The political transformations initiated by the so-called Arab Spring in Egypt, Libya, Tunisia and Yemen have been marked by strong political contention, continued social mobilization and, albeit to different degrees, weak central state institutions. This book proposes that, rather than agreed roadmaps of institutional change (e.g. elections, drawing up new constitutions) and centrally crafted transition processes, it has been the competition of key political actors for resources of political power and control that has set the pace and influenced the direction and depth of the transformation processes. Hence, the contributions in this volume use an actor-centred approach. Two perspectives are assumed: first key political actors – referring to the "Politically Relevant Elite (PRE)"– are identified and their motivations as well as their strategies and capacities to steer the transformation process. Secondly , the authors investigate the capacity of politically "Mobilized Publics" to exert influence on agenda setting and decision making, ask to what extent popular and social movements have emerged as political actors in their own right, and to what extent such forms of bottom-up participation have constituted a fundamental change to the political culture of these countries. Both avenues of inquiry analyze how the elites are constrained by continued social mobilization, how they engage with mobilized publics to promote their own agendas, and whether the extended scope of popular participation contributes to the legitimacy and stability of the emerging political orders, or causes disruption, fragmentation and conflict. But what happens when Islamists ally with Leftists, workers with student unions and young engineers with local tribesmen? How do coalitions form across ideological, generational, professional, ethnic and class divides? Are such collaborations transformative? By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad.This book was originally published as a special issue of Mediterranean Politics.

This book focuses on interstitial spaces or in- between borders in the Middle East. Using various case studies, it raises the question how actors living in these regions perform their belonging despite the apparent constraints of history and politics.In recent years, the Middle East has seen States attempts to shape buffer zones or safe zones in border regions, for example, in Syria’s borderlands in the aftermath of the civil war. Typically studies on in- between borders refer to three interrelated aspects: space (territorial, symbolic), power (states or non-state actors) and identity (definition of the self/other). In this volume, the authors investigate these axes of research through the notions of sovereignty and belonging in order to assess how these concepts may highlight in-betweenness through a political dimension. In light of their geographical proximity and crucial strategic importance, the European Union (EU) has long identified cooperation with the countries of the Mediterranean region a central priority of its external relations and has developed a complex set of policies and instruments. Yet, there is a certain academic consensus that EU external policies in the area did not live up to their original expectations, insofar as little progress was made to accomplish the proclaimed goals while the implementation of structural reforms proved to be extremely problematic. These deficiencies in EU Mediterranean policies are symptomatic of what is a greater challenge in EU external policy-making: the struggle for implementation.This book analyses the implementation of the European Neighbourhood Policy in the Mediterranean, focusing on specific programs financed under the European Neighbourhood Policy Instrument in the years before and after the Arab uprisings. Building on a comparative analysis of two Maghreb countries, Tunisia and Morocco, it provides an in-depth investigation on the role of domestic actors in constraining or providing points of opportunity for the implementation of the ENP. The creation of the Euro-Mediterranean Partnership in 1995 was seen, at the time, as a forward-thinking foreign policy which would strengthen ties between Europe and the Mediterranean Arab states. Since that time, however, almost none of this initial ambition has been translated into positive, successful policy.Twenty years on from the creation of the Euro-Mediterranean Partnership (now the Union for the Mediterranean), this book collects some of the most influential articles published in the Mediterranean Politics journal since 1995 – and suggests what these articles tell us about the state of relations between Europe and the Middle East. In light of their geographical proximity and crucial strategic importance, the European Union (EU) has long identified cooperation with the countries of the Mediterranean region a central priority of its external relations and has developed a complex set of policies and instruments. Yet, there is a certain academic consensus that EU external policies in the area did not live up to their original expectations, insofar as little progress was made to accomplish the proclaimed goals while the implementation of structural reforms proved to be extremely problematic. These deficiencies in EU Mediterranean policies are symptomatic of what is a greater challenge in EU external policy-making: the struggle for implementation.This book analyses the implementation of the European Neighbourhood Policy in the Mediterranean, focusing on specific programs financed under the European Neighbourhood Policy Instrument in the years before and after the Arab uprisings. Building on a comparative analysis of two Maghreb countries, Tunisia and Morocco, it provides an in-depth investigation on the role of domestic actors in constraining or providing points of opportunity for the implementation of the ENP. The book presents new empirical data and, by focusing on the role of local actors in the neighbouring countries, it offers interesting insights not only into the ENPI complex processes of implementation, but also on the challenges of the E U in the region and the state of relations with the Southern neighbourhood. Through the prism of the European Neighbourhood Policy, the book provides a window into the internal politics and relevant issues of Maghreb countries. It will therefore be a valuable resource for students and scholars of European and Mediterranean Studies, as well as those interested in EU international relations.

