We would like to welcome you to the proceedings of the workshops held in conjunction with the 23rd International Conference on Conceptual Modeling (ER 2004). The objective of the workshops associated with ER 2004 was to give p- ticipants the opportunity to present and discuss emerging hot topics related to conceptual modeling, thereby adding new perspectives to conceptual mod- ing. To meet the objective, we selected six workshops with topics on conceptual modelingforWebinformationintegration,digitalgovernment,GIS,changem- agement, e-business, and agent technology. Some of these workshopswere brand new while others had been held in conjunction with ER conferences as many as ?ve times. They are: 1. 1stInternationalWorkshoponConceptualModel-DirectedWebInformation Integration and Mining (CoMWIM 2004) 2. 1st International Workshop on Digital Government: Systems and Techno- gies (DGOV 2004) 3. 1st International Workshop on Conceptual Modeling for GIS (CoMoGIS 2004) 4. 3rd International Workshop on Evolution and Change in Data Management (ECDM 2004) 5. 1st International Workshop on Conceptual Modelling for Agents (CoMoA 2004) 6.5th International Workshop on Conceptual Modeling Approaches for E-Business (The Model-Driven Design Value Proposition) (eCOMO 2004) These six workshops received 38, 16, 58, 21, 17, and 13 papers, respectively. Following the philosophy of the ER workshops, the selection of contributions was very carefully carried out in order to keep the excellent standard; 13, 6, 16, 8, 7, and 6 papers were accepted by the six workshops, respectively, with acceptance rates 34%, 37%, 27%, 38%, 41%, and 46%, respectively.

On behalf of the Organizing Committee, we would like to welcome you to the proccedings of the 23rd International Conference on Conceptual Modeling (ER 2004). This conference provided an international forum for technical discussion on conceptual modeling of information systems among researchers, developers and users. This was the third time that this conference was held in Asia; the ?rst time was in Singapore in 1998 and the second time was in Yokohama, Japan in 2001. China is the third largest nation with the largest population in the world. Shanghai, the largest city in China and a great metropolis, famous in Asia and throughout the world, is therefore a most appropriate location to host this conference. This volume contains papers selected for presentation and includes the two keynote talks by Prof. Hector Garcia-Molina and Prof. Gerhard Weikum, and an invited talk by Dr. Xiao Ji. This volume also contains industrial papers and demo/poster papers. Internet postings by vocal citizens to the Web sites of the news media, governmento?ces, and elected g- ernment o?cials are impacting government policies and swaying the opinions of other citizens. The 22nd International Conference on Conceptual Modeling (ER 2003) returned to Chicago after an absence of 18 years. Chicago, a city well known for its trendsetting and daring architecture, has met the new century with a renewed commitment to open public spaces and human interaction. Thus it provided a ?tting venue for ER 2003, the scope of which was expanded to encompass all aspects of conceptual modeling in order to deal with constantly changing information technology and business practices and to accommodate a new openness in connecting systems to each other and to human users. The ER 2003 Program Co-chairs, Il-Yeol Song, Stephen Liddle, and Tok Wang Ling, along with an outstanding Program Committee assembled one of the ?nest technical programs of this conference series. In keeping with the tradition of previous ER conferences, the program for ER 2003 also included four preconference workshops, two preconference tutorials, two conference tutorials, two panels, and a demos and poster session. The Program Co-chairs, ´ as well as Manfred Jeusfeld and Oscar Pastor (Workshop Co-chairs), Ee-Peng Lim and Tobey Teorey (Tutorial Co-chairs), Avigdor Gal and Elisa Bertino (Panel Co-chairs), and Heinrich Mayr (Demos and Poster Chair), deserve our appreciation for an excellent job. During the past several years, the world has entered the first phase of the Internet Revolution. Investors showed confidence and faith in the prospects of the Internet driven economy. In the US alone, some 30,000 dot com companies have sprung up to support electronic commerce with a wide variety of business models, technologies, and/or items or services to sell or even give away. Traditional businesses, so called brick and mortar, or offline, businesses, have started to respond to challenges by Internet based new competitors by augmenting their own businesses with Internet based, or online, businesses and/or filing lawsuits against them. The initial business to consumer orientation of electronic commerce is giving way to business to business commerce, with large corporations forming electronic exchanges or consortia to conduct commerce among members. Government, industry, and civic groups have started addressing social issues related to the Internet, such as taxation on electronic commerce, privacy, intellectual property rights, security, hacking, cyber crimes, digital divide, etc. Governments have started legitimizing electronic signatures and stepping up efforts to track down perpetrators of cyber crimes. The courts have started to wrestle with issues of privacy, intellectual property rights, crimes, and impediments to Internet driven economy.
