La irrupción meteórica de las Tecnologías de la Información y de la Comunicación y en especial de Internet, su más notorio vástago, han transformado en apenas treinta años las sociedades contemporáneas con una radicalidad, efectiva y potencial, que no tiene precedentes en la historia de las relaciones entre las innovaciones tecnológicas y la evolución social.
