This volume publishes the 1334 Lay Subsidy assessments for the whole of England. The medieval lay subsidies were taxes on personal wealth, levied on the laity from time to time to meet the increasingly urgent demands of the Crown for revenue over and above its regular income, particularly for military operations. The subsidy of 1334 continued what had become established practice - levying a rate of a fifteenth from rural areas and a tenth from boroughs. But in one important respect it different from its predecessors: the system of direct taxation on individuals was, with a few exceptions, replaced by a system of taxation quotes payable by each vill and borough on the basis of entirely new assessments negotiated with each local community. These quotes, with minor adjustments, remained the basis for future collections of the subsidy for some three centuries, whenever Parliament granted a fifteenth and a tenth. The records of the 1334 subsidy, listing county by county some 14,000 places, give complete coverage over the whole of England, with the exception of the Palatinates of Chester and Durham and a few other franchises. They thus provide an invaluable index to the relative wealth of different districts and individual places in early fourteenth-century England, and afford many sidelights on the state of the country immediately before the Black Death. Dr Glasscock supplies a detailed Introduction and an Index which serves as a valuable gazetteer.

In the early 1640s Henry Best, a gentleman farmer of Elmswell in the East Riding of Yorkshire, composed an account of his farming practices. The resulting Farming Book provides a unique account of seventeenth-century farming, of the marketing of agricultural produce, and of rural customs. It is here published in a new transcription by Donald Woodward. In addition, a complete transcript of Henry Best's Memorandum Book is published for the first time; this volume gives details of a wide range of day-to-day transactions mainly during the period 1617 to 1645. The editor adds greatly to our knowledge of Henry Best, his family and estate in a substantial introduction, and much ancillary documentary evidence is provided in a series of appendices. The volume is rounded off by an extensive new glossary prepared by Peter McClure.

These documents, published here for the first time, present the Treasury's counter-arguments during the period when Keynes was developing the ideas that led to the Keynesian revolution in economic policy. Keynes spent much effort trying to persuade the Treasury to adopt policies designed to raise employment and stabilise prices, and to create an international monetary system that would favour these objectives. His arguments are set out fully in the Royal Economic Society's 30-volume set of The Collected Writings of John Maynard Keynes. In contrast, the views of his Treasury critics have hitherto been much less accessible.Economists and historians have tended to assume that Keynes was right and the Treasury was wrong; this volume shows that the Treasury anticipated the political problems that would be encountered in putting Keynes's ideas into practice. Much of what Keynes published was deliberately polemical: he believed that words should be 'a little wild', for they were 'the assault of thought on the unthinking'. Treasury officials were by no means as unthinking as Keynes tended to portray them, and they had a coherent and intellectually respectable understanding of public finance. Ministers in the inter-war period and early in the Second World War were sensitive to the use that political opponents might make of Keynes's arguments; officials had to provide counter-arguments, and in doing so they revealed much about their views on economics and public finance. Once Keynes became an adviser to the Chancellor of the Exchequer in 1940, the debate became internal to the Treasury, but officials continued to subject Keynes's ideas to critical analysis.The documents in this volume show Treasury responses to Keynes on a range of issues crucial to understanding the period and the context of the Keynesian revolution in public policy. The topics covered include: the return to the gold standard; the use of public expenditure to cure unemployment in the inter-war period; how to avoid inflation in the war; planning for the post-war international economy; and the 1944 white paper on employment policy. This edition is an essential tool for the study of a formative period of British history and a great intellectual debate.

