Human Development is widely recognised as the overriding goal of development, yet its realization is challenged by growing inequality, macro-economic fluctuations, and recurrent financial crises. This edited collection reflects on the work of Richard Jolly and includes contributions from leading scholars of development, all of whom have worked with Richard Jolly at varying points in his distinguished career. The volume advances thinking in the area of Human Development by discussing the evolution of its conceptualization and the policy implications, and the achievements in related key areas such as education, social protection, and employment. It juxtaposes these theoretical and (at times) real life improvements with disturbing developments in terms of growing inequality and macro-economic instability. It documents the growing income inequality which has characterized both developing and developedcountries. It shows that there has been a decline in some countries and identifies the policies adopted in these exceptional cases. It also shows also where and how public expenditure on Human Development in developing countries has been affected by the 2008 financial crisis and presents a newframework for a pro-growth pro-Human Development macro-economics, including suggestions for the countercyclical regulation of financial flows. The book also argues that a series of disruptive factors are nudging the innovation trajectory in new potentially pro-poor and pro-Human Development directions, especially if policies speed-up the diffusion of new efficient appropriate technologies in low and middle income economies.

Human Development has been advocated as the prime development goal since 1990, when the publication of the first UNDP Human Development Report proposed that development should improve the lives people lead in multiple dimensions instead of primarily pursuing economic growth. This approach forms the foundation of Advancing Human Development: Theory and Practice. It traces the evolution of approaches to development, showing how the Human Development approach emerged as a consequence of defects in earlier strategies.Advancing Human Development argues that Human Development is superior to measures of societal happiness. It investigates the determinants of success and failure in Human Development across countries over the past forty years, taking a multidimensional approach to point to the importance of social institutions and social capabilities as essential aspects of change. It analyses political conditions underlying the performance of Human Development, and surveys global progress in multiple dimensions such as life expectancy, infant mortality, and education and outcomes, whilst reflecting on dimensions which have worsened over time, such as rising inequality and declining environmental conditions. These deteriorating conditions inform Advancing Human Development''s account of the challenges to the Human Development approach, covering the insufficient attention paid to macroeconomic conditions and the economic structure needed for sustained success.

This study draws on the experience of UNICEF to illustrate the current crisis in the welfare of children and other vulnerable groups.

After three decades of remarkable progress, improvements in the welfare of children and other vulnerable groups in many parts of the world began to falter in the 1980s. This study draws on UNICEF work and experience of recent years to illustrate the extent of the current crisis and point to ways to alleviate the effects caused by economic adjustment.Volume 1, published in October, developed a strategy for protecting vulnerable populations during adjustment. The strategy, "Adjustment with a Human Face", combines the promotion of economic growth, protection of the vulnerable, and macro-economic adjustment. This volume, volume 2, examines in closer detail the experiences of the ten countries used as the basis for this strategy. The successes of governments in protecting vulnerable groups in South Korea, Botswana, Zimbabwe, and Peru are appraised and contrasted with the failures in Brazil, Ghana, Jamaica, and the Philippines. Sri Lanka and Chile are also considered.

Civil wars in developing countries are amongst the most significant sources of human suffering in the world today. Although there are many political analyses of these emergencies, this two-volume work is the first comprehensive study of the economic, social, and political roots of humanitarian emergencies, identifying early measures to prevent such disasters. Nafziger, Stewart, and Väyrynen draw on a wide range of specialists on the political economy of war and on major conflicts to show the causes of conflict. The first volume provides a general overview of the nature and causes of the emergencies, including economic, political, and environmental factors. The second volume provides detailed case studies of thirteen conflicts (including Rwanda, Burundi, the Congo, Afghanistan, and the Caucasus) that originated in the weakness of the state or where economic factors predominate. The volumes emphasize the significance of protracted economic stagnation and decline, government exclusion of distinct social groups, state failure, predatory rule, and high and increasing inequality, especially horizontal inequalities, or inequality among groups in access to political, economic, and social resources. They criticize beliefs recurrent in the literature that emergencies are the result of deteriorating environmental conditions or structural adjustment, or arise from ethnic animosities alone. Violent conflicts and state violence arise from the interaction of cultural, economic, and political factors. Following this analysis of the causes of war and genocide, the work points to policies that would help to prevent humanitarian emergencies in developing countries, which would be much less costly than the present strategy of the world community of spending millions of dollars annually to provide mediation, relief, and rehabilitation after the conflict occurs.

Since the end of the cold war, the number of civil wars in developing countries has escalated to the point where they are the most significant source of human suffering in the world today. Although there are many political analyses of these emergencies, this two-volume work is the first comprehensive study of the economic, social, and political roots of humanitarian emergencies, identifying early measures to prevent such disasters. The volumes emphasize the significance of protracted economic stagnation and decline, high and increasing inequality, government exclusion of distinct social groups, state failure and predatory rule. They debunk beliefs recurrent in the literature that emergencies are the result of deteriorating environmental conditions, structural adjustment, and deep-seated ethnic animosity. By analysing the causes and prevention of war and humanitarian emergencies in developing countries, this work outlines a less costly alternative to the present strategy of the world community of spending millions of dollars annually to provide mediation, relief, and rehabilitation after the conflict occurs.

