How has Russia increased its strength and power over the last 15 years? By what means did the Kremlin bring Armenia back into its orbit? Jonathan Wheatley examines the tortuous process of regime change in Georgia from the first pro-independence protests of 1988 to the aftermath of the so-called Rose Revolution in 2004. By the end of the 2000s Russia had become an increasingly authoritarian state, which was characterised by the following features: outrageously unfair and fraudulent elections, the existence of weak and impotent political parties, a heavily censored (often self-censored) media, weak rubber-stamping legislatures at the national and sub-national levels, politically subordinated courts, the arbitrary use of the economic powers of the state, and widespread corruption. However, this picture would be incomplete without taking into account the sub-national dimension of these subversive institutions and practices across the regions of the Russian Federation. After the collapse of the Soviet Union, sub-national political developments in Russia became highly diversified and the political map of Russia’s regions became multi-faceted. The period of 2000s demonstrated a drive on the part of the Kremlin to re-centralise politics and governance to the demise of newly-emerging democratic institutions at both the national and sub-national levels. Yet, federalism and regionalism remain key elements of the research agenda in Russian politics, and the overall political map of Russia’s regions is far from being monotonic. Rather, it is similar to a complex multi-piece puzzle, which can only be put together through skilful crafting. The 12 chapters in this collection are oriented towards the generation of more theoretically and empirically solid inferences and provide critical evaluations of the multiple deficiencies in Russia’s sub-national authoritarianism, including: principal-agent problems in the relations between the layers of the ’power vertical’, unresolved issues of regime legitimacy that have resulted from manipulative electoral practices, and the inefficient performance of regional and local governments. Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form.Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

The conflict in Ukraine and Russia's annexation of Crimea has undoubtedly been a pivotal moment for policy makers and military planners in Europe and beyond. Many analysts see an unexpected character in the conflict and expect negative reverberations and a long-lasting period of turbulence and uncertainty, the de-legitimation of international institutions and a declining role for global norms and rules. Did these events bring substantial correctives and modifications to the extant conceptualization of International Relations? How have discourses of Euro-Atlanticism been used in domestic and international affairs by the political elite in Georgia? After the 2003 Rose Revolution, as relations with Russia soured, a Euro-Atlantic orientation portrayed as a single and coherent strategy became the cornerstone of Georgian foreign policy as well as a model for domestic reforms. This promise of a prosperous future offered new hope to the Georgian population. Scepticism or critical thinking towards President Saakashvili and his government were equated to pro-Russian treason and pro-western orientation and impressive reforms, promoted as being modelled along ’European standards’, emerged simultaneously with an outspoken rhetoric and active symbolism. References to Europe and the Euro-Atlantic structures became ubiquitous as European flags were brandished throughout the country. Addressing a gap in the existing literature the author examines a large volume of data extracted from news items from 20 different Georgian and International media channels over a ten-year period. Through this he identifies patterns in the discourse to explain the intentions of the Georgian elite and examines the effectiveness of the rhetoric.

It examines how the leaders of Russia, Ukraine, and Kazakhstan have managed to exploit federalism and decentralization as useful instruments to help them preserve control, avoid political instability, and to shift blame to the regional authorities in times of crises and policy failures. The authors explain how post-Soviet authoritarian regimes balance the advantages and risks and emphasize the contradictory role of external influences and threats to the institutional design of federalism and decentralization.
