MALCOLM CROSS is Director of the Centre for European Migration and Ethnic Studies and is Editor of the Journal of Ethnic and Migration Studies. He has written or edited more than twenty books in the field of ethnic and migration studies. ROBERT MOORE is Eleanor Rathbone Professor of Sociology at the University of Liverpool. His publications include, as author The Black Population of Inner Liverpool in the 1991 Census and Positive Action in Action: Equal Opportunities and Declining Opportunities on Merseyside.
