Scholars in international comparative education are calling for a new paradigm - a multi-level qualitative analysis of cross-national data. In response, this volume demonstrates the application of a multi-level analysis to qualitative data. Based on an international data base and case studies on civic education in 24 countries that were gathered in the IEA Civic Education Study, scholars in civic education and international comparative education identify, analyze, and discuss three areas: first, the nature and status of civic education within countries, as well as common themes across countries; second, the paradoxes, puzzles, and complexities presented within countries; and third, new paradigms and methodologies for qualitative cross-national analyses. This work contributes to both the content of research in civic education and the methodology of research in international comparative education. Political systems of participating countries include those that are historically of a free-market orientation, as well as those of formerly socialist countries that have, in the 1990s, undergone massive political and economic change.

Since the World Conference on Education for All (EFA) in Jomtien, Thailand in 1990, the push for modern mass schooling has become a primary focus of national education policymakers and researchers around the world. The EFA declaration that grew out of this conference served as a culmination of a century-long movement to transform existing national educational systems into the most comprehensive mass system of schooling ever devised. This volume pursues two central objectives. On the one hand, it is necessary to sharpen our analytical tools in order to better appreciate the term governance in the educational field. To this end the five different paradigmatic approaches on governance as well as different topics and sectors shall be confronted/contrasted and related to each other. In the course of this process, the particularly critical educational issue of the relation between academic analyses of governance and the so called governmentality studies will be discussed. On the other hand, the so far marginally studied issue of change in the 'educational science order' will be addressed. The transformations mentioned affect the nucleus of the pedagogical understanding of education. The promise of a greater adequacy to the needs and interests of those addressed by education, because more flexible, more user-oriented, more precise control of effects presents a challenge to educational science and pedagogy. Since the IEA's first international studies on mathematics and science achievement in the late 1960s, the availability and use of international achievement studies around the world has exploded. Case studies, supported by the most historically and spatially extensive database on STEM+ publications available, of selected countries in Europe, North America, East Asia, and the Middle East, emphasize recurring themes: the institutionalization and differentiation of higher education systems to the proliferation of university-based scientific research fostered by research policies that support continued university expansion leading to the knowledge society. Growing worldwide, research universities appear to be the most legitimate sites for knowledge production. The chapters offer new insights into how countries develop the university-based knowledge thought fundamental to meeting social needs and economic demands. Despite repeated warnings that universities would lose in relevance to other organizational forms in the production of knowledge, these findings demonstrate incontrovertibly that universities have become more—not less—important actors in the world of knowledge.