This collection of research papers explores the impact of the Arab uprisings on the politics and political economy of foreign aid provision in the MENA region. Contributions focus on the foreign assistance policies and strategies of key donors (United States, Europe, Gulf countries and Turkey), and on the relationship between donors and recipients of foreign aid in a select set of MENA cases (Tunisia, Egypt, Palestine and to a lesser extent Morocco). Despite widespread rhetoric among lead donors pledging to support the transformational potential of the Arab uprisings, the contributions find a more complex pattern in foreign aid provision since 2011. Among Arab donors, who have played a significant role as providers of aid to states most affected by mass protests, trends in foreign assistance reflect the competing priorities of donors, and their willingness to politicize aid provision in pursuit of their strategic interests. Among Western donors, authors find a high degree of continuity. Chapters that focus on Western donors seek to account for continuity on the part of Western governments and the EU at a moment of profound transformational potential. Two factors, bureaucratization and securitization, capture most of the explanations provided, which take into account a variety of local dimensions as well. Contributions also discuss the changing assistance environment, namely the globalization of foreign assistance, the complex bureaucratic arrangements presiding over the delivery of European and US aid, and the role of regional and international non-democracies in the provision of foreign assistance.This book was published as a special issue of Mediterranean Politics.

The creation of the Euro-Mediterranean Partnership in 1995 was seen, at the time, as a forward-thinking foreign policy which would strengthen ties between Europe and the Mediterranean Arab states. Since that time, however, almost none of this initial ambition has been translated into positive, successful policy.Twenty years on from the creation of the Euro-Mediterranean Partnership (now the Union for the Mediterranean), this book collects some of the most influential articles published in the Mediterranean Politics journal since 1995 – and suggests what these articles tell us about the state of relations between Europe and the Middle East. The selection of articles gives a sense of the way in which analytical debate has changed in the journal’s lifetime, a lifetime which has seen the journal at the forefront of academic study on a variety of issues in the Mediterranean region. As North African, Middle Eastern, and Sahelian societies adapt to the post-Arab Spring era and the rise of violence across the area, various groups find in Islam an answer to the challenges of the era. This book explores how Islamist social movements, Sufi brotherhoods, and Jihadi armed groups, in their great diversity, elaborate their social networks, and recruit sympathizers and militants in complicated times. The book innovates by transcending regional boundaries, bringing together specialists of the three aforementioned regions. By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad.This book was originally published as a special issue of Mediterranean Politics.

The emerging literature on the so-called ‘Arab Spring’ has largely focused on the evolution of the uprisings in cities and power centres. In order to reach a more diversified and inner understanding of the ‘Arab Spring’, this edited book examines how peripheries have reacted and contributed to the historical dynamics at work in the Middle East and North Africa. It rejects the idea that the ‘Arab Spring’ is a unitary process and shows that it consists of diverse Springs which differed in terms of opportunity structure, strategies of a variance of actors, and outcomes. This book looks at geographical, religious, gender and ethnical peripheries, conceptualizing periphery as a dynamic structure which can expand and contract. It shows that the seeds for changing the face of politics and polities are within peripheries themselves. Focusing on the voices of peripheries can therefore be a powerful tool to ‘de-simplify’ the reading of the Arab Spring and to reshape the paradigmatic schemes through which to look at this part of the world.This book was published as a special issue of Mediterranean Politics.

The political transformations initiated by the so-called Arab Spring in Egypt, Libya, Tunisia and Yemen have been marked by strong political contention, continued social mobilization and, albeit to different degrees, weak central state institutions. This book proposes that, rather than agreed roadmaps of institutional change (e.g. elections, drawing up new constitutions) and centrally crafted transition processes, it has been the competition of key political actors for resources of political power and control that has set the pace and influenced the direction and depth of the transformation processes. Hence, the contributions in this volume use an actor-centred approach. Two perspectives are assumed: first key political actors – referring to the "Politically Relevant Elite (PRE)"– are identified and their motivations as well as their strategies and capacities to steer the transformation process. Secondly , the authors investigate the capacity of politically "Mobilized Publics" to exert influence on agenda setting and decision making, ask to what extent popular and social movements have emerged as political actors in their own right, and to what extent such forms of bottom-up participation have constituted a fundamental change to the political culture of these countries. Both avenues of inquiry analyze how the elites are constrained by continued social mobilization, how they engage with mobilized publics to promote their own agendas, and whether the extended scope of popular participation contributes to the legitimacy and stability of the emerging political orders, or causes disruption, fragmentation and conflict.
