In modern society, we tend to have faith in technology. But is our concept of ‘technology’ itself a cultural illusion? This book challenges the idea that humanity as a whole is united in a common development toward increasingly efficient technologies. Instead it argues that modern technology implies a kind of global ‘zero-sum game’ involving uneven resource flows, which make it possible for wealthier parts of global society to save time and space at the expense of humans and environments in the poorer parts. We tend to think of the functioning of machines as if it was detached from the social relations of exchange which make machines economically and physically possible (in some areas). But even the steam engine that was the core of the Industrial Revolution in England was indissolubly linked to slave labour and soil erosion in distant cotton plantations. And even as seemingly benign a technology as railways have historically saved time (and accessed space) primarily for those who can afford them, but at the expense of labour time and natural space lost for other social groups with less purchasing power. The existence of technology, in other words, is not a cornucopia signifying general human progress, but the unevenly distributed result of unequal resource transfers that the science of economics is not equipped to perceive. Technology is not simply a relation between humans and their natural environment, but more fundamentally a way of organizing global human society. From the very start it has been a global phenomenon, which has intertwined political, economic and environmental histories in complex and inequitable ways. This book unravels these complex connections and rejects the widespread notion that technology will make the world sustainable. Instead it suggests a radical reform of money, which would be as useful for achieving sustainability as for avoiding financial breakdown.It brings together various perspectives from environmental and economic anthropology, ecological economics, political ecology, world-system analysis, fetishism theory, semiotics, environmental and economic history, and development theory. Its main contribution is a new understanding of technological development and concerns about global sustainability as questions of power and uneven distribution, ultimately deriving from the inherent logic of general-purpose money. Many countries have experienced a decline of economic growth for decades, an effect that was only aggravated by the recent global financial crisis. What if in the 21st century this is no longer an exception, but the general rule? Does an economy without growth necessarily bring hardship and crises, as is often assumed? Climate change, biodiversity loss, pollution of land and water, land-use changes, lack of equality and other problems at local, national and global levels represent a challenge for economics as a social science. Mainstream neoclassical economics may be able to contribute to a more sustainable society but it has also played a dominant role in a period where problems have been aggravated. A pluralist and democratic view of economics is therefore very much warranted. This book presents a multidimensional and ideologically more open view of economics: understanding economics in multidimensional terms is in accordance with the 17 sustainable development goals recognized by nations at the UN-level in 2015.Accordingly, approaches to decision making and accounting at the national- and business levels have to be reconsidered. Neoclassical Cost-Benefit Analysis (CBA) with focus on the monetary dimension and an assumed consensus about a specific market ideology to be applied is not compatible with democratic societies where citizen and actors in other roles normally differ with respect to ideological orientation. Environmental Impact Statements and Multi-Criteria methods are used to some extent to broaden approaches to decision-making. In this book, Positional Analysis is advocated as a multidimensional and ideologically open approach. Positional Analysis is based on a political economic conceptual framework (as part of ecological economics) that differs from neoclassical ideas of individuals, firms and markets. And since approaches to decision-making and to accounting are closely connected, a new theoretical perspective in economics similarly raises issues of how national and business accounting can be opened up to meet present demands among various actors in society. This perspective raises also numerous ethical questions at the science and policy interface that need to be properly addressed for sustainability decision making.

