The inauguration of the Asia-Europe Meeting (ASEM) in Bangkok in 1996 was celebrated with enthusiasm and hopes in the two regions because this forum represented a breakthrough in Asia-Europe relations. The region-to-region pattern of the relations becomes the study framework that enables the explorations of central themes which include the Asian regional identity, ASEAN collective diplomatic prominence, and the informality of the ASEM institution. In exploring those central themes, this book applies constructivist, realist, and neo-liberal institutional theories consecutively. The difference between Asian and European cooperative culture, as well as the longevity of an international institution, adds to the picture. This book contributes not only to the study of Asia-Europe relations but also to the understanding of regionalism in Asia.

Southeast Asian Affairs is the only one of its kind: a comprehensive annual review devoted to the international relations, politics, and economies of the region and its nation-states. The collected volumes of Southeast Asian Affairs have become a compendium documenting the dynamic evolution of regional and national developments in Southeast Asia from the end of the ‘second’ Vietnam War to the alarms and struggles of today. Over the years, the editors have drawn on the talents and expertise not only of ISEAS’ own professional research staff and visiting fellows, but have also reached out to tap leading scholars and analysts elsewhere in Southeast and East Asia, Australia and New Zealand, North America, and Europe. A full list of contributors over forty years reads like a kind of who’s who in Southeast Asian Studies.Regardless of specific events and outcomes in political, economic, and social developments in Southeast Asia’s future, we can expect future editions of Southeast Asian Affairs to continue to provide the expert analysis that has marked the publication since its founding. It has become an important contributor to the knowledge base of contemporary Southeast Asia." - Donald E. Weatherbee, Russell Distinguished Professor Emeritus, University of South Carolina

This is the story of Liem Sioe Liong, a penniless migrant from China who arrived in Java in 1938 and became the wealthiest businessman in Suharto’s Indonesia. Through serendipity, good instincts and networking skills, Liem rose from being an obscure, small-scale trader in the 1950s to become an important pillar of support for Suharto, who gained power amid murky circumstances and replaced Sukarno as Indonesia’s president in the mid-1960s. The text has elusive inputs from Liem and his son Anthony Salim, currently CEO of the giant conglomerate Liem founded, known as the Salim Group. It traces the history of the group from its birth in the late 1960s, to its development as a transnational corporation, until the post-Suharto period, when Anthony fended off opponents and kept Salim afloat after its patron lost power in 1998.

What did the 2006 military coup show us? It demonstrated that the crux of the Thai crisis is far more serious and much wider in scope than had previously been thought. The monarchy is surely not a victim in the protracted conflict, but the root cause and continuing factor that has eroded Thai politics. The coup set in motion more prejudicial uses of the lèse-majesté law, and in the process, has led to more political prisoners. It has also shredded the military into several segments, turning generals into desperate royalists who continue to live off the monarchy in order to survive. Issues of violence in the Thai south and the Thai-Cambodian dispute became greatly intensified in the age of militarised politics. The coup also produced unique colour-coded politics and created crises of legitamacy. This book is a collection of essays that reflect developments in Thai politics in the post-coup period.

This book examines how the interaction between political and economic factors under Doi Moi has shaped Vietnam's China policy and bilateral relations since the late 1980s. After providing a historical background, the book examines the conflicting effects that Doi Moi has generated on bilateral relations. It demonstrates that Vietnam's economic considerations following the adoption of Doi Moi contributed decidedly to the Sino-Vietnamese normalization in 1991 as well as the continuous improvements in bilateral ties ever since. At the same time, Vietnam's economic activities in the South China Sea and China's responses have intensified bilateral rivalry and put their ties under considerable strains. The book goes on to argue that Doi Moi has indeed brought Vietnam newfound opportunities to develop a multi-level omni-directional hedging strategy against China. Finally, the book concludes by looking at the prospects of democratization in both countries and assessing the future trajectory of their relations under such circumstances. As the most comprehensive and up-to-date survey of Vietnam's relations with China over the past thirty years, the book is a useful reference source for academics, policymakers, students, and anyone interested in contemporary Vietnam foreign policy in general and Vietnam–China relations in particular.

