It investigates the strategies of integration or discrimination which are developed in Europe by state institutions, legal codes, political movements and even immigrant communities themselves, when confronted with the growing influence of migratory networks. The result is a highly topical exploration of the political and legal dimensions of migration in the EU, that develops new approaches to the issue of social integration and the exclusion of migrants and migrant communities.

Challenging the assumptions of ‘mainstream’ International Political Economy (IPE), this Handbook demonstrates the considerable value of critical theory to the discipline through a series of cutting-edge studies. The field of IPE has always had an inbuilt vocation within Historical Materialism, with an explicit ambition to make sense, from a critical standpoint, of the capitalist mode of production as a world system of sometimes paradoxically and sometimes smoothly overlapping states and markets. Having spearheaded the growth of a vigorous critical scholarship in the 1960s and 1970s, however, Marxism and neo-Gramscian approaches became increasingly marginalized over the course of the 1980s. The authors respond to the exposure of limits to mainstream contemporary scholarship in the wake of the onset of the Global Financial Crisis, and provide a comprehensive overview of the field of Critical International Political Economy. Problematizing socioeconomic and political structures, and considering these as potentially transitory and subject to change, the contributors aim not simply to understand a world of conflict, but furthermore to uncover the ways in which purportedly objective analyses reflect the interests of those in positions of privilege and power.

This book proposes an alternative political economy framework in which to analyse the question of the credibility of international economic agreements, in general, and monetary arrangements in particular. The focus is on European monetary arrangements, from the establishment of the European Monetary System to the crisis of the Euro-zone. The analysis is predicated around the political economy of Italy’s access and permanence in the Economic and Monetary Union (EMU). The author argues that the case of Italy, which made a concerted effort to join the EMU in the first wave, is particularly striking. Support for the single currency was widespread when it was introduced, yet something went wrong. Nowadays, its participation to the European monetary integration process cannot be easily taken for granted, especially after the vicissitudes of the Euro-zone crisis.

The book addresses the challenges faced by women on the two shores of the Mediterranean from a multidisciplinary and interdisciplinary perspective. While in the European Union’s (EU) Mediterranean countries inequality is mostly linked to the social sphere and, in particular refers to labour market dynamics, in the Middle East and Northern Africa (MENA) area, the situation is more complicated as the social and private spheres are blended and cultural and religious factors have a great impact on women autonomy and opportunities beyond the family perimeter. The different challenges women are facing on the two sides of the Mediterranean have sometimes originated incomprehension and misperceptions. Western-supported policies devoted to fill the gap between men and women in the MENA area have overlooked countries’ peculiarities simply exporting models tailored for EU’s member states. The EU’s attempts to strengthen relations with the Mediterranean countries on a multilevel basis have not rescued women from marginalisation. Nevertheless, during the 2011 awakening, women played an important role in activating civil society. They are still considered as a key part of the fight against terrorism and radicalisation, although in some countries their condition has worsened after secular regimes have been downturned. The number of migrant women has increased and, not differently from men, they are looking for opportunities and better conditions of life while Western media tend to present them in a stereotyped way either as traumatized victim and/or as caring mother. There are other misleading common places, which need to be better conceptualised and understood, such as the alleged incompatibility between Islam and women rights. Unfortunately, women’s rights are still under attack even in European countries where they are considered consolidated.

Assessing globalisation’s impact on international migration, the authors find that it is virtually impossible to stop contemporary flows from the Global South to North. In this context, policies designed to control, limit or deter immigration simply transform some or all regular migrants into irregular ones—exacerbating insecurity for citizens of the receiving state, and criminalising the migrants.

Through empirical research including original surveys and interviews, Talani and Rosina demonstrate conclusively that the only solution to this short-circuit world of securitisation and criminalisation is for the Global North to open its doors to the migrants already, inevitably, coming through—particularly since the evidence shows that regularising migration is a positive-sum game, in economic, social and security terms.
