Two main issues dominate the debates surrounding the Pacific region today: prosperity and peace. Why have parts of the Asian/Pacific side grown so quickly while other parts of the Pacific, much of Latin America, Africa and other areas have not? How have these changes altered the international system of security? This volume, part of the series "The Annals of the American Academy of Political and Social Science", offers an in-depth examination of these debates, as well as providing a better understanding of the changes taking place within the region and giving rise to new ways of integrating classic variables into arguments that permit deeper analysis.

Each year, more than 1,000 Americans are killed in police-citizen encounters. Fatal police shootings have become commonplace, and their unfortunate frequency continues to shape the public’s perceptions of and individuals’ experiences with safety, legislation, and justice. This volume of The ANNALS sheds new light on fatal police shootings, the institutional practices that perpetuate them, and the policy changes needed to stop their recurrence. Featuring contributions from an interdisciplinary group of scholars, this volume offers timely insight into fatal police shootings and provides a wide range of interventions with the potential to prevent them.

One’s ability to manage the trials of poverty depends on their networks—the relationships, support, information, and resources they cultivate from them. Social ties come with obligations; whether networks ultimately help or hinder those living in poverty remains in question. This volume of The ANNALS examines the uncertain role of network systems in the context of low-income populations in the 21st century. Applying new fieldwork from subject experts across the globe, this volume highlights networks and the complex relationships that shape them, the local organizations that foster them, and the policy changes needed to bolster their value in times of economic distress.

Persistently high rates of youth unemployment have been a global concern for more than two decades. One in five young people is not currently in education, employment, or training; and women, minorities, and individuals in lower socioeconomic populations are among the most vulnerable to becoming unemployed. This volume of The ANNALS examines the causes, patterns, and consequences of labor market uncertainties for young adults around the world. Focusing on regional inequalities and widespread trends, this volume both highlights the importance of youth integration into labor markets and outlines policy changes that are crucial for this integration to be successful.

As the number of migrants, refugees, and asylum seekers across the globe has grown, intense debate has emerged about how long and how well these groups integrate into host countries. This integration is complex, and most prior studies have captured only parts of the process. This volume of The ANNALS sheds light on this complexity, collating studies on different forms of integration and highlighting the ways in which local policies and institutions can enhance integration outcomes. Considering the varied integration timelines of refugee and immigrant groups, this volume bolsters our understanding of the lived experiences of those seeking refuge and illuminates the role that local action can play in successful integration.

For the past two decades, state and federal governments have seen a significant increase in evidence-based policymaking, which has allowed them to develop effective programs and improve existing ones. The field of evidence-based policy comprises several subdivisions, representing distinct approaches to generating and using evidence. While there is still a ways to go before the field proves consistent in improving the nation’s policies, the research presented here shows that the field is not to be overlooked, and can have positive implications for the future of policy in our nation. This volume of The ANNALS provides a survey of the field of evidence-based practices and policymaking through papers written by the some of its most notable practitioners, including two U.S. senators and one of the original developers and implementers of the Pay for Success program model. The research in this volume provides a unique overview of the field of evidence-based policy, and demonstrates the benefits of this approach to policy-makers and the public alike.