The accounts of Joyce Jeffreys offer a rare opportunity to enter the social world of the early modern spinster - her daily life, personal circumstances, social activities and family relationships are all reflected through the entries in her manuscript. The accounts also reveal extensive evidence of Joyce's business dealings, most prominently as a moneylender in and around the Hereford and Worcestershire region, but also as a farmer, market gardener, landholder, and horse and livestock dealer. The income or receipts section details loan arrangements and provides evidence of rental and other income. The expenditure or disbursements section provides a wealth of information on a range of contemporary expenses, including the cost of wages, food, drinks, clothing, textiles, medicines and medical care, the training and care of horses, and even stud fees. Further entries relate to amounts paid out in the form of gifts and gratuities, litigation fees, local and national assessments, and church dues.Joyce Jeffreys appears at the centre of a large, vibrant kinship network, in which she was an active participant. This gave her access to regional gentry affiliations, and linked her with some of the most prominent local people. Although Joyce's business dealings may have centred on the Hereford area, they reached as far as London. She travelled regularly to visit relatives and friends, to listen to lectures, and to attend social events until her health prevented her from doing so. Royalist by inclination, Joyce decided to abandon Hereford before the Parliamentary army arrived and the social as well as economic costs of the civil war are a further feature of her accounts.Published in their entirety for the first time, these accounts suggest that Joyce Jeffreys was neither as culturally or intellectually isolated as the historiography of spinsterhood would have us believe.

The sequence of grants reveals the steadily increasing value of the cross-Channel trade - at first dominated by wool, and then by woollen cloth and linen - which made it important that peace was maintained between the nations. The introduction explains why this copy of the grants was made for an embassy ordered by Richard III to solve a mercantile impasse and circumvent the conditions of civil war in the Low Countries so that trade might continue. This edition publishes for the first time a little-known work on improving England's economy, written around 1706 and presented to Queen Anne on the eve of the parliamentary Union of England and Scotland. As such it contributed to a growing body of writing about managing the economy in Britain. That the work has often been overlooked is partly because its author, Nehemiah Grew, is best known as a botanist and as a medic. But his distinctive voice and decided views warrant wider appreciation. In part his unusual contribution to economic literature arose from his involvement in the early Royal Society, founded in 1660, informing as it did his view of England's material potential and how it might best be exploited. But he was also suspicious of people's motivations and was certain that the state had to regulate lives to a significant degree if society was to be as productive as possible. If Grew's religious beliefs were important here, it is also clear that he had read amongst contemporary writings on economic matters. Certainly, his work ranges widely, from natural resources to human capital, agriculture to industry, internal trade to overseas commerce. Sir William Petty was an especially important influence upon him, though he eschewed Petty's methodological emphasis upon 'political arithmetic'. Indeed, Grew's assumptions and conclusions prove very questionable when their statistical implications are worked through. Nonetheless, the work reminds us of the importance of blind alleys and false dawns in the history of early 'political economy'.

The rise and fall of the Department of Economic Affairs (DEA) parallels the promised but eventually unfulfilled modernization agenda of the 1964-6 Wilson government. The diary kept by Samuel Brittan (in contravention of civil service rules) for the fourteen months in which he served as an 'irregular' in the DEA provides a unique source for understanding the growth ambitions of the new government and why they quickly ran into the sands. Published here in full, with extensive notes, the diary sheds light on the Wilson government more broadly, giving insights into the 'great reappraisal' of economic policy, the reform of government institutions and the personalities of those involved.Samuel Brittan emerged as the most important economic journalist of his generation (at the Financial Times from 1955, with brief interruptions, to the present). His diary is would be of interest for that reason alone, but it has a double value because of the special place that his book, The Treasury under the Tories, 1951-64, has in diagnoses of successive failures in postwar British economic policy. The diary is central to understanding why Brittan turned against 1960s dirigisme and thus constitutes an important contribution to the early intellectual history of the reaction against the postwar consensus.

The records of Queen Elizabeth's New Year's gift exchanges convey a wealth of information about the late Tudor court. Records of twenty-four exchanges survive from the forty-five years of Elizabeth's reign, naming more than 1,200 participants. The vellum rolls record what was given to the Queen and what she gave in return. The gift rolls convey important information on a broad range of topics, including Elizabethan biography, language, and social and economic conditions, as well as the age's costume, jewellery, and plate, yet they remain largely unstudied by scholars in the many disciplines that would benefit from such evidence. A. Jeffries Collins, the first scholar to undertake a comprehensive analysis of the rolls, lamented more than a half-century ago how little use had been made of them by professional historians. Elizabethan studies rarely cite the substantial and varied information found in these documents, and even that use has been almost wholly restricted to the seven New Year's rolls edited in whole or part to date. This edition opens up their use to scholars by providing complete transcriptions of the extant rolls. They are complemented by five appendices which include biographical sketches of participants with cross references to their titles, a table of court offices with details of participants' offices and occupations, a listing of gift terms and descriptors, and a glossary of unusual or obsolete words found on the rolls.

