book relate directly to debates concerning globalization and the role of international law, and will be of interest to scholars and students of international relations, politics, sociology and law.

The Globalization of Intellectual Property Rights
AvSusan K. Sell,Steve Smithm. fl.
Häftad, Engelska, 2003
634 kr
Skickas inom 5-8 vardagar
Susan K. Sell's book shows how power in international politics is increasingly exercised by private interests rather than governments. In 1994 the WTO adopted the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), which dictated to states how they should regulate the protection of intellectual property. This book argues that TRIPS resulted from lobbying by twelve powerful CEOs of multinational corporations who wished to mould international law to protect their markets. This book examines the politics leading up to TRIPS, the first seven years of its implementation, and the political backlash against TRIPS in the face of the HIV/AIDS crisis. Focusing on global capitalism, ideas, and economic coercion, this work explains the politics behind TRIPS and the controversies created in its wake. It is a fascinating study of the influence of private interests in government decision-making, and in the shaping of the global economy.

Deterrence Now
AvPatrick M. Morgan,Steve Smithm. fl.

Skickas inom 5-8 vardagar
Patrick Morgan's authoritative study revisits the place of deterrence after the Cold War. By assessing and questioning the state of modern deterrence theory, particularly under conditions of nuclear proliferation, Morgan argues that there are basic flaws in the design of the theory that ultimately limits its utility. Given the probable patterns of future international politics, he suggests that greater attention be paid to 'general' deterrence as opposed to 'immediate' deterrence and to examining the deterrent capabilities of collective actors such as NATO and the UN Security Council. Finally he contends that the revolution in military affairs can promote less reliance on deterrence by retaliatory threats, support better collective management of peace and security and permit us to outgrow nuclear and other weapons of mass destruction. This new major work builds upon Patrick Morgan's landmark book, Deterrence (1983).

European Conquest and the Rights of Indigenous Peoples
The Moral Backwardness of International Society
AvPaul Keal,Paul Kealm. fl.
Häftad, Engelska, 2003
557 kr
Skickas inom 5-8 vardagar
Paul Keal examines the historical role of international law and political theory in justifying the dispossession of indigenous peoples as part of the expansion of international society. He argues that, paradoxically, law and political theory can now underpin the recovery of indigenous rights. At the heart of contemporary struggles is the core right of self-determination, and Keal argues for recognition of indigenous peoples as 'peoples' with the right of self-determination in constitutional and international law, and for adoption of the Draft Declaration on the Rights of Indigenous Peoples by the General Assembly. He asks whether the theory of international society can accommodate indigenous peoples and considers the political arrangements needed for states to satisfy indigenous claims. The book also questions the moral legitimacy of international society and examines notions of collective guilt and responsibility.

International Protection Regimes in International Society
AvBruce Cronin,Steve Smithm. fl.
Häftad, Engelska, 2003
413 kr
Skickas inom 5-8 vardagar
The protection of domestic populations by international institutions is both an anomaly and an enduring practice in international relations. It is an anomaly because in a system of sovereign states, the welfare of individuals and groups falls outside traditional definitions of state interest. Yet since the evolution of the nation-state system, collectivities of states have sought to protect religious minorities, dynastic families, national minorities, ethnic communities, individual citizens and refugees. Cronin explains this phenomenon by developing a theory that links international stability with the progress of a cohesive international order. His book examines how states attempt to provide for international stability by creating International Protection Regimes - multilateral institutions designed to protect clearly defined classes of people within sovereign states. It argues that in the aftermath of major systemic changes states try to create international orders by regulating the relationship between governments and their populations, particularly in newly-formed and reorganized states.

Political Realism in International Theory
AvRoger D. Spegele,Steve Smithm. fl.
Inbunden, Engelska, 1996

Skickas inom 5-8 vardagar
In this 1996 book Roger Spegele argues that in the past international theorists have failed to recognise that there is not one conception of international relations, subdivided into different theories and approaches, but at least three wholly different conceptions of the subject. Though scholars are increasingly prepared to accept this, there is still no consensus about what to call these conceptions, how to describe them, and why they should be studied. This book attempts to fill this gap. The author first examines two conceptions of IR - positivism-empiricism and emancipatory international relations - which challenge political realism. He then defends a revised version of realism, called 'evaluative political realism', from challenges arising from its rivals, with the aim of defining a conception of political realism which is coherent, viable, and attractive.

Arms and the State
Patterns of Military Production and Trade
AvKeith Krause,Steve Smithm. fl.
Häftad, Engelska, 1995
557 kr
Skickas inom 5-8 vardagar
This book analyses the structure and motive forces that shape the global arms transfer and production system. The author distinguishes three tiers of arms producers, defined by such factors as defence production base, military research and development capabilities, and dependence upon arms exports. These factors interact with underlying political, economic, and military motivations to drive states to produce and export arms, and provide the force which directs the international trade in arms. The author discusses the United States and the Soviet Union, the European arms suppliers, and the emerging arms producers of the developing world. Although it concentrates on the contemporary period, the book covers a wide historical span, from the development of military technologies in the fifteenth and sixteenth centuries to twentieth-century revolutions in weaponry. By focusing on the processes of technological innovation and diffusion, the author shows the evolutionary nature of the spread of military technologies, and situates the current arms transfer system in a broad historical context.

Justice and the Genesis of War
AvDavid A. Welch,Steve Smithm. fl.

Skickas inom 5-8 vardagar
Studies of the causes of wars generally presuppose a 'realist' account of motivation: when statesmen choose to wage war, they do so for purposes of self-preservation or self-aggrandizement. In this book, however, David Welch argues that humans are motivated by normative concerns, the pursuit of which may result in behaviour inconsistent with self-interest. He examines the effect of one particular type of normative motivation - the justice motive - in the outbreak of five Great Power wars: the Crimean war, the Franco-Prussian war, World War I, World War II, and the Falklands war. Realist theory would suggest that these wars would be among the least likely to be influenced by considerations other than power and interest, but the author demonstrates that the justice motive played an important role in the genesis of war, and that its neglect by theorists of international politics is a major oversight.

State Sovereignty as Social Construct
AvThomas J. Biersteker,Cynthia Weber
Inbunden, Engelska, 1996
1 737 kr
Skickas inom 5-8 vardagar
State sovereignty is an inherently social construct. The modern state system is not based on some timeless principle of sovereignty, but on the production of a normative conception which links authority, territory, population (society, nation), and recognition in a unique way, and in a particular place (the state). Attempting to realize this ideal entails a great deal of hard work on the part of statespersons, diplomats, and intellectuals. The ideal of state sovereignty is a product of the actions of powerful agents and the resistances to those actions by those located at the margins of power. The unique contribution of this book is to describe, theorize, and illustrate the practices which have socially constructed, reproduced, reconstructed, and deconstructed various sovereign ideals and resistances to them. The contributors analyse how all the components of state sovereignty - not only recognition, but also territory, population, and authority - are socially constructed and combined in specific historical contexts.
