The ruling class plays a major role in society. It makes possible what would otherwise be infeasible, by removing constraints that may stand in the way of long-term growth. Historically, economists devoted far less attention than sociologists to the study of ruling classes. Using the theoretical tools of economists, this volume provides an understanding of what drives the formation of a ruling class, and the relationship between politics and business firms. Focusingon Italy, it uses labour economics to analyse the selection of the ruling class, the labour market of politicians, the allocation of managers'' time, and their incentives, remunerations, and career paths. It draws on contributions from two teams of leading scholars and on research undertaken by theFondazione Rodolfo DeBenedetti.Part I focuses on the labour market of politicians. It uses detailed information on personal characteristics, incomes, performance in office, and career paths (both before and after the Parliamentary mandate) of all the politicians elected to the Italian Lower Chamber (Camera) between 1948 and 2008. This is the first time that this information has been gathered and summarized in key indicators. Part II is devoted to the managerial class. It includes cross-country surveys of managers across asample of European countries, surveys carried out in cooperation with the largest union of managers in the service sector, social security records, and, for the first time, surveys on the allocation of time for top executives.

Using newly collected and existing data and modern econometric approaches, this book analyses the gender wage gap as well as less explored dimensions of discrimination such as religion, sexual orientation, and physical appearance. Part One focuses on gender. Using a newly collected database for Italy, it analyses the relevance of transition from school to work, and in particular the choice of college major, in determining the gender earning gap. It also analyses therole of family and of discrimination on the job as a potential source of this gap, using additional data from Spain and the US. Part Two analyses different forms of discrimination towards individuals in the labor market. In particular, it examines the potential for discrimination of sexualorientation, religion, and physical appearance and weight. The analysis is conducted by means of a survey of the existing literature and by an empirical analysis, using European data as well as Italian data collected through an experimental design.

Our economies face constant challenges from many different directions. Structural reforms are implemented every day, either to grasp the benefits of globalization and technological change, or to avoid foundering on unaffordable welfare systems or the rise of new economies.Despite this flurry of reforms, many of their effects are insufficiently understood. What makes reforms a success or a failure? Why do we witness systematically ambivalent attitudes to reforms? Can governments implement reforms differently, without inflicting prejudice to large fringes of the population?This book explores these issues by comparing a number of reforms, across a large set of countries and sectors. First, through an innovative multisectorial input-output analysis, the authors compare the effects of liberalisation reforms in the telecommunication and electricity sectors across Europe. Surprisingly, they find that very similar and well-intended reforms can generate highly contrasted outcomes. It is also shown that governments must consider the effects of each reform on all sectorsof the economy. Second, the authors explore how governments can tailor their reform strategy to alter the redistributive effects of reforms. They show that the government''s approach to reforms has been very different across time and across countries. A government''s approach depends on localinstitutions, on the nature of the opposition, and on the scope of the reform under way. The authors, however, show that governments do have alternatives. Often, there are ways to tailor reforms so as to protect specific parts of the population; and there are ways to experiment gradually, to avoid costly policy mistakes.

The worldwide race to attract talents is getting tougher. The US has been leading the race, with its ability to attract PhD candidates and graduates not only from emerging countries, but also from the European Union. However, a growing number of countries have adopted immigration policies specifically aimed at selecting and attracting skilled workers. This book describes the global competition to attract talents. It focuses in particular on two phenomena: the braingain and brain drain associated with high-skilled migration.Part I provides an overview of immigration policies designed to draw in skilled workers. It describes the economic gains associated with skilled immigration in the destination countries and the main determinants of the inflows of skilled immigrants (such as wage premia on education and R&D spending). It also discusses why skill-selective immigration policies do not find more support in receiving countries and shows that interest groups are actively engaged in affecting policies towardsskilled migrants. Part II examines the consequences of brain drain for the sending countries. It reviews the channels through which skilled emigration can affect the source countries and looks at remittances, return migration, diaspora externalities, and network effects that may compensate the sendingcountries for their loss of human capital. Contrary to traditional wisdom, the results indicate that most developing countries experience a net gain from skilled emigration.