This first published edition of the Latin cartulary of Godstow Abbey outside Oxford is an important text for the history of medieval religious women. Compiled in the early fifteenth century, and probably written by Godstow's prioress Alice of Eaton, it contains more than 900 documents written for and preserved by this well-known community of Benedictine nuns.The contents include a unique Anglo-Norman verse life of Ediva of Winchester, whose dreams prompted her to found the abbey in the early twelfth century. Numerous early charters in the cartulary identify other twelfth-century nuns and their relatives, and shed light on the founding of the abbey, its royal and private patronage, and its extensive real estate holdings. Other documents in the volume are excellent sources for women's literacy and culture, religious practices in the diocese of Lincoln, social relations between the nuns and the larger community, and the local urban and rural economy in Oxfordshire and nearby counties.The volume's introduction examines the founding of the abbey, dating it earlier than has previously been done, and provides new information about the abbesses of Godstow. In the text, documents dating from about 1225 or earlier are printed in full, in the original Latin, with English introductions and notes; later documents have been fully summarized in English, with complete witness lists. This is also an invaluable text for local history, topography, and genealogy. This text is the original of the Middle English translation that was published in the early twentieth century.

The book presents 125 letters carried aboard a ship, the Two Sisters of Dublin, captured at sea in 1757, in the midst of the Seven Years War (1756-1763). Most of the letters lay unopened for 250 years until they were rediscovered in the UK National Archives in 2011.The letters from members of the Irish community in Bordeaux and their relatives, friends and trading partners in Ireland communicate the concerns and understandings of ordinary people in a diasporic community during wartime. Written by sailors, merchants, servants, prisoners of war, priests, clerks, and many women, the letters vividly illustrate social and economic structures familiar to historians of early modern trade and the expatriate communities of the Atlantic world. They underline the central role of familial relationships in structuring commerce, and illustrate how communities were sustained across wide expanses of ocean by streams of correspondence, by favours asked and received, and by a flow of commodities, gifts, money and patronage. The letters offer access to eighteenth-century advice on parenting and glimpses of family conflict; insights on the food history of the period; a window on Irish clerical education in France; and impressions of the links sustained by members of the Huguenot community in France with relations abroad. The 125 letters, plus translations of the twenty-five letters in French, are presented together with illustrations, maps, annotations, a comprehensive index, and a substantial critical introduction, to assist readers in contextualizing and interpreting the letters.

The book sets out to establish the Treasury view of Scottish claims for public expenditure from the establishment of the Scottish Office in 1885 to the failed referendum on political devolution in 1979. Drawn largely from previously unresearched (and partly uncatalogued) Treasury documents held at The National Archives (UK) it provides a unique appreciation whether its ministers and officials viewed public investment north of the border as economically 'productive', designed to ensure equivalence in public investment between Scotland and England, or otherwise to placate Scottish interests.The book begins with a selection of documents drawn from the period between 1885 and 1914: a time of limited government, but which saw consistent Scottish claims for additional expenditure to alleviate Highland distress, to support Scottish fisheries, and fund an expansion of its four ancient universities, as well as securing a formula that ensured equivalence in educational expenditure. It then reproduces documents covering the inter-war years when government policy aspired to reconcile demands for collective provision with its belief in a free market. It locates Scottish claims within the Treasury's desire to secure an appropriate balance between English and Scottish public expenditure. Finally, the book draws on documents from 1940 until 1979, when the primary goal of government was to manage collective provision within a mixed economy. In doing so it illustrates Treasury concerns on the directions of the Scottish economy, and on seeking more devolved responsibility for the choices on investment that Scottish ministers sought. Throughout it considers the changes in the Treasury's administrative structure as it impacted on Scottish claims.

