This book presents an innovative approach to research in International Relations by examining 12 theoretical contributions to the field as competing narrative bids. It demonstrates the pervasive nature of storytelling and considers narratives as a means of causal explanation in the human sciences.By introducing four classic literary plot structures with their respective characters, events, moods and denouements, the book divides IR literature into tragedies, romances/epics, comedies and ironic/satirical stories. For each plot type, its characteristic features, logic and appeal are first reprised through some well-known prose examples before being employed in the analysis of major IR texts. Small states are dependent on the economic, political, and societal shelter provided by larger states and international organizations to survive and prosper. Iceland provides an ideal case study for shelter theory, due both to its smallness as compared with its larger neighbouring states, as well as its status as both an entity and then as a state. That Iceland has historically been so isolated, relative to other small European states, also makes it easier to trace the country’s interactions with other actors, since the impact of each interaction can be measured more definitively thus broadening the theory’s validity and offering new insights into its operations. The contributors to this volume focus on the extent of Iceland’s external engagement with other states and the domestic consequences of this interaction. Societal shelter, in terms of transfer of norms and values, is as of much importance as economic and political shelter. By unpacking the structure of Iceland’s external relations, this book demonstrates both the size-related disadvantages and the unique needs of small states to evaluate, explain, and predict small state behaviour. This book reinvigorates the governmentality debate in International Relations (IR) by stressing the interconnectedness between governmentality and globality.It addresses a widening gap in the social sciences and humanities by reconciling Michel Foucault’s concept of "governmentality" with global politics. The volume assembles leading scholars who draw attention to the importance of approaching governmentality in IR from the perspective of globality, and thereby suggests to consider governmentality and globality as fundamentally entangled. Accordingly, the contributors engage in a multifaceted debate about the relationship of governmentality and globality, relating their views to the proposition that globality cannot be equated with the international level and should rather be considered as a genuine context of its own requiring distinct consideration. To get a better sense of power dynamics in global politics, this book presents an innovative theoretical framework, combining a critical engagement with, and further development of, Michel Foucault’s governmentality on the one hand, and the theory of world society of the Stanford School of Sociology on the other. Making an original contribution to academic debates about power and global political order, this book develops a comprehensive theoretical perspective on power relations and political dynamics. The book starts from the presupposition that any theoretical engagement of that kind requires nuanced empirical study as well. It therefore analyzes the dynamics of world-societal order in the concrete empirical example of Palestine, and raises the question of how its political and societal order comes into existence. The author argues that governmentality represents a fundamental pattern of political order in world society that also profoundly affects power dynamics in Palestine. This insight has two important implications: First, power relations do not follow dichotomous distinctions such as international/domestic or global/local, but manifest themselves within world society. Second, therefore, order that comes into existence in Palestine needs to be understood as world-societal order.Offering a comprehensive understanding of power relations and patterns of political order(ing) embedded in world society, the book provides a deeper understanding of the complex dynamics that contribute to the political and societal order of Palestine. The international system is becoming increasingly legalized, with legal arguments and legal advisors playing an increasingly important part in the state policymaking process. Presenting a practice-oriented theory of compliance with international law, this book shows how international law affects the behavior of increasingly lawyerized states in an ever more legalized world. By highlighting the legalization of international legitimation and the lawyerization of policymaking as the new engines of compliance, the book’s analytical framework rethinks the relationship between state behavior and international law, and provides an empirical focus on security through the study of NATO’s military intervention in Yugoslavia in 1999 and the changes in the US detention and interrogation programs in the "War on Terror." The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. Claims of inter-state ‘specialness’ are commonplace in international politics. But how do some relationships between states come to be seen and categorized as ‘special’ in the first place? And what impact, if any, do recurring public representations of specialness have on states’ political and diplomatic interaction?While much scholarly work exists on alleged instances of special relationships, and on inter-state cooperation and alliances more generally, little systematic and theory informed research has been conducted on how special relationships evolve and unfold in practice. This book offers such a comprehensive study. Theorizing inter-state relations as ongoing social processes, it makes the case for approaching special relationships as constituted and upheld through linguistic representations and bilateral interaction practices. Haugevik explores this claim through an in-depth study of how the bilateral relationship most frequently referred to as ‘special’ – the US-British – has unfolded over the last seventy years. This analysis is complemented with a study of Britain’s relationship with a more junior partner, Norway, during the same period. The book offers an original take on inter-state relations and diplomacy during the Cold War and after, and develops an analytical framework for understanding why some state relationships maintain their status as ‘special’, while others end up as ‘benignly neglected’ ones.

At the turn of the millennium, and now after the fall of the Berlin wall, the best way to map the trajectories of contemporary international relations is hotly contested. Is the world more or less ordered than during the cold war? Are we on the way to a neo-liberal era of free markets and global governance, or in danger of collapsing into a new Middle Ages? Are we on the verge of a new world order or are we slipping back into an old one?These issues are amongst those that have dominated International Relations Theory in the late 1980s and 1990s, but they have their roots in older questions both about the appropriate ways to study international relations and about the general frameworks and normative assumptions generated by various different methodological approaches. This book seeks to offer a general interpretation and critique of both methodolgical and substantive aspects of International theory, and in particular to argue that International Relations theory has seperated itself from the concerns of political theory more generally at considerable cost to each.Focussing intially on the 'problem of order' in international politics, the book suggests that International Relations theory in the twentieth century had adopted two broad families of approaches, the first of which seeks to find ways of 'managing' order in international relations and the second of which seeks to 'end' the problem of order. It traces three specific sets of responses to the problem of order within the first approach, which emphasize 'balance', 'society' and 'institutions' and outlines two responses within the second grouping, an emphasis on emancipation and an emphasis on limits. Finally, the book assesses the state of International Relations theory today and suggests an alternative way of reading the problem of order which generates a different trajectory for theory in the twenty first century.