The global financial and economic shock of 2007-09 is the third major economic crisis to have buffeted Cambodia in its post-conflict period, coming in the wake of the food crisis of 2007-08 and just a decade after the Asian financial crisis of 1997-98 (the ""triple crises""). Cambodia's post-conflict history can be divided into two periods: 1991-98, referred to as the early phase of transition during which the first of the triple crises, the Asian financial crisis, occurred; and 1998 to the present, the late phase of transition during which the food and economic shocks transpired. A stocktake of the developments in Cambodia's post-conflict history suggests that the country has come a long way in reinstituting the foundations of a capitalist economic and procedural democracy but has yet to make significant headway in economic sophistication and substantive democracy. The triple crises were different, yet had similar characteristics. They were all exogenously-driven shocks with their own specific causes but their effects were shaped by the country's situation at the time. In terms of magnitude of impact, the global financial and economic downturn was the worst of the three crises. That it caused the first ever growth contraction in the post-conflict period was sufficient rationale for the series of studies that substantiate this book. Like the two shocks that preceded it however, the way it impacted on Cambodia cannot be understood in isolation from the overall post-conflict milieu. The thesis here is not that endogenous factors caused the crisis. It is simply that endogenous factors shaped the impact of the crisis and a historical, as opposed to a static, analysis better illuminates the nature of the impact. This book is an in-depth comprehensive examination of the impact of the global financial and economic crisis on Cambodia. It probes into the effects of the shock at macro, sectoral and micro levels using qualitative and quantitative techniques.

Since 1957, Malaysia's economic development has been an account of growth, transformation, and of structural change. More than 75 per cent of its gross domestic product (GDP) comes from the manufacturing and services sectors. However, Malaysia is stuck in a middle-income trap and is facing challenges on the economic and political front. In June 2010, Prime Minister Najib Razak unveiled the 10th Malaysian Plan (2011-15) to chart the development of Malaysia from a middle- to high-income nation. This publication represents a policy-oriented stocktake and evaluation by academics, policy-makers, and business people on Malaysia's achievements, present work-in-progress endeavours, and some of the future challenges facing the nation in its pursuit to achieve a developed high-income country status.

The fall of the New Order government in 1998 and the political reform that followed posed substantial challenges for Indonesia’s bureaucracy to continue fulfilling its mandate. This book analyses the process of bureaucratic reform in the irrigation sector. Using irrigation Management Transfer policy as the entry point for analysis, it documents and analyses the irrigation bureaucracy’s ability to sustain its power and prominence in the sector’s development, amidst and against national and international pressures for reform. The book argues that bureaucratic reform in the irrigation sector rather than attempting to change the bureaucracy’s functioning in the image of national and global (good) governance perspectives and priorities, should instead focus on linking the irrigation bureaucracy’s everyday practice more effectively with farmers’ needs and aspirations. Reform efforts of the past decades show that Indonesia’s irrigation sector development cannot be redirected without the irrigation bureaucracy’s knowledge, experience and cooperation, and without strengthening its downward accountability to farmer-irrigators.

From grassroots conflicts to great power relations, this book explores some of the key concepts, methodologies, and dilemmas of researching Asia-Pacific affairs. The book deals with key questions about the Asia Pacific: Why should we study policy from the ground up? What are the human considerations for societies in conflict? Why is regionalism important and how do global powers play a role? Should Asia-Pacific researchers embrace the design-based revolution in the social sciences? Muddy Boots and Smart Suits is for students, scholars, and policymakers in the region looking for a new way to understand local, regional, and global security challenges.

This volume features contributions by over 40 writers with deep expertise on Indonesia. The book provides a timely, comprehensive and analytical assessment of the country's regional development dynamics in the post-decentralization environment. It explores historical, political and development patterns at the regional level; the relationship between decentralization and governance; local-level perspectives; migration, cities and connectivity; and the challenges confronting the peripheral regions of Aceh and Papua.

