This book describes and analyses the 2003 British Airways (BA) Customer Service Agents’ (CSA) 24-hour unofficial strike. It examines the lead up to the dispute, in which negotiations failed to reach an agreement over the launch of BA’s Automatic Time Recording and Integrated Airport Resource Management systems, before focusing on the dispute itself and its eventual resolution.Central to the book is the question: why did a group of union members, the majority of whom were young women, become so incensed at an imposed change to their working practices that they took unofficial strike action? This they did in the knowledge that they could all have been legally dismissed.In analysing the strike, the book explores why BA’s management imposed such a controversial change to working practices on the company’s busiest weekend of the year. A decision which, allegedly, cost the company two-hundred-million pounds, tarnished its reputation, and saw numerous senior managers lose their jobs.How and why the CSAs’ three trade unions (the GMB Union, the Transport and General Workers Union and Amicus) reacted in such different ways to the unofficial strike, and then behaved so differently in the subsequent negotiations, is also central to this study.

This book explores the political trajectory of Latin America’s most important contemporary labor movement. The New Unionism played a central role in Brazil’s struggle for democracy in the 1980s and recast the country’s subsequent party politics through its creation of the innovative Workers’ Party (PT). The author breaks new ground by analyzing this celebrated prototype of «social movement unionism» as a heterogeneous alliance of component factions that evolves in relation to shifting economic, political, and ideological contexts. Through the prism of internal politics, he shows how Brazil’s transitions – from military–authoritarian to liberal–democratic rule, from statist to free-market economic policies, and from a Leninist to a post-Leninist left – undermined the independent labor movement’s commitments to internal democracy, political autonomy, and societal transformation. The book concludes with a comparative assessment of Brazilian, South African, and South Korean social movement unionisms’ shared dilemmas, arguing that an adequate understanding of their relative declines demands more rigorous attention to the dynamic nexus between internal movement politics and shifting external environments.

In the context of China’s growing influence over the global economy, its newly developed labour market and the subsequent series of industrial relations issues have captured much attention. However, research on industrial relations and labour problems in China is relatively underdeveloped. The classic three-party industrial relations model, which was developed for western economies, has been difficult to apply to China’s circumstances.In light of this, this book reviews the relevant existing industrial relations theories and explores their applicability to China. It then proposes a new six-party taxonomy for the analysis of China’s union system and industrial relations, taking into account distinctive industrial relations actors with ‘Chinese characteristics’ and their interrelationships at different social levels. This new taxonomy is then used to provide a broader picture of evolving industrial relations in China.

Until recently, there has been little concrete evidence linking the American Federation of Labor (AFL) to the U.S. government’s Central Intelligence Agency (CIA) in the late 1940s and early 1950s. In this book, based upon recently opened archival collections, the author investigates this controversial and complicated early Cold War relationship. Contrary to arguments that the AFL’s international activities were entirely controlled by the U.S. government to the detriment of the independent international labor movement, or that the AFL acted on its own without government involvement to foster legitimate anti-communist trade unions, the author’s examination of the archival sources reveals that the AFL and the CIA made an alliance of convenience based upon common goals and ideologies, which dissolved when the balance of power shifted away from the AFL and into the hands of the CIA.In addition to tracing the complicated historical threads which resulted in an apparently unlikely relationship, three specific examples of how the AFL worked with the CIA are investigated in this book: the development of the anti-communist trade union federation Force Ouvrière in France; the AFL campaign against the Soviet Union’s use of «slave labor» at the UN; and labor’s role in the activities of the National Committee for a Free Europe, including Radio Free Europe and the Free Trade Union Center in Exile.

This book analyses contemporary trends in radical unionism in Europe. It contains nine country case-studies that probe the limits and possibilities of trade union renewal with a focus on radical activity. The editors follow a broad definition of radical unionism, including trade union organisations that can be characterised as radical either in terms of ideology and political identity or in terms of organising and mobilising activity. The ongoing economic crisis and consequent austerity measures, and employers’ strategies for increasing labour market flexibility have encouraged the deregulation of capitalism in Europe. The question this book asks is whether radicalised unionism, political action and grassroots activism present opportunities for union renewal and collective interest representation in this economic context. This question is examined in nine national contexts with diverse industrial relations frameworks and trade unions. The editors assess the degree to which we are witnessing the emergence of ‘radical political unionism’ as an alternative model of trade unionism in Europe, focused on class struggle, engagement in social movement activity beyond the workplace, and politicised union strategies aligned to new left-wing political formations.

