In ‘Competitiveness and Development’, the author explains the confusion surrounding the concept of competitiveness in the context of developing countries; proposes policies for achieving competitiveness at a high level of development; examines its possibilities and constraints; and suggests policy changes necessary at the national and international levels. Shafaeddin illustrates how developed countries impose restrictive policies on developing countries through international financial institutions and the WTO, as well as regional and bilateral agreements, which limit their policy space for promoting dynamic comparative advantage in order to achieve competitiveness at a high level of development. Ultimately, such policies lock developing countries that are at early stages of development in specialization based on static comparative advantage and competitiveness at a low level of development.

This book argues that the current international intellectual property rights regime, led by the World Trade Organization (WTO), has evolved over the past three decades toward overemphasizing private interests and seriously hampering public interests in access to knowledge and innovation diffusion. This approach concentrates on tangible and codified knowledge creation and diffusion in research and development (R&D) that can be protected via patents and other intellectual property rules and regulations. In terms of global policy initiatives, however, it is becoming increasingly clear that the WTO in particular is mostly a conflict-resolution facility rather than a global governance body able to generate cooperation and steer international coordinated policy action. At the same time, rent extraction and profits streaming from legal hyperprotection have become pervasively important for firm strategies to compete in a globalized marketplace. “Knowledge Governance: Reasserting the Public Interest” offers a novel approach – knowledge governance – in order to move beyond the current regime.

After his death Thorstein Veblen was hailed as ‘America’s Darwin and Marx’ and is normally portrayed as the perennial iconoclast. He severely criticised traditional economics and attempted to create an alternative approach based on a much more complex view of human beings. He is one of the most celebrated economists of our age and has been the inspiration for many books; the predatory version of capitalism we now again experience, the phenomenon of studying cultures of consumption and the darker sides of gilded ages can be traced back to Veblen. A conference in Veblen’s ancestral Norway marked the 150th anniversary of his birth. The aim of the conference was to consolidate Veblen scholarship and evaluate his relevance for the problems of today. This collection offers the results of that endeavour; it is a milestone of Vebleniana which assesses all the most salient aspects of his life and influence. Austria Supreme (if it so wishes) (1684) provides a translation of and a scholarly introduction to the Austrian-German Mercantilist classic Oesterreich über Alles Wann es Nur Will (1684) by Philipp Wilhelm von Hörnigk. Published a few months after the unsuccessful 1683 siege of Vienna by the Turks, a turning point in European history, the book stayed in print for more than 100 years. This was the most widely read German language economic textbook of the period, containing, in a nutshell, the essential ingredients of economic strategy that would make Austria and Europe grow rich and eventually overtake the rest of the world as the first world region that experienced an industrial revolution. In Oesterreich über Alles Wann es Nur Will Hörnigk updates and redefines the Mercantilist political economy – a strategy for achieving national wealth and political strength simultaneously by building up a competitive domestic manufacturing industry with the help of the state. Austria Supreme (if it so wishes) (1684) is the first-ever English translation of a work whose importance for European economic development and the ‘European Miracle’ cannot be overestimated.

The mid-eighteenth century witnessed what might be dubbed an economic turn that resolutely changed the trajectory of world history. The discipline of economics itself emerged amidst this turn, and it is frequently traced back to the work of François Quesnay and his school of Physiocracy. Though lionized by the subsequent historiography of economics, the theoretical postulates and policy consequences of Physiocracy were disastrous at the time, resulting in a veritable subsistence trauma in France. This galvanized relentless and diverse critiques of the doctrine not only in France but also throughout the European world that have, hitherto, been largely neglected by scholars. Though Physiocracy was an integral part of the economic turn, it was rapidly overcome, both theoretically and practically, with durable and important consequences for the history of political economy. The aim of this book is to broaden our understanding of technological change by adopting the concept of technological retrogression. With reference to concrete cases of technological retrogression a new conceptual framework is developed. The book’s exposition aims at contrasting retrogressive economic dynamics of technological change to progressive dynamics as developed by Schumpeter. At one extreme in the dimension of technological change, capital-strong production units innovate their way out of the recession through technological progress, adopting more advanced production equipment that improves productivity. Following Schumpeterian progressive dynamics, virtuous spirals of growth result. At the other end we find the producers that resort to technological retrogression, which secures survival, but which result in low labour productivity, diminishing the possibility of capital accumulation and thus modernization that could form an escape from poverty. Vicious spirals of decline result, which is the book’s main object of analysis. The theory is, thus, a contribution to understanding the anatomy of recessions.

The aim of Albert Aftalion’s Periodic Crises of Overproduction is to lay the analytical building blocks of a medium-term approach to the theory and policy of economic fluctuations. Aftalion builds his theory on a disaggregated (structural) representation of the economic system that overcomes the conventional micro-macro dichotomy. This analysis eschews both the explanation of crises in terms of cumulative processes triggered by long-term factors and that in terms of purely contingent mismatches and ruptures. Aftalion highlights features such as lack of synchronization between sectors, different time horizons between socio-economic groups, and dissimilar speeds of change between production and consumption units. The messages of the books are seemingly contradictory, one focuses on the role of individual interests and the other on the role of government., but together they form two important pillars for the economics profession: self-interest and industrial policy.- Written in 1597 Barthélemy de Laffemas’ General regulation for the establishment of manufactures (originally in French: Reiglement général pour dresser les manufactures) is one of the earliest voices in the history of political economy emphasizing the necessity of manufacturing and large-scale industry as the source of the wealth of nations.Located somewhat at the cross-roads between medieval Scholasticism and early mercantilism the book presents a basic version of the infant industry argument and European standard model of economic development which evolved into the works of Enlightenment thinkers such as Colbert and Friedrich List and of the nineteenth- and twentieth-century industrial policy in all the countries that followed England’s path to industrialization, including the post-WW II Marshall Plan. - Leonhard Fronsperger’s On the praise of self-interest (German original: Von dem Lob deß Eigen Nutzen, 1564) is the first documented instance of the ‘Mandeville paradox’, a theorem in modern economics usually associated with much later writings including Bernard de Mandeville’s Fable of the Bees (1705/14), and Adam Smith’s Wealth of Nations (1776).
