The federal government plays the predominant role in supporting research and development (R&D) and in establishing public policies that affect science and technology (S&T) in the United States. However, the federal government is no longer the sole focus of R&D funding and S&T policy making. State and local policy makers are unquestionably making more and more decisions that affect all of us on a daily basis. With this shift, states have also assumed an increasing responsibility for developing, formalizing, and institutionalizing policies and programs that support R&D and enable S&T evidence and expertise to be incorporated into policy making.
These issues were explored during a first-of-its-kind National Convocation organized by the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine in collaboration with the National Association of Academies of Science and the California Council on Science and Technology. Scientists, engineers, state policy makers, experts from state regulatory agencies, representatives from foundations, and experts in scientific communication from 20 states and the District of Columbia participated in this event. This report highlights the major themes from the Convocation that emerged from the presentations and from the rich discussions that occurred in both plenary and breakout sessions.

High school chemistry teachers have a critical role to play in engaging and supporting the chemical workforce of the future, but they must be sufficiently knowledgeable and skilled to produce the levels of scientific literacy that students need to succeed.To identify key leverage points for improving high school chemistry education, the National Academies'' Chemical Sciences Roundtable held a public workshop, summarized in this volume, that brought together representatives from government, industry, academia, scientific societies, and foundations involved in outreach programs for high school chemistry teachers. Presentations at the workshop, which was held in August 2008, addressed the current status of high school chemistry education; provided examples of public and private outreach programs for high school chemistry teachers; and explored ways to evaluate the success of these outreach programs.

The financial crisis that began in 2008 is a stark demonstration that we as a nation take great risks when we build too much of our economy on a base that does not create real value. Relying on vaporous transactions to generate wealth is no substitute for making real products and providing real services. In the 21st century, the United States and the rest of the world will face some of the greatest challenges of the modern age: feeding a growing population, generating adequate energy without destroying the environment, countering chronic and emerging infectious diseases. The first decade of the new century has shown that technological innovation is essential for the United States and other countries to meet these challenges.At the 2009 Annual Meeting of the National Academy of Engineering in Irvine, California, a public forum entitled ''Rebuilding a Real Economy: Unleashing Engineering Innovation'' brought together seven prominent leaders of the innovation system to discuss the challenges facing America. The insights of the panel members cut to the heart of what this nation needs to do to remain a global leader in the turbulent world of the 21st century.This summary captures the main points made by the forum participants with the aim of encouraging further reflection and discussion. As the panelists pointed out, no single action can reenergize our innovation system. A portfolio of interconnected and interdependent initiatives must be undertaken to generate new knowledge and technology and move that new knowledge successfully into a competitive world marketplace. But the panelists clarified the goal toward which we must strive and some of the most important steps we need to take to achieve that goal.

The 2020 Annual Meeting of the National Academy of Engineering took place under the most unusual circumstances in the Academy''s 56-year history. In January 2020 the first few cases of a respiratory illness caused by a newly identified coronavirus were reported in the United States. By March, COVID-19 had become a global pandemic. As soon as the first few cases were reported, engineers began working wiith scientists, medical professionals, and others in the public and private sector to address needs generated by the pandemic. They brought automation, process control, and artificial intelligence to the production of protective equipment, diagnostics, and therapeutics. They established robust supply chains of critical materials. They strengthened the communication technologies and platforms that allowed people to telework and keep in touch with friends and family members.
The 2020 annual meeting was held virtually. The two main plenary presentations, delivered by David Walt, the Hansjörg Wyss Professor of Biologically Inspired Engineering at Harvard Medical School, and Pam Cheng, executive vice president of global operations and information technology for AstraZeneca, focused on the critical role of engineers in responding to the epidemic. Similarly, the annual forum, held the next day and organized by NAE executive officer Al Romig, Jr., and a distinguished organizing committee, was entitled "Engineering for Pandemics: Preparedness, Response, and Recovery". The plenary and forum presentations, which are summarized in this volume, abundantly demonstrate the essential functions that engineers have performed in responding to the virus. They also reveal the lessons derived from engineering that must be absorbed to prepare effectively for future pandemics and for other disasters, expected and unexpected, that will certainly occur in the future.

In 1999, Liping Ma published her book Knowing and Teaching Elementary Mathematics: Teachers'' Understanding of Fundamental Mathematics in the United States and China, which probed the kinds of knowledge that elementary school teachers need to convey mathematical concepts and procedures effectively to their students. Later that year, Roger Howe, a member of the U.S. National Commission on Mathematics Instruction (USNC/MI), reviewed the book for the Notices of the American Mathematical Society, concluding that it ''has lessons for all educational policymakers.'' Intrigued by the idea of superrank teachers, the USNC/MI sponsored a workshop entitled ''The Teacher Development Continuum in the United States and China''. The purpose of the workshop was to examine the structure of the mathematics teaching profession in the United States and China. The main presentations and discussion from the workshop are summarized in this volume.

