Across the globe policy makers implement, and academics teach and undertake research upon, place-based policy. But what is place-based policy, what does it aspire to achieve, what are the benefits of place-based approaches relative to other forms of policy, and what are the key determinants of success for this type of government intervention? This Policy Expo examines these questions, reviewing the literature and the experience of places and their governments around the world. We find place-based policies are essential in contemporary economies, providing solutions to otherwise intractable challenges such as the long-term decline of cities and regions. For those working in public sector agencies the success or failure of place-based policies is largely attributable to governance arrangements, but for researchers the community that is the subject of this policy effort, and its leadership, determines outcomes. This Policy Expo explores the differing perspectives on place-based policy and maps out the essential components of effective and impactful actions by government at the scale of individual places.

This book shows, first of all, that leadership plays a crucial role in reinventing regions and branching out from an old path to something new in order to create more balanced and sustainable regional development. Second, it maintains that leadership is not a solo but a multi-agent and -level activity and that it needs to be discussed and studied as such. Third, as the book argues, leadership is shaped differently in various institutional and cultural contexts and on different scales. This book explores the ways leadership plays our in regional development context contributing to economically, socially and ecologically balanced sustainable future.

In this timely Handbook, people emerge at the centre of city and regional development debates from the perspective of leadership. It explores individuals and communities, not only as units that underpin aggregate measures or elements within systems, but as deliberative actors with ambitions, desires, strategies and objectivesDeepening the scholarly debate on leadership in cities and regions, the Handbook combines theoretical discussion and empirical evidence within methodological development to present a state-of-the-art view of a rapidly emerging field of study, highlighting paths for future research. Chapters explore power, politics, policy-making, social corporate responsibility and international city diplomacy through the lens of leadership, covering leadership in different countries from a broad range of theoretical perspectives. This Handbook is a valuable resource for academics and students of regional studies, human and economic geography, and policy studies. The conceptual discussion and case studies from different parts of the world will provide valuable examples for scholars, policy-makers and practitioners seeking a better understanding of what it takes to mobilise and co-ordinate complex multi-actor constellations for improvement of their respective places.

Higher education institutions (HEIs) play a pivotal yet underexplored role in Regional Green Transitions (RGTs) and sustainable development. This volume addresses this knowledge gap by examining how universities in the Nordic region engage with RGTs, offering theoretical and methodological insights from diverse disciplines such as economic geography, political economy, organizational theory, and education. The Nordic region, often regarded as a benchmark for best practices in education, research, innovation, and regional development, serves as the backdrop for this exploration.Through a rich collection of case studies, the book reveals that RGTs are neither linear nor uniform. Universities navigate these transitions at varying speeds and with different strategies. Some act as agenda-setters, leveraging local coalitions and innovation ecosystems, while others adopt a more cautious approach, observing leading regions and institutions before committing to action. Structural pressures, such as national funding systems, global supply chains, and sectoral dependencies, further shape their responses.Offering important conceptual and practical insights for a wide variety of audiences, from social scientists and advance students to university managers, and policymakers, this volume underscores the critical role of HEIs in advancing RGTs (and change processes more generally) amidst evolving political, economic, and social landscapes.

The 21st century has been dominated by an almost compulsive race to find new pathways for city development. As cities seek to regenerate via the knowledge-based economy, now more than ever dynamic leadership is required order to navigate new and complex challenges while building community. This book is about generative leadership in knowledge city development.Leadership and the City is rooted in a conviction that the leadership in a city is crucial in order for it to adjust strategically to major transformations and thus secure a good future for its inhabitants. The book opens a fresh view of leadership by focusing on generative leaders and their modes of leading, instead of spatial categorisations, governance structures and/or policy contents and processes. It investigates generative leadership by elaborating the modes of leadership, power and strategies in influence networks. The key points are highlighted with several empirical cases. These include Akron and Rochester (USA), Münich (Germany), Leeds (UK), Barcelona (Spain) as well as Helsinki, Tampere and Seinäjoki (Finland). This book will be of interest to researchers and practitioners concerned with Leadership, Urban Studies and Strategic Management.