The documents cover all local chambers founded 1767-1839 as well as those that were unsuccessful in establishment. It covers all chambers in the UK and Ireland, and the significant developments in the early USA, Canada, and Jamaica. This provides to other researchers, local libraries, and archives a firm foundation of aligned local information.The documents include the rules, charters, and founding process of all chambers, which are analysed in the Introduction. The documents also cover the wider discourse from the 1690s that preceded chamber foundation, how differences of opinion and disputes between members were managed, their main political campaigns, their most significant services and activities, how parliamentary law agents were deployed, and their relation with the General Chamber of Manufactures 1785-7 and the union of chambers 1790-1805. An appendix lists all known early chamber members 1767-1839 and provides information on their business characteristics. The documents and the commentary challenge previous academic assessments offering important new insights into chamber persistence and interrelations with protest and 'reform' agendas. The English-law chambers have common origins and retain the unifying characteristic of being formed under common law as independent voluntary bodies. This contrasts with most European chamber models. With no compulsory membership, the documents evidence how early chamber leaders developed methods to manage the dynamics of exit, voice, and loyalty, and encourage involvement in order to limit free riding.

The letters in The Worlds of the Jeake Family of Rye create a narrative across more than a century and through three generations of the Jeake family. With Samuel Jeake junior and his wife Elizabeth at its centre, this collection also touches on the lives of their parents and their children. It begins with a letter written in 1640 about the death of Samuel senior's mother, Anne, and ends with the death of Samuel and Elizabeth's last surviving child in Jamaica in 1773. Samuel Jeake is well known to early modern historians through his published diary. The letters extend our understanding of his life, business dealings and his key relationships - those with his wife, Elizabeth, and his father, also Samuel. Other correspondents include Samuel's business contacts and his extended family. This collection of letters reveals the import role kinship connections played in the management of business and to the family's survival during the religious and political upheavals at the end of the 17th century. They give detailed insights into the Jeakes' domestic life and a rare glimpse into the life and work of a middling-sort woman. Elizabeth Jeake made a significant contribution to the marital economy. The Worlds of the Jeake Family of Rye also tells the story of Samuel's troublesome brother-in-law, Nathaniel Hartshorne, who became involved in the political machinations surrounding the Exclusion Crisis and narrowly avoided execution after a short and disastrous career as a government informer. This collection of around 300 letters is accompanied by comprehensive introductions to each chapter which put the correspondence in context and complete the narrative.

This volume focuses on the lives of tradesmen and women in the northern 'industrial' and commercial towns of Leeds, Sheffield, Manchester and Liverpool between 1788 and 1832. It incorporates the correspondence of the Wilson family of Sheffield snuff manufacturers (1788-95); the memoir of a Liverpool baker, John Coleman (1797); the diary of George Heywood, a Manchester grocer (1809-15); and the letterbook of the Leeds milliner, Robert Ayrey (1832). Each of the four sets of primary materials offers detailed insights into the domestic, familial, 'personal' and spiritual lives of their authors and their friends and relations, as well as shedding light on their business dealings and links with the wider communities in which they lived. It is unusual to find such intimate material from relatively modest middling men and women of this period extant, and the survival and publication of these documents provides us with rare vistas onto their experiences, expectations and anxieties. Although different in form, the sources in this volume fit together well due to their shared themes of business and family life, and their subjects' broadly similar social status and urban settings. Moreover, the volume relates to a variety of current historical concerns including gender, domesticity, marital relations, women's work and property, the family, urban society and business. It is also very readable, since many of the accounts are particularly lively, and include elements of drama, romance and pathos in addition to more prosaic business concerns.

