We have recently witnessed a resurgence in ethnographic practice among police scholars, and this Handbook is a response to that revival. This book takes the topic of police decision-making, one that is so important to the everyday policing of all citizens, and examines it in depth. It does this, not just by describing the processes and mechanisms which govern decision-making, but also by considering the fundamental principles which underpin this.The book critically explores how and why police officers make decisions, and what principles should guide those decisions in modern policing, bringing together the authors’ research, wider literature and Williams’ extensive experience of police practice. Part 1, Understanding Policing and Police Decision-making covers police legitimacy, police discretion and policing cultures. Parts 2 and 3 focus on policing in England and Wales. Part 2 introduces Frameworks of Police Decision-making covering police decision models and ethical police decision-making (focusing on the National Decision Model and Code of Ethics). This text examines the role of the Association of Chief Police Officers (ACPO) within British policing and police policy-making. Based on the first ever empirical study of ACPO, involving interviews with over 60 members of ACPO and many others connected with British policing, the book charts the changing position of ACPO over time and the influence which ACPO has over both policing policy and criminal justice policy more generally. In doing so it draws from a range of themes including patterns of police governance and accountability, police culture and policy networks. It concludes with a critical assessment of the doctrine of "constabulary independence". The book provides an insight into the workings of a body which represents the most senior police officers in the land.

This book reinvigorates the debate about the origins and development of police culture within our changing social, economic and political landscape. The result offers new insights into the development of, and influences upon, new police recruits who refer to themselves as a “new breed” of police officer.