This is a detailed, narrative-based history of Classical Malay Literature. It covers a wide range of Malay texts, including folk literature; the influence of the Indian epics and shadow theatre literature; Panji tales; the transition from Hindu to Muslim literary models; Muslim literature; framed tales; theological literature; historical literature; legal codes; and the dominant forms of poetry, the pantun and syair. The author describes the background to each of these particular literary periods. He engages in depth with specific texts, their various manuscripts, and their contents. In so doing, he draws attention to the historical complexity of traditional Malay society, its worldviews, and its place within the wider framework of human experience. Dr Liaw’s A History of Classical Malay Literature will be of benefit to beginning students of Malay Literature and to established scholars alike. It can also be read with benefit by those with a wider interest in Comparative Literature and in Southeast Asian culture in general.

Since it began in 2008, the dispute over the temple of Preah Vihear and its adjacent area has envenomed Thai-Cambodian relations. Puangthong R. Pawakapan argues that initially Thai-Cambodian cooperation on the temple had begun within the framework of Thailand’s strategy to become a regional economic centre and leader. It was the first time in Southeast Asia that two formerly antagonistic states were employing cultural methods to settle a territorial dispute and turned it into a symbol of friendship and cooperation between the two countries. But the ultra-nationalist movement derailed this essay in cooperation. Instead, the temple became a symbol of hatred between the two countries. The ultra-nationalists’ success has to be attributed to the support it enjoyed from various civic groups and institutions.

This book marks a major contribution since the work of Tan Liok Eee (1997) on the Dongjiaozong movement in Malaysia. The author's familiarity with both popular and academic writings in Mandarin has yielded rare, first-hand, and often bottom-up views on the Dongjiaozong movement from actors directly involved in the movement. As a result, readers get a better understanding of the personalities, leadership dynamics, creative strategies of control and resistance within this social movement as well as its ability to exploit political vulnerabilities and interpersonal relationships to cajole, negotiate and arm-twist the state in its bid to defend Chinese education in Malaysia. This book will be of interest to practitioners in the fields of political science and Malaysian studies, in general, and the study of state-society relations and social movements in non-liberal democratic contexts, in particular." - Associate Professor Goh Beng Lan, Department of Southeast Asian Studies, National University of Singapore"Ang Ming Chee's insightful examination of the decades-long Chinese education movement in Malaysia is a powerful example of scholarship exemplifying deep passion and rigorous analysis. This important study will be a major reference for those interested in Chinese politics in Malaysia and the social resistance movements under non-democratic conditions for years to come."- Associate Professor Jamie S. Davidson, Department of Political Science, National University of Singapore

Political accountability is a crucial element of any democracy since it is a safeguard against power abuse and corruption, both urgent problems of many political systems in Southeast Asia. Based on social science theories, the author analyses from a comparative perspective the ways institutional engineering concerning different dimensions of political accountability influenced the quality of democracy in Indonesia, Thailand and the Philippines. By highlighting the successes and shortcomings, this book evaluates the degree these institutional reforms resulted in the deepening, stagnation, or regression of the respective democratization processes in these three Southeast Asian countries.

The story of Penang would be incomplete without the Big Five Hokkien families (the Khoo, the Cheah, the Yeoh, the Lim, and the Tan). It was the Big Five who played a preponderant role not only in transforming Penang into a regional entrepot and a business and financial base, but also in reconfiguring maritime trading patterns and the business orientation of the region in the nineteenth century. Departing from the colonial vantage point, this book examines a web of transnational, hybrid and fluid networks of the Big Five comprising of family relationship, sworn brotherhood, political alliance and business partnerships, which linked Penang and its surrounding states (western Malay states, southwestern Siam, southern Burma, and the north and eastern coasts of Sumatra) together to form one economically unified geographical region, having inextricable links to China and India. With these intertwining networks, the Big Five succeeded in establishing their dominance in all the major enterprises (trade, shipping, cash crop planting, tin mining, opium revenue farms), which constituted the linchpin of Penang's and its region's economy. By disentangling and dissecting this intricate web of networks, this book reveals the rise and decline of the Hokkien mercantile families' nearly century-long economic ascendancy in Penang and its region.