The recent financial crisis has created a public outcry over top-executive pay packages and has led to calls for reform of executive pay in Europe and the US. The current controversy is not the first - nor will it be the last - time that executive compensation has sparked outrage and led to regulation on both sides of the Atlantic. This volume compares US and European CEOs to trace the evolution of executive compensation, its controversies and its resultingregulations. It shows that many features of current executive compensation practices reflect the, often-unintended, consequences of regulatory responses to perceived abuses in top-executive pay, which frequently stem from relatively isolated events or situations. Regulation creates unintended (and usuallycostly) side effects and it is often driven by political agendas rather than shareholder value. Improvements in executive compensation are more likely to come from stronger corporate governance, and not through direct government intervention.The volume also examines the effects of incentive schemes and the patterns of performance related pay both within and across countries. It documents a number of empirical regularities and discusses whether government should intervene to support the implementation of incentive pay schemes. It argues that it makes little sense to undertake reform without detailed simulations of the effect on the economy under alternative economic scenarios, based on sound analysis and extensive discussion withlabour, management, and government decision-makers.

In the last 50 years the gap in labour productivity between Europe and the US has narrowed considerably with estimates in 2005 suggesting a EU-US labour productivity gap of about 5 per cent. Yet, average per capita income in the EU is still about 30% lower than in the US. This persistent gap in income per capita can be almost entirely explained by Europeans working less than Americans.Why do Europeans work so little compared to Americans? What do they do with their spare time outside work? Can they be induced to work more without reducing labour productivity? If so, how? And what is the effect on well-being if policies are created to reward paid work as opposed to other potentially socially valuable activities, like childbearing? More broadly, should the state interfere at all when it comes to bargaining over working hours? Part One documents a tendency towards greater decentralization in collective bargaining and declining union membership rates in most European countries. The process of decentralization may only be partly reversed by social pacts of the type that occurred in several EU countries in the run-up to EMU. Yet this type of co-ordination is likely to be increasingly unstable in a context where membership is falling, hence will inevitably require government intervention. Not all governments may wish to intervene in wage setting, however, as there are strong reasons to believe that such intervention could impose wage rigidities in some parts of the economy and lead to non-enforcement in other parts. Moreover, under EMU what matters is ultimately co-ordination of bargaining at the pan-European level rather than simply at the national level. Such higher-level, transnational co-ordination is not likely to occur for a long time to come because of the huge costs that it involves. Some transnational co-ordination may occur within multinational firms, however, as costs are likely to be much lower at this level. Part Two characterizes the intergenerational conflicts present within unions. Unions may be able to better respond to the needs of the unemployed without losing the support of current employees when they become involved in the running of unemployment benefit systems, as has been the case in those countries applying the so-called Ghent system. They may also succeed in making the system more efficient by, for example, contributing to the reduction of moral hazard problems associated with the provision of unemployment insurance. Unions are, however, unlikely to solve the latent conflict between their younger and older members in a context where the population is ageing, since they tend to preserve the status quo when it comes to cutting pension benefits in order to deal with demographic transition. The cost of these dynamic inefficiencies may be accepted by younger generations as long as an intergenerational contract can be enforced whereby unions guarantee that the status quo will be preserved, and are credible in their commitment. Unions could play a key role in this implicit intergenerational pact because they are long-lived agents---certainly longer-lived than many governments---but, under present conditions, this pact may be no longer credible.

Many European countries have responded to the ensuing financial pressure by reforming their public pension systems and health care programmes. There is considerable uncertainty as to the effects of these reforms - as they typically do not alter the unfunded nature of public welfare arrangements and this uncertainty is itself costly. Not only does it undermine the credibility of public welfare programmes, but it may also distort labour supply behaviour, decisions regarding savings and capital accumulation. More generally there is uncertainty about the overall impact of ageing on welfare and society and the multiple domains in which its effects may develop.This text builds on the existing evidence - mostly in the field of public pensions - and highlights the advantages that would be obtained by: harmonizing methodologies used in the various countries to report pension outlays and forecast future pension liabilities or more generally public spending; defining common standards as to the frequency of expenditure forecasts and the length of the forecast horizons for welfare expenditures; and developing European longitudinal survey of persons pre- and post-retirement age, providing timely information on a wide array of decisions by individuals and household related to the ageing process and the ongoing trends.
