Since 1978, China has pursued sweeping economic changes in an officially sponsored transition from a Stalinist centrally planned economy to a socialist market economy. China's reformers have highlighted the need to curb the awesome power of the Leninist state and change the balance of power between state and economy, state and society. In practice, the economic reforms have set in train a process of potentially fundamental social and institutional change in China which is creating new socio-economic forces, shifting power in their direction, and raising the possibility of political transformation. This book explores the extent to which this experience can be described and understood in terms of the idea of `civil society', defined in sociological terms as the emergence of an autonomous sphere of voluntary associations capable of organizing the interests of emergent socio-economic groups and counterbalancing the hitherto unchallenged dominance of the Marxist-Leninist state. the authors lay out a clear operational definition of the concept of civil society to make it useful as a tool for empirical inquiry and avoid the cultural relativism of its origins in Western historical experience.Guided by this theoretical framework, the book brings together a vast amount of empirical data on emergent social organization and institutions in contemporary China, drawing on the authors' extensive fieldwork experience in East Asia. It is based on interviews, survey questionnaires, and copious documentary sources, buttressed by in-depth case studies of specific localities over a two-year period from 1991 to 1993. the research focused on the changes in the socio-economic realities of three major social groups - urban manual workers, women, and managers/entrepreneurs. The primary emphasis is on transformations in urban China, though detailed rural case studies of Xiaoshan and Nanhai are included to provide comparative context. The authors describe the new forms of state-society relations, as reflected in the complex links between the state and new associations. They show how the expansion of these associations is jeopardized by the lack of general democratization of China's political institutions.

The 1990s have witnessed the ascendance of a new orthodoxy which asserts that democracy and development are mutually reinforcing. This is in marked contrast to the dominant consensus that held sway for the previous two decades, which stated that developmental progress in poor societies was best assured by strong states, ruled by authoritarian regimes. Today, however, many new democracies are illiberal, non-participatory, and characterized by enormous inequalities. Developmental democracy cannot therefore be regarded as an assured outcome of a simultaneous process of economic and political liberalization. The central inquiry of this important new study concerns the extent to which it is possible to strive towards a new form of developmental state that can promote broad-based and equitable development in the context of legitimized, inclusive democracy. The argument running through this book is that there is scope for continuous political intervention in the design of democratic institutions that shape the context of state-led development initiatives. Institutional arrangements which foster political participation, the dispersion of political power, and increased representation by women and other disadvantaged groups can make democratic regimes more sensitive to issues of poverty, social welfare, and gender discrimination through remedial action and policy commitments. Oxford Studies in Demcratization is a series for scholars and students of comparative politics and related disciplines. During recent years, provision of key social services in low-income countries has been affected by adverse macroeconomic conditions and by radical changes in economic thinking. For example, the welfarist approach, which gives prominence to the state in delivering and financing social services, has been challenged by the neoliberal approach, which limits the role of the government to that of residual provider for the very poor. According to the neoliberal approach, the private sector could, by relying on price mechanisms, achieve more efficient provision. However, this approach relies on a rather narrow definition of efficiency which ignores social externalities in the delivery and use of services."Social Provision in Low-Income Countries" analyses the merits and limitations of both welfarist and neoliberal approaches to the provision of key social services in terms of the outcomes and sustainability of the two approaches. The volume proposes an alternative model of social provision, characterized by multiplicity in service delivery and financing.The new model, in which households, civil society, and government play important roles, avoids the inefficiencies of state provision and the exclusion and fragmentation of market-based systems. The authors argue for an integrative approach which encourages the equity and efficiency gained from a synergistic relationship between various service providers. They further argue that the well-known market and government failures in social provision are due to undesirable extremes in policy design, rather than to inherent characteristics of market or government institutions.The strengths of this new approach are illustrated with case studies from Chile, China, Tanzania, and Zimbabwe. The volume also describes how social services in Finland were organized in the early stages, and draws policy lessons for present day developing countries.