This book explores the current state of lndonesian education. There appear to be few distinctive images of education in Indonesia that are widely known internationally. But this is not because nothing is happening. The past decade has seen major trends in the structure of the Indonesian education system and in schooling trajectories of lndonesia's children and adolescents. It has also seen major policy discussions and initiatives. Over the same period, the country saw the administration of primary and secondary levels decentralised to the regional government, introduction of the new paradigm of school-based management, and public spending on education required to reach one-fifth of total government spending. But while enrolment rates at all levels continue to increase, quality remains low and has not improved, and the tertiary education sector continues to experience issues with autonomy and unsatisfactory performance. In Indonesia, as elsewhere in Asia, education will inevitably play a key role in the trajectory of national development as the 21"" century unfolds. Aside from World Bank reports, three does not appear to be any volume that provides a wide-ranging comprehensive coverage of the Indonesian educational situation and the issues it faces. Therefore, this book fills an important gap and, as such, potentially has a wide readership.

The archaeological site of Bagan and the kingdom which bore its name contains one of the greatest concentrations of ancient architecture and art in Asia. Much of what is visible today consists of ruins of Buddhist monasteries. While these monuments are a major tourist attraction, recent advances in archaeology and textual history have added considerable new understanding of this kingdom, which flourished between the 11th and 14th centuries. Bagan was not an isolated monastic site; its inhabitants participated actively in networks of Buddhist religious activity and commerce, abetted by the sites location near the junction where South Asia, China and Southeast Asia meet. This volume presents the result of recent research by scholars from around the world, including indigenous Myanmar people, whose work deserves to be known among the international community. The perspective on Myanmar's role as an integral part of the intellectual, artistic and economic framework found in this volume yields a glimpse of new themes which future studies of Asian history will no doubt explore.

Asia is known as the region with the most vibrant economic progress. From 1980 through to the Asian crisis in 1997-98, the average growth rate of emerging and developing economies in Asia was around 7 per cent, much higher than other regions. From 2000 until 2016, the average growth rate returned to 7 per cent, including periods of double-digit growth such as 2006-7. With such dynamics, the region attracts various types of capital flows. Juthathip Jongwanich, one of Thailand's leading economic researchers, who specialises in the field of international economics, recently published a book that offers a comprehensive discussion on the determinants of capital mobility in Asia. The author's intention in writing this book is to augment the literature on capital mobility in Asia, especially in the post-crisis period after 1997-98. By analysing data from selected countries in the region, Jongwanich (2017) explores several topics related to capital flows: (1) identifying crucial factors affecting capital flows. (2) reviewing the impact of capital flows on the domestic economy, especially on the real exchange rate, and (3) evaluating the effectiveness of policies designed to manage capital flows that were implemented in several countries in Asia. This book has a lot to offer. The content is very relevant for academics, students, policy-makers, and government officials who are interested in the dynamics of capital flows in Asia, especially after the global financial crisis in 2008. In addition to using the latest data, the author also provides policy insights into using breakthrough approaches such as elaborating M&A data as well as setting up a capital policy index for Malaysia and Thailand. Another notable feature of the book is the separation of the analysis for inward and outward flows, which have different characteristics. Although the book already covers a significant amount of ground on this topic with novel approaches, it would be beneficial to include policy recommendations for particular countries, since the countries used in the regression analysis have different characteristics. In the methodological area, considering the variety of metrics used in the regression analysis, the standardized beta approach to sort out which variable has the larger role in determining the flow could be applied in order to set the policy priorities. Lastly, on the chapter discussing capital account policy, the author claims that Malaysia's policy in controlling outflows is considered as effective. However, quoting one of the propositions about capital flows policy from Reinhart (2003:233), 'Controls in one market may shift volatility to other markets', there is a possibility that outflows could still occur through imports, which were not evaluated in the VAR." — Wishnu Mahraddika, Asian Pacific Economic Literature, 2018.