This edition of over 600 letters written by or for the poor in the early nineteenth-century Cumbrian town of Kirkby Lonsdale provides a unique window onto the experiences, views and conditions of a much-neglected group in English society. At the most human level, these letters are replete with sickness and suffering, the inability of mothers and fathers to fulfil their basic roles, claims that people were starving and naked, writers who were at death's door and those who were homeless and desperate. The letters also provide a sense of the emotional landscape of those who have largely escaped the attention of historians of emotion. Here we find anger, suffering, gratitude, hopelessness, fear, humiliation and humility, largely in the words and voice of those who experienced such emotions. And above all we find agency - a group of poor people and their advocates who were willing and able, indeed saw it as their right, to challenge those who administered welfare and attempt to shape a system which notionally at least afforded them no power. Here, then, are ordinary lives played out on a canvas that will be appealing to a wide readership.

This book is the first academic survey of Lord Woolton's important wartime role, first as Minister of Food and then as Minister of Reconstruction. Using Woolton's Diaries and correspondence (including letters between Woolton and Churchill), it provides key insights into how the Ministry of Food managed to operate undisturbed by wartime bombing out of its main base in Colwyn Bay while Woolton maintained the propaganda machine for the Ministry from his base in London. It enables a fuller understanding of the political decisions on rationing and the constant challenges facing the Ministry. Also revealed is Woolton's consciousness of the social impact of rationing decisions, evidenced through contemporary newspaper reports. The little-known work he did as Minister of Reconstruction 1943-1945 is also explored, providing a new background to understanding the setting up of the Welfare State after 1945. The Cantelowe Accounts appear to offer the earliest evidence of an English merchant using Italian as a second language. They were written by John Balmayn, an unknown Londoner, who travelled to Tuscany to oversee the sale of a valuable wool shipment in 1450-51 on behalf of his master - the Mercer, Sir William Cantelowe. The author uses an intriguing mix of four languages, combining Middle English, Latin and Anglo-French with the administrative Tuscan that he has learnt working alongside Florentine partners, such as the Salviati company. Two other striking features of the text are the extensive use of Arabic numerals, unparalleled in fifteenth-century English accounting, and the unusually detailed descriptions of merchant marks that were used to identify the woolsacks. Overall, the accounts are unique amongst multilingual medieval sources and will interest economic historians and historical linguists alike.

Lady Margaret Beaufort (1443-1509) was the mother of Henry Tudor (1457-1509) by her first husband, Edmund Tudor, who died before his son was born. A strong and determined woman, after many vicissitudes she was instrumental in the overthrow of Richard III and the accession of her son to the throne after the Battle of Bosworth (1485). The documents edited here are the principal household accounts, extant in St John's College, Cambridge, for the period 1498-1509, during which she ran her own household, variously at Collyweston, Croydon and Hatfield, independent of her third husband, Thomas Stanley, earl of Derby. Servants Abroad presents manuscript journals by four British domestic servants who travelled to continental Europe in the second half of the eighteenth century, a period that tends to be seen as the golden age of a quintessentially aristocratic form of travel, the 'Grand Tour'. Yet if each wealthy traveller brought at least one employee, as seems a safe estimate, then more people knew this kind of travel as a period of work than as a gentlemanly rite of passage or an early form of tourism. For the first time, this volume makes first-hand accounts by members of this majority available for research and teaching. With a full introduction and extensive annotations, these texts upend the standard view of eighteenth-century travel from Britain to continental Europe, casting the 'Grand Tour' as an important episode in transnational labour history, and taking the study of working-class life writing in an exciting new direction.

The Amity Papers, 1690 reproduces 74 documents seized from the Irish vessel Amity trading with France at the height of the Williamite War (1689-1691). Mostly letters written by merchants (with a smaller number penned by Jacobite soldiers), the ship's papers illustrate particularly the plight of civilians during the 1690 siege of Limerick, which ended just weeks before the Amity sailed. The writers and their correspondents–mostly living in France–were part of two mercantile networks, one Catholic and the other Quaker. The collaboration between the two enabled Franco-Irish trade to continue despite wartime challenges. The letters also illuminate the economic consequences of wartime conditions in Ireland: requisitioning, the forced circulation of rapidly depreciating brass money, and the risks of buying or selling goods in this context.
