This book evaluates the extent to which the Responsibility to Protect (R2P) has consolidated as a norm in international society.A consolidated norm in international society is defined here as a regularised pattern of behaviour that is widely accepted as appropriate within a given social context. The analysis is based on the assumption that the R2P could be regarded as a consolidated norm if it were applied consistently when genocide and other mass atrocities occur; and if international responses routinely conformed to the core principles inherent in the R2P: seeking government consent, multilateralism, prevention and regionalism. This book employs Finnemore and Sikkink’s norm lifecycle model to determine the putative norm’s degree of consolidation, with in-depth case studies of the international responses to crises in Darfur and Kenya serving to illuminate the findings. It advances the argument that, whilst the R2P had fully emerged as a prospective norm by 2005, it has not yet fully consolidated as an international norm. The R2P has been remarkably successful at pervading the international discourse but has been somewhat less successful at consistency in implementation in terms of adherence to its core principles as outlined above (the qualitative dimension of the R2P). Furthermore, it has been least successful, to date, in terms of consistency across cases in terms of resolve and tenacity. The volume concludes with a reflection on the norm's progress so far, and its prospects for further consolidation, assuming the R2P continues on its current trajectory.This book will be of much interest to students of the Responsibility to Protect, humanitarian intervention, international law, security studies and IR.

This book analyzes the Responsibility to Protect (R2P) in the context of the conflict in Darfur, using detailed empirical evidence.The volume traces Darfur’s evolution from forgotten conflict to a major global cause and back to obscurity. The emergence of a far-reaching international response to the war in Darfur began in 2004 and included the most influential international advocacy movement since the anti-apartheid campaign and one of the world’s largest peacekeeping missions. The book analyzes how Darfur slid back into international obscurity after 2011, despite ongoing violence against civilians and the continued risk of conflict escalation following Omar al-Bashir’s ousting in April 2019. Based on an analysis of more than 100 interviews and over 1,000 media reports, the book examines one of the most pressing questions related to the R2P: why do some situations of mass atrocities cause an international outcry, while others are met with complacency and silence? This book reveals why the UN is more successful than unilateral great powers in protecting civilians from violence, and focuses on the discourse, development and consequences of UN peacekeeping. Analysing statistics of state fragility and fatalities of violence, it reveals that the UN has managed to save tens of thousands of lives with its peacekeeping: a surprising statistic given the media consensus about the UN’s powerlessness and inefficiency. Using computer-assisted discourse analysis of resolutions from the UN Security Council, 1993-2019, the book offers data that describe the character and development of UN approach to the protection of civilians from violence. It then links the data to the statistics of conflict fatalities and state fragility to reveal, by means of qualitative and quantitative analysis, when, where, how and why the UN has been successful at protecting civilians. Two reasons for the UN’s success are highlighted in the book as being statistically most significant. First, the organization offers local ownership to peaceful solutions by considering conflicting parties as the primary agents of protection. Second, the UN approach is much less power-oriented than unilateral approaches by the great powers: protection for the UN does not mean deterrence or destruction, but rather, support for local protectors of civilians. However, strong great power influence on such operations tends to weaken UN’s ability to save lives.This book will be of much interest to students of humanitarian intervention, peacekeeping, human rights and International Relations in general.

This volume examines the ongoing construction of the Responsibility to Protect (R2P) doctrine, elaborating on areas of both consolidation and contestation.The book focuses on how the R2P doctrine has been both consolidated and contested along three dimensions, regarding its meaning, status and application. In the aftermath of the disputed presidential election on 27 December 2007, Kenya descended into its worst crisis since independence. The 2007-08 post-election crisis in Kenya was among the first situations in which there was an appeal to both the responsibility to protect and a responsibility to prosecute. Despite efforts to ensure compatibility between R2P and the ICC, the two were far from coherent in this case, as the measures designed to protect the population in Kenya undermined the efforts to prosecute perpetrators. This book will highlight how the African Union-sponsored mediation process effectively brought an end to eight weeks of bloodshed, while simultaneously entrenching those involved in orchestrating the violence. Having secured positions of power, politicians bearing responsibility for the violence set out to block prosecutions at both the domestic and international levels, eventually leading the cases against them to unravel. This book provides an innovative contribution to the study of the Responsibility to Protect and Kantian political theory.The Responsibility to Protect (R2P) doctrine has been heralded as the new international security norm to ensure the protection of peoples against genocide, ethnic cleansing, war crimes and crimes against humanity. Yet, for all of the discussion, endorsements and reaffirmations of this new norm, R2P continues to come under fire for its failures, particularly, and most recently, in the case of Syria. This book argues that a duty to protect is best considered a Kantian provisional duty of justice. The international system ought to be considered a state of nature, where legal institutions are either weak or absent, and so duties of justice in such a condition cannot be considered peremptory. This book suggests that by understanding the duty’s provisional status, we understand the necessity of creating the requisite executive, legislative and judicial authorities. This book examines the attitudes of political, military and non-state actors towards the idea of a UN Emergency Peace Service, and the issues that might affect the establishment of this service in both theory and practice. The United Nations Emergency Peace Service (UNEPS) is a civil society-led idea to establish a permanent UN service to improve UN peace operations as well as to operationalise the emerging norm of the ‘responsibility to protect’ civilians from atrocity crimes. The UNEPS proposal has received limited support. The book argues that interest in, and support for, the UNEPS proposal is determined by perceptions that it would erode state sovereignty, the extent to which the principles of the proposal are consistent with actors’ views on the world and perceptions on whether UNEPS will realistically be capable of contributing to the workings of the UN and regional peacekeeping systems in areas that are seen to be deficient. This book makes the case for localising the UNEPS proposal so that it is more consistent with attitudes of those consulted for this research. It concludes that the development of a series of less ambitious proposals could be the first steps to creating a rapidly deployable service with the mandate to prevent atrocity crimes. This volume is a collection of the key writings of Professor Ramesh Thakur on norms and laws regulating the international use of force. The adoption of the Responsibility to Protect (R2P) principle by world leaders assembled at the UN summit in 2005 is widely acknowledged to represent one of the great normative advances in international politics since 1945. The author has been involved in this shift from the dominant norm of non-intervention to R2P as an actor, public intellectual and academic and has been a key thinker in this process. This book studies regional approaches to the Responsibility to Protect (R2P) in Europe and West Africa. The work assesses how and to what extent the European Union (EU) and the Economic Community of West African States (ECOWAS) have internalised the norm, both generally, in institutions, policies, and programs and specifically, in crisis situations of R2P concern, such as the 2011 Libyan crisis and 2012 Malian crisis. It provides a historical analysis of how the two regional organisations have dealt with questions of sovereignty, security, and human rights since their founding, as well as an analysis of some of the European and West African roots of the R2P norm. This reflects the notion that global norms are often informed by local and regional practices and that this needs to be recognised in order to fully understand regional responses to alleged global norms. The book uses process tracing to trace the regional internalisation of R2P and has benefited from qualitative research interviews with EU- and ECOWAS-stakeholders. One of the key findings is that ECOWAS and West Africa have delivered a key contribution to the norm construction of R2P, a finding insufficiently recognised in the current literature. This book will be of much interest to students of the Responsibility to Protect, EU human rights and foreign policy, African politics, security studies, and International Relations in general.