In this fascinating multi-disciplinary and multi-sited volume, the authors challenge reductionist and oversimplifying approaches to understanding China's engagement with Southeast Asia. Productively viewing these interactions through a 'resource lens', the editor has transcended disciplinary and area studies divides in order to assemble a dynamic and diverse group of scholars with extensive experience across Southeast Asia and in China, all while bringing together perspectives from resource economics, policy analysis, international relations, human geography, political ecology, history, sociology and anthropology. The result is an important collection that not only offers empirically detailed studies of Chinese energy and resource investments in Southeast Asia, but which attends to the complex and often ambivalent ways in which such investments have become both a source of anxiety and aspiration for different stakeholders in the region. It is essential reading for scholars seeking to understand the diverse contours of Chinese investment in Southeast Asia" — Erik Harms, Department of Anthropology, Yale University

This book presents an economic history of Bangkok, the Central Region, the North, the South, and Northeastern Regions from the signing of the Bowring Treaty in 1855 to the present. Most research has focused on Bangkok as the centre of change affecting other regions and has neglected other regions that had an influence on Bangkok. This book however looks at the changes not only in Bangkok, but also in the other regions, and emphasizes the ways in which Bangkok had an impact on the other regions, and how changes in the other regions affected Bangkok. It also looks, in turn, at each of the principal regions, and concentrate on the long-term economic and social changes and the various forces which promoted the changes.

This volume is based on papers from the second in a series of three conferences that deal with the multi-scalar processes of heritage-making, ranging from the local to the national and international levels, involving different players with different degrees of agency and interests. These players include citizens and civil society, the state, and international organizations and actors. The current volume focuses on the role of citizens and civil society in the politics of heritage-making, looking at how these players at the grass-roots level make sense of the past in the present. Who are these local players that seek to define the meaning of heritage in their everyday lives? How do they negotiate with the state, or contest the influence of the state, in determining what their heritage is? These and other questions will be taken up in various Asian contexts in this volume to foreground the local dynamics of heritage politics.

The services sector plays an important role in ASEAN economies as it accounts for about half of the region's GDP and more than 45 per cent of its total employment. ASEAN aspires to deepen integration in the services sector in order to enhance the sector's contribution to economic development and growth in each country. Despite this, services liberalization has progressed slowly compared to goods liberalization both at the multilateral and the regional levels. Different regulatory mechanisms across countries have contributed to the slow pace of liberalization. Logistics is an important industry in the services sector. The integration of logistics is important for deepening economic integration in ASEAN as it facilitates the movement of goods, services and people within and across countries, among producers and from producers to consumers. In view of its importance, ASEAN has identified logistics as one of its priority integration sectors. It has also developed a Connectivity Master Plan and a Strategic Transport Plan, where logistics plays an important role. This book examines the current state of services liberalization in the ten ASEAN economies. It also assesses the FDI enabling environment and the extent of FDI liberalization in the logistics sector as well as the liberalization challenges encountered in each of the ASEAN economies. The book, thus, provides a comparative picture of services liberalization as well as the state of logistics liberalization and development in each of the ten ASEAN member countries. All these have important bearings on deepening ASEAN economic integration for 2025 and beyond.

Myanmar is going through a period of profound and contested transition. The country has experienced widespread if sometimes uneven reforms, including the start of a peace process between the government and Myanmar Army, and some two dozen ethnic armed organizations, which had long been fighting for greater autonomy from the militarized and Burman-dominated state. This book brings together chapters by Burmese and foreign experts, and contributions from community and political leaders, who discuss the meaning of citizenship in Myanmar/Burma. The book explores citizenship in relation to three broad categories: issues of identity and conflict; debates around concepts and practices of citizenship; and inter- and intra-community issues, including Buddhist–Muslim relations. This is the first volume to address these issues, understanding and resolving which will be central to Myanmar's continued transition away from violence and authoritarianism.