The rapid growth of home health care has raised many unsolved issues and will have consequences that are far too broad for any one group to analyze in their entirety. Yet a major influence on the safety, quality, and effectiveness of home health care will be the set of issues encompassed by the field of human factors research—the discipline of applying what is known about human capabilities and limitations to the design of products, processes, systems, and work environments.
To address these challenges, the National Research Council began a multidisciplinary study to examine a diverse range of behavioral and human factors issues resulting from the increasing migration of medical devices, technologies, and care practices into the home. Its goal is to lay the groundwork for a thorough integration of human factors research with the design and implementation of home health care devices, technologies, and practices.

An estimated 2 billion people, one third of the global population, are infected with Mycobacterium tuberculosis, the bacterium that causes tuberculosis. Spread through the air, this infectious disease killed 1.7 million in 2009, and is the leading killer of people with HIV. Tuberculosis (TB) is also a disease of poverty—the vast majority of tuberculosis deaths occur in the developing world. Exacerbating the devastation caused by TB is the growing threat of drug-resistant forms of the disease in many parts of the world.
Drug-resistant tuberculosis presents a number of significant challenges in terms of controlling its spread, diagnosing patients quickly and accurately, and using drugs to treat patients effectively. In Russia in recent decades, the rise of these strains of TB, resistant to standard antibiotic treatment, has been exacerbated by the occurrence of social, political, and economic upheavals. The Institute of Medicine (IOM) Forum on Drug Discovery, Development, and Translation, in conjunction with the Russian Academy of Medical Sciences held a workshop to discuss ways to fight the growing threat of drug-resistant TB. The New Profile of Drug-Resistant Tuberculosis in Russia: A Global and Local Perspective: Summary of a Joint Workshop presents information from experts on the nature of this threat and how it can be addressed by exploring various treatment and diagnostic options.

Engineers know what they mean by the word technology. They mean the things engineers conceive, design, build, and deploy. But what does the word global in the phrase global technology mean? Does it mean finding a way to feed, clothe, house, and otherwise serve the 9 billion people who will soon live on the planet? Does it mean competing with companies around the world to build and sell products and services? On a more immediate and practical level, can the rise of global technology be expected to create or destroy U.S. jobs?
The National Academy of Engineering held a three-hour forum exploring these and related questions. The forum brought together seven prominent members of the engineering community:
Esko Aho, Executive Vice President of Corporate Relations and Responsibility, Nokia; former Prime Minister of Finland Bernard Amadei, Founder, Engineers Without Borders, Professor, University of Colorado John Seely Brown, Visiting Professor, University of Southern California; Former Chief Scientist of Xerox Corporation Ruth A. David, President and CEO of Analytic Services, Inc. Eric C. Haseltine, Consultant, former Associate Director for Science and Technology in the Office of the Director of National Intelligence, and former head of research and development at Disney Imagineering Nicholas Negroponte, Founder, One Laptop Per Child Association Inc., Founder and Chairman Emeritus of the MIT Media Lab Raymond S. Stata, Co-founder and Chairman of the Board, Analog Devices Inc.In the first half of the forum, each panelist explored a specific dimension of the global spread of technology. The topics varied widely—from reducing poverty to the impact of young people on technology to the need for systems thinking in engineering. But all seven presenters foresaw a world in which engineering will be fundamentally different from what it has been. In the second half of the forum, the panelists discussed a variety of issues raised by moderator Charles Vest and by forum attendees.

Demographic changes, immigration, economic upheavals, and changing societal mores are creating new and altered structures, processes, and relationships in American families today. As families undergo rapid change, family science is at the brink of a new and exciting integration across methods, disciplines, and epistemological perspectives.The purpose of The Science of Research on Families: A Workshop, held in Washington, DC, on July 13-14, 2010, was to examine the broad array of methodologies used to understand the impact of families on children''s health and development. It sought to explore individual disciplinary contributions and the ways in which different methodologies and disciplinary perspectives could be combined in the study of families. Toward an Integrated Science of Research on Families documents the information presented in the workshop presentations and discussions. The report explores the idea of family research as being both basic and applied, offering opportunities for learning as well as intervention. It discusses research as being most useful when organized around particular problems, such as obesity or injury prevention. Toward an Integrated Science of Research on Families offers a problem-oriented approach that can guide a broad-based research program that extends across funders, institutions, and scientific disciplines.

At some point during 2009, more than 17 million households in the United States had difficulty providing enough food for all their members because of a lack of resources. In more than one-third of these households, the food intake of some household members was reduced and normal eating patterns were disrupted due to limited resources. The Workshop on Understanding the Relationship Between Food Insecurity and Obesity was held to explore the biological, economic, psychosocial, and other factors that may influence the relationship between food insecurity, overweight, and obesity in the United States. Hunger and Obesity examines current concepts and research findings in the field. The report identifies information gaps, proposes alternative approaches to analyzing data, recommends new data that should be collected, and addresses the limitations of the available research.
