Volume I of The Official History of the UK Strategic Nuclear Deterrent provides an authoritative and in-depth examination of the British government’s strategic nuclear policy from 1945 to 1964.Written with full access to the UK documentary record, this volume examines how British governments after 1945 tried to build and then maintain an independent, nationally controlled strategic nuclear capability, and the debates this provoked in official circles. Against a background of evolving British ideas about deterrence during the Cold War, it focuses on the strategic, political and diplomatic considerations that compelled governments, in the face of ever-increasing pressures on the defence budget, to persist in their efforts to develop nuclear weapons and to deploy a credible nuclear force, as the age of the manned bomber gave way to the ballistic missile. Particular attention is given to controversies over the portion of the defence budget devoted to the deterrent programme, the effects of the restoration of Anglo-American nuclear collaboration after 1958, increasing reliance on the United States for nuclear delivery systems, the negotiations that led to the Nassau Agreement of 1962 and the supply of Polaris, and discussions within the Western Alliance over the control of nuclear forces. By the time of the October 1964 election, when this volume concludes, previous dismissal of the prospects for successful ballistic missile defence were giving way to growing doubts over the long-term effectiveness of the Polaris system in its role as an independent deterrent, several years before it was due to enter service with the Royal Navy. Having decided to preserve the Polaris programme, Labour ministers were nevertheless committed not to develop another generation of nuclear weapons beyond those in the pipeline, placing major doubts over the long-term future of the nuclear programme and collaboration with the United States. Defence planners also became increasingly concerned that the deployment of Soviet anti-ballistic missile (ABM) defences around Moscow threatened to undermine the ability of Polaris to fulfil its role as a national strategic nuclear deterrent. During 1967, under heavy pressures to control defence spending, a protracted debate was conducted within Whitehall over the future of Polaris and how to respond to the evolving ABM challenge. The volume concludes with Labour’s defeat at the general election of June 1970, by which time the Royal Navy had assumed the nuclear deterrent role from the RAF, and plans had already been formulated for a UK project to improve Polaris which could both ensure its continuing credibility and rejuvenate the Anglo-American nuclear relationship. This book is the first history of UK economic intelligence and offers a new perspective on the evolution of Britain's national intelligence machinery and how it worked during the Cold War.British economic intelligence has a longer pedigree than the Joint Intelligence Committee (JIC) and was the vanguard of intelligence coordination in Whitehall, yet it remains a missing field in intelligence studies. This book is the first history of this core government capability and shows how central it was to the post-war evolution of Whitehall's national intelligence machinery. It places special emphasis on the Joint Intelligence Bureau and Defence Intelligence Staff - two vital organisations in the Ministry of Defence underpinning the whole Whitehall intelligence edifice, but almost totally ignored by historians.Intelligence in Whitehall was not conducted in a parallel universe. This contrasts with the conventional wisdom which accepts the uniqueness of intelligence as a government activity and is symbolised by the historical profile of the JIC. The study draws on the official archives to show that the mantra of the existence of a semi-autonomous UK intelligence community cannot be sustained against the historical evidence of government departments using the machinery of government to advance their traditional priorities. Rivalries within and between agencies and departments, and their determination to resist any central encroachment on their authority, emasculated a truly professional multi-skilled capability in Whitehall at the very moment when it was needed to address emerging global economic issues. A need to curb the rising prison population initially focussed on developing alternatives to prison and a new system of parole; however, their relative ineffectiveness led to sentencing becoming the key to penal reform. A slackening of faith in rehabilitation led to pressure for greater emphasis on humane containment and the rebalancing of security, order and justice in prison regimes. Thus, 1991 was the climactic year for what became largely unfulfilled hopes for lasting penal reform. Escapes, riots and prison occupations were prime catalysts for changes, often highly contentious, in penal policymaking. Notably, there was no simple equation between political party, minister and policy choice. Both Labour and Conservative governments had distinctly liberal Home Secretaries and, after 1992, both parties took a more punitive approach.This book will be of much interest to students of criminology and British history, politics and law.

Volume II of The Official History of Criminal Justice in England and Wales traces, for the first time, the genesis and early evolution of two principal institutions in the criminal justice system, the Crown Court and the Crown Prosecution Service.This volume examines the origins and shaping of two critical institutions: the Crown Court, which rose from the ashes of the Courts of Assize and Quarter Sessions; and the Crown Prosecution Service which replaced a rather haphazard system of police prosecuting solicitors. The 1971 Courts Act and the 1985 Prosecution of Offences Act were to reconfigure the architecture of criminal justice, transforming the procedures by which people were charged, prosecuted and, in the weightier cases demanding a judge and jury, tried in the criminal courts of England and Wales. One stemmed from a crisis in a medieval system of travelling justices that tried people in the wrong places and for inadequate lengths of time. The other was precipitated by a scandal in which three men were wrongly convicted for the murder of a bisexual prostitute. Secrecy and the Media is the first book to examine the development of the D-Notice system, which regulates the UK media's publication of British national security secrets. It is based on official documents, many of which have not previously been available to a general audience, as well as on media sources.From Victorian times, British governments have consistently seen the need, in the public interest, to prevent the media publishing secret information which would endanger national security. The UK media have meanwhile continuously resisted official attempts to impose any form of censorship, arguing that a free press is in the public interest. Both sides have normally seen the pitfalls of attempting to resolve this sometimes acrimonious conflict of interests by litigation, and have together evolved a system of editorial self-regulation, assisted by day-to-day independent expert advice, known colloquially as the D-Notice System. The book traces the development of this system from nineteenth-century colonial campaigns, through two world wars, to modern operations and counter-terrorism in the post-Cold War era, up to the beginning of the Labour government in 1997. Examples are drawn from media, political and official sources (some not yet open), and cover not only defence issues (including Special Forces), but also the activities of the secret intelligence services MI5, MI6 and GCHQ. These cases relate principally to the UK, but also to American and other allies’ interests. This is Volume II of Professor Parker's authoritative Official History of Privatisation, covering the period from the re-election of Margaret Thatcher in 1987 to the election of Tony Blair in 1997.Volume II considers in detail several of the major privatisations, including those of airports, steel, water, electricity, coal and the railways, as well as a number of smaller ones. Each privatisation involved major challenges in terms of industrial restructuring, organising successful sales and, in a number of cases, establishing effective regulatory regimes. The policy evolved and new methods of selling and regulating were put in place that enabled further disposals to occur. Monolithic nationalised industries with their emphasis on the benefits of economies of scale, vertical integration and rationalisation, were replaced by industrial structures rooted in the importance of commercial management, risk taking and competition. In government departments and parts of the National Health Service, direct employees were replaced by private contractors, and private investment became a characteristic of public infrastructure in the form of PFI/PPP schemes. This study draws heavily on the official records of the British government, to which the author was given full access and on interviews with the leading figures involved in each of the privatisations, including ex-ministers, civil servants, business and City figures, as well as academics that have studied the subject. SOE in France was first published in 1966, followed by a second impression with amendments in 1968. Since these editions were published, other material on SOE has become available. It was, therefore, agreed in 2000 that Professor Foot should produce a revised version.