This book aims to provide a history of twentieth-century labour in the British colony of Antigua and Barbuda. It documents the labour and class struggles between landowners and peasants both before and after the legalization and formation of trades and labour unions in 1940. It exposes the political and racial dynamics of British colonialism in the eastern Caribbean as never before. The racial dynamics are evident between white colonial administrators, landowners and mill and factory owners, as they struggled to maintain control over a black and coloured population in a changing world.The long overlooked history of the role of the British Trades Union Congress (TUC) in facilitating the end of British colonialism is one of the surprising stories of this book, as is the astonishing role of women. Despite their exclusion from labour and trade union history, oral sources show women played a key role as labour organizers who defied employers by planning meetings and actively recruiting union members. They were always there, as domestic workers in urban areas, in the fields and in the factories. They served as recruiters and organizers, carried the lights for outdoor meetings and encouraged and stood behind the union leaders. Despite their central role, they did not «jump out», and their stories became forgotten, overlooked even, in the history of Caribbean labour.

Over the past decade, European company-level employment regulation has emerged: European Works Councils (EWCs) and trade unions have begun to negotiate company-level collective agreements which have a far-reaching impact across borders on issues as diverse as company restructuring, health and safety, and profit-sharing. The negotiating parties have thus begun to fill the gap left by low levels of regulation and little formal structure, necessarily leading them to also bargain about the negotiating process itself.This study is the first to provide a detailed analysis of the process of negotiating European company-level agreements based on ten company case studies as well as a quantitative study of European company-level bargaining in the metalworking industry. The study provides a comprehensive overview of the emerging order of European company-level industrial relations and the strategies and assessments of the key actors, with a particular focus on the emergence of a new and dynamic interplay between EWCs and trade unions at the national and European levels. The findings are also placed in the wider context of political science research into European integration and thus contribute to European governance debates that go beyond the employment and industrial relations field.

This book consists of a comparative analysis of policy-making in Australian and British telecommunications and printing trade unions. It tests the validity of different theoretical models of union policy-making and behaviour, whilst also assessing the strength of the book’s hypothesis, that informal micro-political influences inside unions – such as personal friendships, enmities and loyalties – affect union policy-making to a greater extent than has been previously acknowledged in the literature. Two central questions lie at the heart of this book: How, and why, do unions adopt specific policies? What factors explain the different behaviour of similar unions, when faced with comparable policy choices? As a former senior union officer the author realised that trade unions are often wary of publically disclosing those factors which informed their policy choices. For this reason an interview-rich methodology was adopted, which involved a seventeen-year longitudinal study, in which over 220 officers and staff of all the relevant unions, were interviewed in depth. The result is a book which throws new light on the rich and complex process of union policy-making.

Based on the thorough examination of French archival sources, this book examines in detail two industries in which women formed the majority of the workforce in France between 1890 and 1914. The choice of the tobacco and hat industries is particularly relevant in the sense that the tobacco industry, unlike the hat industry, was a state monopoly in which women were in the majority and held meaningful responsibilities in unions at a time when women were generally in the minority and under-represented in the labour movement.The main aim of this comparison is to assess and qualify differences between both industries in terms of workforce and work organisation, trade unions’ attitudes to women and women’s membership and participation in order to get a better understanding of the factors that could have had an impact on female workers’ attitude towards trade unions. After World War II, hundreds of thousands of Italians emigrated to Toronto. This book describes their labour, business, social and cultural history as they settled in their new home. It addresses fundamental issues that impacted both them and the city, including ethnic economic niching, unionization, urban proletarianization and migrants’ entrepreneurship.In addressing these issues the book focuses on the role played by a specific economic sector in enabling immigrants to find their place in their new host society. More specifically, this study looks at the residential sector of the construction industry that, between the 1950s and the 1970s, represented a typical economic ethnic niche for newly arrived Italians. In fact, tens of thousands of Italian men found work in this sector as labourers, bricklayers, carpenters, plasterers and cement finishers, while hundreds of others became contractors, subcontractors or small employers in the same industry. This book is about these real people. It gives voice to a community formed both by entrepreneurial subcontractors who created companies out of nothing and a large group of exploited workers who fought successfully for their rights. In this book you will find stories of inventiveness and hope as well as of oppression and despair. The service sector has not always received the attention it merits in industrial relations research when set against its enormous economic significance. One factor in this is certainly the highly diverse nature of services. Research attention has also lagged behind long-standing processes of transnationalization undertaken by service sector companies and the challenges these pose for policy and practice in the field of employment relations. This study by Stefan Rüb and Hans-Wolfgang Platzer represents a pioneering effort to remedy this gap.
