Race is arguably the most profound and enduring cleavage in American society and politics. This book examines the sources and dynamics of the race cleavage in American society through a detailed analysis of intergroup and intragroup differences at the level of mass opinion. The ethclass theory, which examines the intersection of ethnicity and class, is used to analyze interracial differences in mass attitudes. This analysis yields three clusters of opinion that distinguish African Americans from whites - religiosity, interpersonal alienation, and political liberalism. The authors then examine the intragroup sources of these opinion differences among blacks in terms of class, gender, age, region, and religion. While the authors demonstrate an embryonic trend of more black middle class opinion agreement with whites, the book confirms the ethclass character of the black experience whereby race and race consciousness are still more significant than class in shaping black attitudes.Given the growing class bifurcation in black America and the continuing debate about its significance in shaping black attitudes and behavior, this book offers a refreshing new analysis of the homogeneity as well as heterogeneity of black mass public opinion.

It argues that while the world's population is predominantly urban, persons of African descent are disproportionately urbanized and impoverished, and it shows how significant changes in the global arena, among them new information technology, the increased hegemony of market structures, and the resulting socioeconomic instability, have altered the material circumstances of these and other poor and working-class urban dwellers. The book argues further that although the problems triggered by the late-twentieth-century challenge appear to impact blacks uniformly, the societal and cultural-specific dimensions of their plight should not be overlooked. Its findings and implications buttress the need for greater unity among urban blacks in the diaspora, as well as offer solutions that are sensitive to their societal and cultural differences.

Examines how and why government leaders understand and respond to African Americans and Latinos in northeastern cities with strong political traditions.Focusing on four medium-sized northeastern cities with strong political traditions, Electoral Politics Is Not Enough analyzes conditions under which white leaders respond to and understand minority interests. Peter F. Burns argues that conventional explanations, including the size of the minority electorate, the socioeconomic status of the citizenry, and the percentage of minority elected officials do not account for variations in white leaders' understanding of and receptiveness toward African American and Latino interests. Drawing upon interviews with more than 200 white and minority local leaders, and through analysis of local education and public safety policies, he finds that unconventional channels, namely neighborhood groups and community-based organizations, strongly influence the representation of minority interests.

Comprehensive study of the state of black state legislative politics.Devolution and Black State Legislators examines whether black state legislators can produce qualitative gains in the substantive representation of black interests. Once a battle cry by southern conservatives, "new federalism" has shifted power from Washington to the respective state governments and, ironically, has done so as black state legislators grow in number. Tyson King-Meadows and Thomas F. Schaller look at the debates surrounding black political incorporation, the tradeoffs between substantive and descriptive representation, racial redistricting, and the impact of black legislators on state budgetary politics. They situate contemporary constraints on black state elites as the union of macro- and micro-level forces, which allows for a reconsideration of how the idiosyncrasies of political, economic, and geographic culture converge with the internal dynamics of state legislative processes to produce particular environments. Interviews with black legislators provide valuable insights into how such idiosyncrasies may deprive institutional advancement-committee assignments, chairmanships, and party leadership positions-of the influence it once afforded.
