By the middle of the nineteenth century, however, Virginia's leadership in the American coal industry had completely unraveled while Pennsylvania, at first slow to exploit its vast reserves of anthracite and bituminous coal, had become the country's leading producer. Investing in Life considers the creation and expansion of the American life insurance industry from its early origins in the 1810s through the 1860s and examines how its growth paralleled and influenced the emergence of the middle class. Using the economic instability of the period as her backdrop, Sharon Ann Murphy also analyzes changing roles for women; the attempts to adapt slavery to an urban, industrialized setting; the rise of statistical thinking; and efforts to regulate the business environment. Because the city lacked a strong central government, private individuals working in civic associations of their own making shouldered broad responsibility for education, poverty relief, church governance, fire protection, and even taxation and military defense. Considering policymaking as a process, Peart focuses on the importance of rules and timing, the critical roles played by individual lawmakers and lobbyists, and the high degree of uncertainty that characterized this formative period in American political development.The debate about tariff policy, Peart explains, is an unbroken thread that runs throughout the pre–Civil War era, connecting disparate individuals and events and shaping the development of the United States in myriad ways. Duties levied on imports provided the federal government with the major part of its revenue from the ratification of the Constitution to the close of the nineteenth century. In defining textiles as a form of cultural writing, The Fabric of Empire challenges long-held ideas about authorship, textuality, and the making of books. It is impossible to separate text from textiles in the early modern Atlantic: novels, newspapers, broadsides, and pamphlets were printed on paper made from household rags. Yet the untethering of text from textile served a colonial agenda to define authorship as reflected in ink and paper and the pen as an instrument wielded by learned men and women. Skeehan explains that the colonial definition of the book, and what constituted writing and authorship, left colonial regimes blind to nonalphabetic forms of media that preserved cultural knowledge, history, and lived experience.