This volume examines the ongoing construction of the Responsibility to Protect (R2P) doctrine, elaborating on areas of both consolidation and contestation.The book focuses on how the R2P doctrine has been both consolidated and contested along three dimensions, regarding its meaning, status and application. The first focuses on how the R2P should be understood in a theoretical sense, exploring it through the lens of the International Relations constructivist approach and through different toolkits available to conventional and critical constructivists. The second focuses on how the R2P interacts with other normative frameworks, and how this interaction can lead to a range of effects from mutual reinforcement and co-evolution through to unanticipated feedback that can undermine consensus and flexibility. The third focuses on how key state actors – including the United States, China and Russia – understand, use and contest the R2P. This edited volume examines the multifaceted impact of the COVID-19 pandemic on peoples and states in East Asia. The book brings together selected case studies in Southeast Asia and the wider East Asian region that analyse how states in the region have responded to the pandemic and its multi-dimensional threats to human security, including risks of atrocity crimes. In the context of protecting human security and upholding the Responsibility to Protect (R2P), the work analyses how such a consequential crisis has compounded socio-economic and political problems, exacerbated societal fault lines, and created new types of risks for people’s safety and security. Using the United Nations Framework of Analysis for Atrocity Crimes: A Tool for Prevention, the book presents seven case studies that identify relevant risks factors confronting selected countries and the extent to which the global pandemic has magnified and/or exacerbated such risks for affected populations. This book contributes to existing debates on the Responsibility to Protect (R2P) by demonstrating new advocacy strategies and the greater interconnectedness of various R2P proponents. In 2021, the UN General Assembly adopted a new resolution on R2P, which reaffirmed its commitment from the 2005 World Summit Outcome and put R2P on the annual agenda. For many R2P proponents, this was another manifestation of worldwide R2P relevance and of growing support among UN members to protect people from genocide, war crimes, ethnic cleansing and crimes against humanity. Yet the existing crises in Myanmar, Venezuela, Belarus, Syria and many others revealed the widening gap between the discourse and practice. This book aims to find out what keeps the concept alive despite its indisputable pitfalls. In contrast to existing studies that treat the R2P endorsement or contestation as intertwined processes of norm evolution, it argues that the status of R2P has been accomplished by the conscious politics of its advocates operating in complex global networks. As such, the book puts emphasis on the agency of R2P champions and examines who keeps the idea resonating and how they manage to preserve its worldwide relevance. Rather than proposing a new model of advocacy, the book aims to pinpoint the politics of R2P's circulation, the importance of individual R2P champions and their interconnectedness through innovative forms of cooperation within complex networks. This book provides a systematic analysis of reform measures aimed at strengthening the implementation of the ‘Responsibility to Protect’ (R2P) doctrine, utilising a cosmopolitan lens.In 2005, member states of the United Nations (UN) accepted a ‘Responsibility to Protect’ against four mass atrocity crimes: genocide, crimes against humanity, war crimes, and ethnic cleansing. Despite this commitment, mass atrocities remain a pervasive aspect of the international landscape. In addressing R2P reform, the book utilises a ‘transitional cosmopolitan’ lens. The aim of this transitional cosmopolitan approach is to promote incremental progress towards solving moral problems by operating within particular contexts and practical barriers to change. Three areas for reform are explored: the UN Security Council P5’s power of veto, to prevent the veto obstructing timely and decisive R2P response action; the powers of the UN General Assembly as an alternative means for responding to mass atrocity situations; and the establishment of an ‘R2P Commission’ to hold states accountable for their R2P commitments. These are not advocated as the definitive areas for R2P reform. However, each of the recommendations made can contribute at least some positive progress towards a more cosmopolitan application of the R2P that would help in curbing mass atrocity and improving the protection of fundamental human rights.This book will be of much interest to students of the Responsibility to Protect, genocide, humanitarian protection, and International Relations in general.