Wars, especially civil wars, are among the most serious causes of human suffering and underdevelopment. Yet economic analysis of developing countries at war is relatively rare. These volumes aim to reverse this neglect, tracing the economic and social consequences of conflict both theoretically and through empirical investigations, including seven country case studies. A major objective is to identify policies which may reduce the heavy human and economic costs. Volume One provides a general framework for the analysis, examines the political economy of countries at war, and provides an empirical overview of the costs of war for the poor countries worst affected by conflict. The approach is multidisciplinary: political and sociological analysis is needed in order to understand motivations and behaviour during conflict; while economic analysis is necessary to evaluate how poor people are affected. The analysis includes an investigation of how the international system, including food aid, affects the war economies, and identifies international as well as domestic policies which may reduce the human and economic costs of conflict. The subject is particularly important in view of the high incidence of wars in poor countries. Between 1950 and 1990, around 15 million deaths were caused (directly or indirectly) by war in developing countries. The end of the Cold War led to a transition to peace in many of the areas in which conflict had been fuelled by East-West antagonism, but new wars erupted. From 1989 to 1995, between 34 and 51 armed conflicts were waged each year, the great majority in poor developing countries. These volumes investigate economic and social consequences at macro-, meso- and micro- levels, aiming to identify the indirect costs (e.g. via inflation and reduced entitlements) as well as direct costs of military operations. The in-depth country case studies published in Volume Two (Afghanistan, Mozambique, Nicaragua, Sierra Leone, Sri Lanka, Sudan and Uganda) are summarized in Volume One. These explore the main economic mechanisms operating during war and the policy responses of governments and international actors, showing how each can enlarge the costs and further fuel the conflicts. The large variations in this response and in the consequent costs point to domestic and international policies which can reduce the human and economic costs even before peace is restored.

This text focuses on group behaviour in developing countries. It includes studies of producer and community organizations, NGOs, and some public sector groups. Despite the fact that most economic decisions are taken by people acting within groups - families, firms, neighbourhood or community associations, and networks of producers - the analysis of group functioning has not received enough attention, particularly among economists. Some groups function well, from the perspectives of equity, efficiency, and well-being, while others do not. This book explores why The text covers groups that perform three types of function: overcoming market failures (for example, producer organizations); improving the position of their members (for example, Trade Unions), and distributing resources to the less well-off (for example, NGOs and the public sector) It contrasts three modes of group behaviour: power and control; co-operation; and the use of material incentives, exploring what determines modes of behaviour of groups, and the consequences for efficiency, equity, and well-being.

It contrasts three modes of group behaviour: power and control; cooperation; and the use of material incentives. It explores what determines modes of behaviour of groups, and the consequences for efficiency, equity, and well-being. The book includes eleven case studies by different authors, including producers' associations in Brazil, farmers' organizations in Korea and Taiwan, community forestry groups in South Asia, organizations of sex-workers in Calcutta, and health NGOs in Uganda. Claims groups tended to be the most cooperative, cooperation fostering empowerment and self-esteem. Distributive or pro bono groups mostly operated according to power and control, while market failure groups often combined all three modes. The studies show the strong impact of norms in society as a whole on group behaviour. The recent shift towards a stronger role for market incentives has exerted powerful pressures on groups to use more material incentives, undermining the cooperation essential to sustain efficiency and equity. The universal presumption in favour of monetary incentives needs to be abandoned. Non-market behaviour needs to be valued and protected as well.

This book evaluates the extent to which post-conflict reconstruction has addressed problems of horizontal inequalities through country case studies on Burundi, Rwanda, Nepal, Peru, Guatemala, Bosnia and Herzegovina, and Afghanistan, and four thematic studies on macro-economic policies, privatisation, PRSP's, and employment generation.

Global contributors discuss the theoretical controversies concerning the merits and demerits of affirmative action, and explain why affirmative action is needed in multi-ethnic countries. They analyse actual experience with affirmative action policies their origin, nature and consequences in nine countries.

Using data for India and Peru, the authors compare and contrast four different approaches to poverty analysis at a theoretical and empirical level. The research reveals the implications for measuring poverty and for policy, concluding that the approach chosen does make a marked difference to conclusions drawn.

This collection of papers by some of the world's leading development economists is remarkable for its wide scope. It covers such varied topics as stagflation in the third world; the extension of free trade to include international investment; the early 1980s in Latin America; the economic growth of Africa and communal land tenure systems and their role in rural development. As well as representing important contributions in themselves, the papers acquire unity from a similarity in approach - always giving priority to reality if it comes into conflict with theoretical bias.

The increasing liberalization and globalisation of the world economy has not been accompanied by covergence in the various indicators of economic and social development. The papers in this volume go some way towards explaining why the increasing reliance on market forces may lead to greater divergences in economic performance. They also point to the importance for the development process of social solidarity and institutions which encourage co-operative approaches to problem solving.

This book explores the effects of macro-policies and determines which policies have best promoted appropriate technology in developing countries. It explores the political economy of macro-policies, examining which groups in society are likely to benefit from alternative policies and technologies.

This book presents papers on the recycling of funds from surplus to deficit countries; stabilizing the existing International Financial System; securing an adequate level of investment return for surplus countries; the role of the special drawing rights; and mineral and energy financing.

This book is the outcome of a Development Studies Association Workshop on Technology that we convened in Queen Elizabeth House in March 1980. In the 1960s and 1970s most research on technology in poor countries was directed at the question of the labour or capital intensity of production technique (sometimes described as the 'neo-classical' question). The collection of essays raises questions as much as it provides answers: but in so doing it provides a comprehensive introduction to the major new topics which are of substantial concern to those working on issues of technology and development.
