The debate about the relationships among poverty, minorities and the inner city is rooted in evaluations of policies initiated decades ago but the issues of this debate have a much longer ancestry. In many respects the underlying arguments of this debate were formulated during the second quarter of the nineteenth century when the first wave of mass immigration from Europe exacerbated anxieties about the social order of the rapidly growing seaports of the north-eastern United States. This book examines, from an explicitly geographic perspective, the relationships between migrants and the inner city during the period of mass immigration to the United States from about 1840 until the introduction of immigration restriction in 1923-4. During this period, interpretations of poverty became part of a set of assumptions about the immigrant slums and the presumed deviance of their residents. At different times these assumptions implied varying degrees of environmental or cultural determinism, as well as complex reciprocal interaction between environment and culture.

Gray's classic work on English Field Systems was published. In this 1999 book, Alan Baker challenges this orthodox view and demonstrates the extent to which peasants continued with traditional, and developed new, forms of collective action. He examines representations of the peasantry and discusses the discourse of fraternity in nineteenth-century France in general before considering specifically the historical development, geographical diffusion and changing functions of fraternal voluntary associations in Loir-et-Cher between 1815 and 1914. Alan Baker focuses principally upon associations aimed at reducing risk and uncertainty and upon associations intended to provide agricultural protection. A wide range of new voluntary associations were established in Loir-et-Cher - and indeed throughout rural France - during the nineteenth century. Their historical geography throws new light upon the sociability, upon the changing mentalités, of French peasants, and upon the role of fraternal associations in their struggle for survival.

To what extent has a North-South divide been a structural feature of England's geography during the last millennium and to what extent has it been especially associated with, and recognized during, particular periods in the past? These are the central questions addressed in this pioneering exploration of the history of a fundamentally geographical concept. Six essays treating different historical periods in time are integrated by their common concern with two geographical questions: first, to what extent is it possible for us to detect a material or tangible North-South divide in England in those periods in terms of regional differences in, for example, population, economy, society and culture; and, secondly, how important was the idea of such a divide to the geographical imaginations of contemporaries? A concluding essay by the editors reviews the social construction of England's geography and history and the significance of the North-South divide as a cultural metaphor.