This book explores the interconnection between geopolitical context and the ways this context frames our knowledge about Asia, highlighting previously neglected cause–effect relations. It also examines how various knowledge institutions promote and shape Asian Studies. The authors seek to explain why Asian Studies and its subfields developed in the way they did, and what the implications of these transformations might be on intellectual and political understandings of Asia. The book not only builds on the current debates on the decolonization and de-imperialization of knowledge about Asia; it also proposes a more multifaceted view rather than just examining the impact of the West on the framing of Asian Studies.

Records, Recoveries, Remnants and Inter-Asian Interconnections: Decoding Cultural Heritage has its conceptual core the inter-regional networks of Nalanda Mahavihara and its unique place in the Asian imaginary. The revival of Nalanda university in 2010 as a symbol of a shared inter-Asian heritage is this collection’s core narrative. The multidisciplinary essays interrogate ways in which ideas, objects, texts, and travellers have shaped — and in turn have been shaped by — changing global politics and the historical imperative that underpins them. The question of what constitutes cultural authenticity and heritage valuation is inscribed from positions that support, negate, or reframe existing discourses with reference to Southeast and East Asia. The essays in this collection offer critical, scholarly, and nuanced views on the vexed questions of regional and inter-regional dynamics, of racial politics and their flattening hegemonic discourses in relation to the rich tangible and intangible heritage that defines an interconnected Asia.

In this volume, a leading group of scholars pose a question: has the Philippine economy rejoined the dynamic East Asian mainstream and, if so, what set of policies and priorities are required to maintain the strong economic momentum of recent years? Successive chapters address issues related to growth and poverty, infrastructure and urbanization, education, health, the environment, energy, development finance, and governance and institutions. The book has been written with a broad audience in mind. First and foremost it is for readers in, and interested in, this fascinating and important country with a population that now exceeds a hundred million. Second, it will appeal to those in the broader development community with an interest in the analytical and policy challenges that democratic, middle-income countries face as they struggle to lift their citizens out of poverty and to achieve broad-based and environmentally sustainable growth.

This volume is a book of reflections and encounters about the region that the Chinese knew as Nanyang. The essays in it look back at the years of uncertainty after the end of World War II and explore the period largely through images of mixed heritages in Malaysia and Singapore. They also look at the trends towards social and political divisiveness following the years of decolonization in Southeast Asia. Never far in the background is the struggle to build new nations during four decades of an ideological Cold War and the Chinese determination to move from near-collapse in the 1940s and out of the traumatic changes of the Maoist revolution to become the powerhouse that it now is.

Local renderings of the two Indian epics Ramayana and Mahabharata in Malay and Javanese literature have existed since around the ninth and tenth centuries. In the following centuries new versions were created alongside the old ones, and these opened up interesting new directions. They questioned the views of previous versions and laid different accents, in a continuous process of modernization and adaptation, successfully satisfying the curiosity of their audiences for more than a thousand years. Much of this history is still unclear. For a long time, scholarly research made little progress, due to its preoccupation with problems of origin. The present volume, going beyond identifying sources, analyses the socio-literary contexts and ideological foundations of seemingly similar contents and concepts in different periods; it examines the literary functions of borrowing and intertextual referencing, and calls upon the visual arts to illustrate the independent character of the epic tradition in Southeast Asia.

Written by the highly regarded diplomat Marty Natalegawa, former ambassador and foreign minister of Indonesia, this book offers a unique insider-perspective on the present and future relevance of ASEAN. It is about ASEAN’s quest for security and prosperity in a region marked by complex dynamics of power. Namely, the interplay of relations and interests among countries — large and small — which provide the settings within which ASEAN must deliver on its much-cited leadership and centrality in the region. The book seeks to answer the following questions: How can ASEAN build upon its past contributions to the peace, security and prosperity of Southeast Asia, to the wider East Asia, the Asia-Pacific and the Indo-Pacific regions? More fundamentally and a sine qua non, how can ASEAN continue to ensure that peace, security and prosperity prevail in Southeast Asia? And, equally central, how can ASEAN become more relevant to the peoples of ASEAN, such that its contributions can be genuinely felt in making better the lives of its citizens?
