The study of foreign policy is usually concerned with the interaction of states, and thus with governance structures which emerged either with the so-called 'Westphalian system' or in the course of the 18th century: diplomacy and international law. As a result, examining foreign policy in earlier periods involves conceptual and terminological difficulties, which echo current debates on 'post-national' foreign policy actors like the European Union or global cities. This volume argues that a novel understanding of what constitutes foreign policy may offer a way out of this problem. It considers foreign policy as the outcome of processes that make some boundaries different from others, and set those that separate communities in an internal space apart from those that mark foreignness. The creation of such boundaries, which can be observed at all times, designates specific actors - which can be, but do not have to be, 'states' - as capable of engaging in foreign policy. As such boundaries are likely to be contested, they are unlikely to provide either a single or a simple distinction between 'insides' and 'outsides'. In this view, multiple layers of foreign-policy actors with different characteristics appear less as a modern development and more as a perennial aspect of foreign policy. In a broad perspective stretching from early Greek polities to present-day global cities, the volume offers a theoretical and empirical presentation of this concept by political scientists, jurists, and historians.

The notion of 'the West' is commonly used in politics, the media, and in the academic world. To date, our idea of 'the West' has been largely assumed and effective, but has not been examined in detail from a theoretical perspective. Uses of 'the West' combines a range of original and topical approaches to evaluate what 'the West' really does, and how the idea is being used in everyday political practice. This book examines a range of uses of 'the West', and traces how 'the West' works in a broad array of conceptual and empirical contexts, ranging from the return of geopolitics - via a critical review of the debates surrounding Samuel Huntington's Clash of Civilization thesis - to the question of the future of 'the West'. Analysis extends further to the repercussions of the war on terror on Western democracy and the processes of delineating the Western from the non-Western, as well as observations of the institutional transformations of Western order.

This collection brings together leading figures in the study of International Relations to explore praxis as a perspective on international politics and law. With its focus on competent judgements, the praxis approach holds the promise to overcome the divide between knowing and acting that marks positivist International Relations theory.Building on the transdisciplinary work of Friedrich Kratochwil – and with a concluding chapter from him – this book reveals the scope, limits and blind spots of praxis theorizing. Mit dem Zusammenbruch des Kommunismus hat sich die weltpolitische Lage grundlegend verändert und ist auch für die Außenpolitik der Bundesrepublik Deutschland eine vollkommen veränderte Situation entstanden. In diesem Handbuch wird erstmals wieder eine Gesamtschau der deutschen Außenpolitik vorgelegt. Dabei werden die Kontinuitäten und Brüche seit 1989 sowohl für den Wissenschaftler als auch den politisch interessierten Leser umfassend dargestellt.

Das Humboldt’sche Ideal der „Einheit von Forschung und Lehre“ fehlt auch in „Bologna“-Zeiten nur selten in den Reden deutscher Hochschulpolitiker. Dass die Freiräume zur praktischen Umsetzung dieser „Einheit“ unter den Bedingungen moderner deutscher BA/MAssenuniversitäten allerdings immer stärker schw- den, liegt für alle Insider auf der Hand. Umso dankbarer sind sie, wenn sie diese wenigen Freiräume ausschöpfen und den gesamten Forschungsprozess von der Formulierung eines Problems bis zur Veröffentlichung eines wissenschaftlichen Aufsatzes bzw. eines Buches in einem Lehr-Forschungsprojekt durchlaufen k- nen. Das vorliegende Buch und ein parallel von der „Politischen Vierteljah- schrift“ veröffentlichter Aufsatz sind das Ergebnis eines solchen Projekts. Beide basieren auf den Ergebnissen der zweisemestrigen, forschungsorientierten Le- veranstaltung „Das neue außenpolitische Vokabular der Berliner Republik: - tersuchungen zur Veränderung deutscher Außenpolitik“, die Gunther Hellmann im Wintersemester 2004/2005 sowie im Sommersemester 2005 an der Johann Wolfgang Goethe-Universität, Frankfurt am Main unterrichtet hat. Frank Sauer und Sonja Schirmbeck haben diese Veranstaltung anfangs als Tutoren begleitet. Christian Weber war zunächst als Student Teilnehmer der Veranstaltung. Bereits im Frühjahr 2005 unterstützte er den Arbeitsbereich allerdings auch als „stud- tische Hilfskraft“ – und in diesem Zusammenhang wirkte er wesentlich an der Umsetzung dieses Lehr-Forschungsprojekts mit.

Despite its prominent place in contemporary political discourse and international relations, the idea of the “global order” remains surprisingly sketchy. Though it’s easy to identify the nations and actors who comprise the major players, but pinning down concrete definitions can be more difficult. This book not only clarifies a number of related key terms—including the use of international versus global and system versus order—but also offers a variety of perspectives for theorizing global order.

Autoren aus dem politischen und akademischen Kontext diskutieren diese Frage sowohl im Hinblick auf grundlegende begriffliche Spannungsverhältnisse des Diskurses, dem historischen und gesellschaftlichen Fundament, als auch bezüglich der grundlegenden außenpolitischen Instrumente und Ziele deutscher Außenpolitik.

Der Band setzt sich mit den Bedingungen und Möglichkeiten internationalen oder globalen Regierens in einer sozialen Umwelt (Weltgesellschaft) unter drei Perspektiven auseinander: der Perspektive von Theorien globaler Ordnung, der Perspektive spezifischer Formen globaler Ordnungsbildung und der Perspektive die Normativität globaler Ordnung.

Gegenwärtige Strategiebildungsprozesse müssen sich mit einer ihnen konstitutiv eingelassenen, zentralen Spannung befassen: Auf der einen Seite präsentieren sie sich stets als fixierte Form, stehen aber andererseits einer sicherheitspolitischen Umwelt entgegen, die dynamischer ist als jemals zuvor.

Der Schwerpunkt liegt auf einer problemorientierten Einführung anhand gängiger theoretischer und methodischer Instrumentarien, wie sie in der Außenpolitikanalyse zur Anwendung kommen. Die Leser*innen sollen mit unterschiedlichen Herangehensweisen vertraut gemacht werden, damit sie die Zusammenhänge zwischen theoretischen Perspektiven und entsprechenden Forschungsmethoden auf der einen Seite und konkreten Gegenständen der empirischen Analyse deutscher Außenpolitik auf der anderen Seite besser verstehen und dabei sowohl die Chancen wie auch die Grenzen der jeweiligen Perspektiven erkennen lernen.