This book envisages a different form of our economies where care work and care-full relationships are central to social and cultural life. It sets out a feminist vision of a caring economy and asks what needs to change economically and ecologically in our conceptual approaches and our daily lives as we learn to care for each other and non-human others. How did one group of indigenous societies, on the Northwest Coast of North America, manage to live sustainably with their ecosystems for over two thousand years? Mounting evidence suggests that GDP growth is damaging the natural environment and unlikely to be ecologically sustainable in the long-run. At the same time, an annual GDP growth rate of around three percent is regarded as the minimum necessary to prevent unemployment from escalating. Clearly, a trade-off exists between environmental goals and employment goals, yet this trade-off has been largely ignored or denied. This book aims to resolve the environment-employment dilemma by suggesting ways and means to achieve low rates of unemployment, or preferably full employment, in the context of a low-growth or steady-state economy. In search of a solution to this dilemma, this book seeks to answer the following questions: What existing paradigms offer a possible foundation for further investigation into issues dealing with both the environment and employment? What specific initiatives can be implemented to deal with unemployment given that any potential solution must be consistent with responsible macroeconomic policy? Under what circumstances is it clear that certain forms of employment generation are antithetic to the goal of ecological sustainability? The aim of the contributors is to give the reader an appreciation for the range and complexity of the challenges faced by researchers, research institutions and wider communities trying to make sense of the causes and consequences of the this new era of global environmental change.The tragedy of the Anthropocene, of the large scale anthropogenic habitat destruction and planet-wide impacts of anthropogenic climate change, is not that science has failed humanity but rather that it has served humanity all too well, making possible in just a few hundred years volumes and scales of human activity far exceeding anything ever seen before. Coming to terms with that success was the aim of the 1969 Alpbach Symposium, from which this book draws its name, where contributors including Friedrich Hayek and Ludwig von Bertalanffy, asked themselves: what theory, practices and standards are required to move beyond reductionism? Like those from 1969, the answers presented in this collection are hugely diverse, ranging from PhD students concerned with research methods and institutional obstacles, to mid-career scholars presenting their innovative ‘beyond-reductionism’ research methods, to emeritus professors looking back over what has been achieved in the past 30 years and suggesting where things might go from here.All the contributors begin from the premise that the challenges of the Anthropocene can only be successfully met if interdisciplinary research effectively brings together social and natural sciences, the humanities, stakeholders and decision makers. They conclude, in unison, that both the institutional and the methodological foundations needed to do this work are still sorely lacking. While this may seem a dismal position, the book is full of success stories, such as: the integrative approach of MuSIASEM (Multi-Scale Integrative Assessment of Social-Ecological Metabolism) developed by Mario Giampietro’s group in Barcelona, Spain; the alternative perspectives of what Ariel Salleh calls the ‘meta-industrial’ discourse in Ecofeminism; or the innovative trans-departmental status of the Stockholm Resilience Centre in Sweden. Putting both the theoretical and methodological challenges of moving beyond reductionism on the table for discussion, this text aims to help a growing community of passionate thinkers and actors better understand themselves and their work.

Climate change policy and the reduction of greenhouse gas emissions are currently discussed at all scales, ranging from the Kyoto Protocol to the increasingly frequent advertisement of ''carbon neutrality'' in consumer products. However, the only policy option usually considered is the reduction of direct emissions. Another potential policy tool, currently neglected, is the reduction of indirect emissions, i.e., the emissions embodied in goods and services, or the payments thereof. This book addresses the accounting of indirect carbon emissions (as embodied in international trade) within the framework of input-output analysis and derives an indicator of environmental responsibility as the average of consumer and producer responsibility. This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategic branch for a nation's development. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place.EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy. It may be also useful and of high relevance to policy analysts and those involved in agricultural and rural development policy-making in the region or in other countries facing similar problems.

In recent years there have been several alarming predictions about the future of the planet’s fish stocks. As a result, many national governments and supranational institutions, including the European Union, have instituted reforms designed to mitigate the crisis. This book examines the discourse and practice of ‘good governance’ in the context of fisheries management. It starts by examining the ‘crisis’ of fisheries in the North Sea, caused primarily by overfishing and failure of the European Union’s Common Fisheries Policy. It then goes on to analyse reforms to this policy enacted and planned between 2002 and 2013, and the proposition that collapse of fish stocks could occur as a result of deficiencies in new governing arrangements, i.e. failure to apply ‘principles of good governance’. The book argues that impediments to good governance practice in fisheries are not merely the result of implementation deficits, but that they constitute a more systematic failure. Governance theory addresses issues of power, but it does not recognise the many important spatially contingent and relational forms of power that are exercised in actual governing practice. For example, it frequently overlooks spatial practices and strategies, such as ‘scale jumping, ‘rescaling’ and the discursive redrawing of governing boundaries. This book exposes some of these spatial power relationships, showing that the presence of such relationships has implications for accountability and effective policymaking. In sum, this book explores some of the ways in which we might better understand governance practice using theories of scale and relational concepts of power, and in the process it offers a critique and rethinking of governance theory. These reflections are made on the basis of an in-depth case study of the attempted pursuit of ‘good governance’ in the European Union via institutional reforms, focusing particularly on the thorny and fascinating case of North Sea fisheries management.
